Roland Bish Ndyomugyenyi highlights his achievements as Rukiga County MP as he bows out after one term

Former Rukiga County MP Hon. Roland Bish Ndyomugyenyi has highlighted his achievements after 5 years representing the county in the 11th Parliament. In a statement released today, Hon. Roland said he carried Rukiga County flag high both locally and internationally.

Below is his full statement on the matter;

Dear brothers and Sisters, the people of Rukiga County. I take this profound opportunity to greet you in the name of Jesus Christ.
You are all aware that you voted on 14th January 2021 to represent you in the 11th parliament. I was sworn in on 19th May 2021 with a lot of optimism and hope. I carried the Rukiga flag high both locally and internationally, I carried it high both in the Constituency and in the August House.

I was lucky to be designated to some of the best committees in Parliament in the initial 2 and half years of my service, thats PAC COSASE and Physical Infrastructure Committees.

I did extremely well according to observers in ensuring accountability and oversight. I am proud that I contributed tremendously to nation building while I was on these committees.

After half term, I was designated to PAC Central and stayed on the Infrastructure committee. The same energy I used during the first 2 and half years was transferred to the new Designation. There’s no doubt that I kept my professionalism and integrity plus objectivity as a certified chartered accountant during my work in Parliament.

I am happy that Rukiga people gave me the opportunity to shine, to be their voice, to contribute to national progress. I am forever indebted to you my people.

Now that my bosses the voters have retired me, I would love to make the following remarks and if possible my new leadership can borrow a leaf on the plans I had.
A. Education sector.

1. When I was voted into power, I established the Bish Roland Education Trust Fund. This has helped so many needy but clever students. Some of them have competed university and other tertiary education while others are still at secondary school level. I will continue helping these students to achieve their full potential and I am sure they will succeed. All the beneficiaries of this fund which is individually sponsored by myself are doing very well in their respective schools. In total, i had more than 200 students and i pray that God gives me the means to continue providing the necessary resources for them. I am very sure my successor won’t even pay for 10 students from Rukiga but he is not under any obligation to do so.
2. During my term of service, I obtained text books from the Ministry of Education and Sports for lower secondary schools curriculum which were distributed to all secondary schools both private and government. New leadership must continue to lobby for such and ensure our learners are well equipped with necessary tools and facilities to succeed academically.
3. I lobbied for money from Ministry of Finamce to reconstruct dilapidated classroom blocks for some of the primary schools. Last year, we received 300m for Kantare PS and Kandago PS. I was supposed to get 1.6bn additional funding for other primary schools. New leadership must follow up on this money.
4. I lobbied for 500m to begin the construction of St Paul’s SS multi purpose building. There’s need for new leadership to lobby for more so that the building is completed.
5. The chairman and I lobbied for money to construct dormitories at Kamwezi High school which have been completed.
6. At an individual capacity, I roofed classroom blocks at Nyakitabire PS, Muhanga TC. St. Pauls Bucundura, Mparo Mixed staff quarters among others.
7. Together with the board chair Kihanga ss, we lobbied for 802m Shillings to build labs and modern structures at Kihanga SS through the UPDF Engineering Brigade. The work was started but been told it has stalled. The new leadership must follow up this project and ensure its completed.
8. etc. There are so many other interventions in the education sector that we did including ensuring that every primary school has UNEB center number.

B. Agriculture
1. I introduced the Hass Avocado project in rukiga. A high value crop that if embraced can help our people to get out of poverty
2. I lobbied coffee processing plant from WB thats stationed in Kamwezi
3. I lobbied for seed banks from WB for Nyakasiru parish, Noozi Parish and Kitanga Parish
4. I lobbied for Raising the Village Project that has helped almost 90% of Rukiga people to get out of poverty.
5. I lobbied for the Dairy equipment that was installed in Kibanda Parish and is doing a great job for the milk producers in Kamwezi.
6. Etc, so many interventions including supplying onions and setting up markets for onions, cattle in Kibanda
C: Infrastructure
1. When it comes to roads, Rukiga has been having a privilege of having the best muram roads owing to the fact that there was allocations from government Ministries and agencies, I used to lobby for additional funding from URF for road maintenance. In addition to the so many kilometres that we were able to put first class murram, I was also able to get funding for Noozi- Butambi road with the attendant huge Bridge near the district headquarters heading to Noozi.
2. The 1bn additional road maintenance grant that is going to every district was proposed by the Infrastructure committee wherein i was an active member. The new leadership must ensure that value for money for this grant continues to be achieved
3. Muhanga Kisizi and Rutobo-Kamwezi- Kyogo- Muhanga ring road were properly put in NDP IV and are regarded as priority projects for the country. The money compensation is already in budget. New leadership must ensure these 2 projects are achieved during their term.
4. Roads like Kabimbiri- Kamusiza and those in Bucundura and Kafunjo parishes which had never seen muram from time immemorial were worked on.
5. Etc
D. ELECTRICITY
1. I personally funded the survey and design study to ensure that all parishes get power under the Electricity Acces Scale Up program. Fortunately the design was approved and all parishes have been included in the plan. Burime- Nyakagabagaba line which had been omitted was also included. Ibumba, Noozi hamwaro, Kitunga, Karorwa, Kibanda, Nyakasiru, Kyerero, Nyakashebeya and all parishes were captured and are to benefit if there’s proper follow up.

E. HEALTH
1. When i joined parliament, the first assignment in this area was to secure an ambulance from government for Mparo HC 4. After that, I bought using my own money an ambulance for Kamwezi HC 4. This has been a game changer for our people.
2. I already applied to the Ministry of Health for an additional ambulance for Bukinda Health centre and Kashambya health centre 3.
3. I applied through the Ministry of Health to have one of our health centre 4s elevated to a hospital status. A follow up should be done to realise this.
All in all, there’s a lot we have achieved during my term and I trust that the new leadership will carry on.

I am grateful for the Rukiga people for having given me the opportunity to serve them diligently and with a distinction.
