Today His Excellency President Yoweri Kaguta Museveni constitutionally addressed Parliament and the Nation at Kololo Ceremonial Grounds, marking the official opening of the 1st Session of the 12th Parliament. The address, delivered under the guiding theme “Kisanja No More Sleep”, sets the strategic direction for Uganda’s 7th term and beyond.

MACROECONOMIC DIRECTION & WEALTH CREATION
H.E the President reaffirmed that prosperity comes from production, not dependency. The core programs for socio-economic transformation remain:
– Parish Development Model – PDM: A “whole-of-government” approach to move 39% of Ugandans still in subsistence to the money economy.
– Emyooga, Youth Livelihood Programme, Women Entrepreneurship Programme*: He directed that implementation must now be performance-based, with measurable outcomes per parish.
– Industrialization & Import Substitution*: Heavy emphasis on agro-processing, value addition, and mineral beneficiation to reduce import bills and create jobs.
Our Position: Commander Team Nkuyege Think Tank will intensify grassroots mobilization to ensure SACCO formation, financial literacy, and accountability at parish level so that Kawempe, Uganda and all zones benefit tangibly.
ZERO TOLERANCE ON CORRUPTION & GOVERNANCE REFORM
The President issued a firm directive against corruption, warning both public officers and political leaders in the NRM and Opposition. He emphasized performance contracts for Ministers and Accounting Officers.
Our Position: We endorse this stance fully. As a Think Tank, we shall monitor service delivery in health, education, and infrastructure, and report leakages. Patriotism must mean service, not self-enrichment.
STRATEGIC SECURITY & REGIONAL STABILITY
H.E reaffirmed Uganda’s commitment to regional peace through UPDF operations in Eastern DRC and South Sudan, and stressed that Africa’s strategic security lies in political federation and unity. Internal security was declared stable.
Our Position: We commend the UPDF and security agencies. We urge Ugandans to remain vigilant, avoid sectarian politics, and support government efforts to maintain peace, which is the foundation of development.
INFRASTRUCTURE, ENERGY & INDUSTRIAL TAKE-OFF
Key priorities announced:
– Completion of strategic national roads, rural feeder roads, and bridges.
– Oil & Gas sector: Preparations for first oil production, with local content emphasized.
– *Energy Transition*: A deliberate shift to electric vehicles, motorcycles “boda bodas”, and electric trains to reduce Uganda’s fuel import bill amid global shocks. Kiira Motors electric buses were cited as a success model.
Our Position: This energy shift is a job-creation opportunity. Commander Team Nkuyege Think Tank will engage boda riders, mechanics, and youth to prepare for training and financing in e-mobility.
SOCIAL SERVICES & PUBLIC HEALTH
The address was held under strict Ebola prevention protocols. H.E reiterated investment in healthcare infrastructure, referral hospitals, and disease prevention. Education and skills development were linked directly to employability.
Our Position: We call on communities to cooperate with Ministry of Health on surveillance. We will also mobilize for STEM, vocational training, and TVET enrollment among our youth.
POLITICAL TRANSITION & NATIONAL UNITY
The 12th Parliament was formally launched under the new leadership of Rt. Hon. Speaker Jacob Oboth-Oboth and Deputy Speaker Thomas Tayebwa. H.E called for unity above sectarian, tribal, and religious divisions.
Our Position: Commander Team Nkuyege Think Tank rejects divisive politics. Our mobilization will be issue-based, focused on development, and aligned with the NRM’s 4 core principles: Patriotism, Pan-Africanism, Social-Economic Transformation, and Democracy.

His Excellency has provided the roadmap. The responsibility now shifts to wanainchi, leaders, and institutions to execute.
