In Uganda, when you are doing the right thing and your colleagues are not benefiting like they had wished especially from a government procurement project, you will be fought, you will be accused. In fact a smear campaign is opened against you, you will see all sorts of forged documents in the media and other online platforms. While at times it works in their favour, some times it backfires and the innocent person finallly wins the battle. This is what happened to Mr. Winston Katushabe, a senior public official currently serving as Commissioner for Transport Regulation and Safety in the Ministry of Works and Transport.

While most have labelled him the most powerful civil servant in the country, it is not the case. It is because he is doing what he is supposed to do and probably denied some individuals to carry out their selfish interests or acquire some quick juicy deals.

Recently, the Director of Public Prosecutions (DPP) discontinued criminal proceedings against Mr. Winstone Katushabe, bringing to an end a corruption case linked to several multi-billion-shilling procurement contracts which he was accused of.

The DPP advised that the files be closed on grounds of insufficient evidence to sustain criminal charges against any of the persons involved including Katushabe.
The decision followed a Criminal Investigations Directorate (CID) report which found insufficient evidence to sustain criminal charges against Katushabe and other persons investigated over procurements undertaken by the Ministry’s Department of Transport Regulation and Safety.


All the above point to the smear campaign that has always engulfed government agencies in recent times especially if someone is working to the expectations of the ministry or any other government agency.
We have seen many of such campaigns smeared against individuals through forged documents.
This is all caused by the arrogance of a Junior to his or senior with evading the protocol.
This is same thing likely happening to Uganda Registration Bureau boss Ms Mercy Kainobwisho.
Mr. Winstone Katushabe has done nothing wrong, he is simply what he is supposed to do and because someone who thinks they should have gotten favours and be let to do what they felt is right is just angrily and wrongly fighting him.
