In a remarkable recognition of his unwavering commitment to advancing Uganda’s place on the global stage, Hon. Vincent Waiswa Bagiire, the Permanent Secretary at the Ministry of Foreign Affairs, has been awarded the prestigious 2026 Responsible Investment Global Award as the Uganda Foreign Policy Champion for the years 2025-2026. This accolade underscores his exceptional excellence in promoting international relations and enhancing Uganda’s diplomatic ties worldwide.
Bagiire’s tenure has been marked by a profound dedication to strengthening Uganda’s relationships with other nations. Colleagues, leaders, and citizens alike commend him for his peaceful demeanor and collaborative spirit. His belief in consultation and teamwork has fostered a harmonious environment within the Ministry of Foreign Affairs, leading to the establishment of a comprehensive reporting mechanism that ensures effective communication and execution of directives from President Yoweri Museveni.
Under Bagiire’s technical leadership, the Ministry has achieved significant milestones in various spheres, notably in commercial diplomacy and regional peace mediation. His strategic cooperation with Gen. Muhoozi Kainerugaba, the Chief of Defense Forces of the Uganda People’s Defense Forces (UPDF), has further reinforced Uganda’s security and intelligence capabilities, allowing for a more robust diplomatic posture.

His initiatives in economic diplomacy have significantly boosted Uganda’s trade, notably promoting agricultural products such as vanilla and various fruits, alongside the electric buses produced by the Kiira Vehicle Plant. Bagiire has played a pivotal role in advancing regional integration through projects like the Northern Corridor Integration Projects (NCIP) and the One Network Area, enhancing cross-border trade and cooperation.
Moreover, Bagiire has prioritized the enhancement of consular services, ensuring that vital support is available to Ugandans abroad and facilitating essential document verification processes. His proactive approach has made a lasting impact on the diaspora community, demonstrating his commitment to the welfare of all Ugandans.

His previous roles, including Chief Executive Officer of Bridges.org, underscore his extensive experience and dedication to ICT policy development.
As an Ashoka Fellow for life and an alumnus of the prestigious Young Global Leadership Programme of the World Economic Forum, Bagiire’s influence extends beyond Uganda’s borders. His participation in elite leadership courses at institutions such as the University of Oxford and Wits University further reflects his commitment to continuous learning and improvement.
