Stop that tribe hatred, they are all dual citizens, why only single out Dr. Lawrence Muganga

Singling out Dr. Lawrence Muganga over his dual citizenship after he was appointed Minister is unfair. Being an indigenous Munyarwanda is not a crime, he was born here and he is purely a Ugandan.

Dr. Lawrence Muganga is among the five newly appointed ministers who have dual citizenship.

They are; Ambassador Adonia Ayebare ( Foreign Affairs) is a dual citizen of USA and Uganda, Hon. Echodu Calvin (Foreign Affairs state Minister) is also a citizen of USA and Uganda, Hon. Shartis Kutesa Musherure (Finance State Minister) is a citizen of the USA and Uganda, Hon. Sanjay Tanna (Trade and industry) is a citizen of Uganda and India and Dr. Lawrence Muganga is a citizen of Uganda and Canada.

So singling out Dr. Lawrence Muganga who is a true citizen of Uganda despite his lineage is very unfair and promotes tribal hate. Interestingly Muganga is not even a citizen of Rwanda.

Who is Dr Lawrence Muganga, the Internal Affairs State Minister Designate?

Dr. Lawrence Muganga was born in Gwaffu village, located in the Seeta parish of Mukono District. His parents, Leonard and Immaculate Kayonga, were pastoralists and farmers. Because of their agricultural lifestyle, the family moved to Masaka District during his early childhood. He was raised in a dedicated Catholic family, receiving his baptism and completing his Mujiji religious instruction in Kyamulibwa within Masaka District. Both of his parents have since passed away and are laid to rest in their home village of Gwaffu. His father died in 1999, and his mother passed away in December 2025.

Primary and Secondary Education

Muganga’s educational journey took him through several schools across different districts. He began his primary education at Kibisi Primary School before attending Sala Primary School and Good Hope Primary School, all situated in the Lwabenge area of Kalungu. After studying briefly at Masaka Baptist School in Kijabwemi, he sat for his primary leaving examinations at Kajuna Primary School in Bukoto East.

He started his secondary education at St. Balikudembe Mitala Maria in Mpigi District and later attended Kalinabiri Secondary School in Kampala District. He finished his ordinary level studies at Mende Kalema Memorial Secondary School in Wakiso District. For his advanced level education, he attended St. Charles Lwanga Kasasa Secondary School in Masaka District.

After achieving exceptional results in his advanced level examinations, he earned a government sponsorship to attend Makerere University. He graduated with a Bachelor of Arts in Social Sciences with a major in Economics and Rural Economy. His academic dedication was later rewarded with a World Bank scholarship, which enabled him to return to Makerere University to complete a Master of Arts degree in Economic Policy Management.

At the time of his appointment as the Minister in the new term, he was the Vice Chancellor of Victoria University Kampala.

A typical Ugandan right there regardless of family roots and journey around the world.
