The Manifesto Implementation Unit is mandated to monitor the implementation of Manifesto commitments
The Director of Manifesto Implementation in the Office of the President, Willis Bashaasha and his team have kicked off countrywide field monitoring exercise to see how far Manifesto implementation has gone. Bashaasha and his team kicked off the tour on 21st August in the sub-regions of Busoga, Lango and Ankole.
During the field work monitoring, the team rocked the above regions by meeting up with RDCs, LCV Chairpersons, CAOs, OWC Regional Commander, NRM District Chairpersons and Sub-regional Presidential Advisors and other regional leaders to see how far the projects in the manifesto have progressed.
While in Ankole, Bashaasha visited ongoing road projects, water, school projects and supervised the swamps that have been encroached on by the local residents and directed that action should be taken against such activities.
The exercise is aimed at making sure that there is accountability and that presidential promises in the Manifesto are implemented well.
“The unique thing we did was to involve NRM party chairpersons and they were excited because they have always felt neglected previously. With their help, we should be able to carry out such activities with ease. There are three regions that we visited and that’s Ankole, Busoga and Lango. Other regions are to follow next. Our aim is to make sure that there is accountability and something is being done on the ground,” Willis Bashaasha said.
A number of Resident District Commissioners (RDCS) have welcomed and praised the field monitoring idea saying this was first of its kind that NRM has organised and congratulated Bashaasha for the initiative
The overall outcome of the monitoring exercise will be better visibility, accountability and publicity for Government Programs, especially those which are aimed at implementing the Manifesto Commitments. This is in line with the Key result area of improved visibility of Government programs in the Strategic Plan for this Office.
Accordingly, in the 1st Quarter of FY 2017/18, the Unit has organized a series of field monitoring visits to assess the implementation status of the Manifesto commitments starting with three sub-regions namely: Ankole, Busoga and Lango. The objectives of the monitoring exercise will be to:
Appreciate in general terms, the level of service delivery in line with the oversight function of the Presidency.
Assess the progress of implementation status of both the Manifesto commitments and the 23 Strategic Directives in regard to the projects implemented by the Central Government and Local Governments.
Three teams handled the three sub-regions of Ankole, Busoga and Lango. On average, each sub-region constitutes ten (10) Districts. The exercise commenced on 21st August 2017.
Upon entry into the targeted sub-region, each team conducts an entry conference attended by the RDCs, LCV Chairpersons, CAOs, OWC Regional Commander, NRM District Chairpersons and Sub-regional Presidential Advisors. The RISO, Mayor and the Town Clerk of the host District also attended.
The teams also received the status of the Manifesto implementation from the respective sub-regions, challenges and any other matter of service delivery interest.
Other sub regions like Teso, Acholi, Central and other country regions are being targeted for the same exercise soon.
