    The Minister of Agriculture Animal Industry and Fisheries (MAAIF) who also doubles as Kibale East County MP, Hon. Frank Tumwebaze has said he is not sick and that his weight loss is intentional to prevent himself from non communicable diseases. Posting on his social media platforms, the minister warns against the danger non communicable diseases pose to the public.

    To health educators & promoters, epidemiologists, nutritionists & all health professionals, I am really worried. And you too should be.

    Why? The battle against non- Communicable diseases is far from being won.

    The dominant but mistaken thinking that being heavy, overweight & obese= being healthy and on the other hand being slim & small-framed = being unhealthy is a serious cause for alarm. To the contrary, a lean body= a strong one Is this hard to understand?

    Weight loss can only be worrying if it’s unintentional,unexplainable, and most times due to malnutrition or an involuntary metabolic syndrome associated with underlying chronic sickness. BUT if weight loss is intentional & achieved through measures such as dieting or slimming that involve reducing one’s total body mass through calorie reduction, increased physical activity, or lifestyle changes its nothing else BUT an act to celebrate. It is one of the best health targets/outcomes every rational & disciplined person should set and aim to achieve.

    Kamwenge leaders hail Museveni for wiping out ADF, boosting peace, development

    Leaders and residents of Kamwenge District on Monday praised President Yoweri Museveni for restoring lasting peace in the region by crushing Allied Democratic Forces (ADF) rebels who once posed a major threat to their communities.

    Agriculture Minister and Kamwenge District NRM Chairperson, Frank Tumwebaze, said the district owes its stability to the President’s swift and decisive military action when rebels attempted to infiltrate the area.

    “I would like to thank the President for defeating the ADF rebels,” Tumwebaze said.

    “When the rebels attacked us, he quickly deployed soldiers, and within hours they had dismantled and neutralized the threat.”

    He added that the President’s consistent message against sectarian politics had helped unify communities in Kamwenge.

    “When we came here, we found the Batooro community, and today we are working together as one united force,” he said.

    Tumwebaze also applauded Museveni for transforming livelihoods through commercial agriculture, the Parish Development Model (PDM), and infrastructure development.

    He revealed that the district had so far received Shs 21 billion under PDM, benefiting about 18,000 households.

    “People have become wealthier; we have sensitized them, and they are now selling large quantities of milk to boost household incomes,” he noted.

    He further updated the public that more than 70% of the Kamwenge–Kihuura road—which residents have long demanded—has already been constructed.

    Tumwebaze also asked the President to establish a permanent military base along the forest line to prevent future incursions.

    Museveni reassures Kamwenge on peace

    Addressing a large crowd in Kamwenge Town Council, President Museveni reaffirmed that peace remains the NRM’s greatest contribution, especially for border districts exposed to regional instability.

    “The people of Kamwenge know very well the value of peace,” he said.

    “You have seen what happens in the Democratic Republic of Congo. Because of that instability, many refugees are camped here—they have no peace in their own country.”

    In response to Tumwebaze’s request, Museveni agreed to establish a battalion near Kibale National Park, instructing district leaders to identify land for the project.

    The President also highlighted ongoing and planned infrastructure improvements, including the Lyantonde–Ibanda–Kamwenge road and the Kihuura road, which he promised would be worked on.

    On wealth creation, Museveni urged residents to embrace irrigation and commercial agriculture, noting that the country’s output—especially in coffee, maize and milk—has grown significantly because more Ugandans are producing for the market.

    He cited the Presidential Banana Initiative in Bushenyi, where farmers using irrigation harvest up to 10 times more bananas than those relying on rain alone.

    “Don’t work only for the stomach,” he told the residents. “Work for both the stomach and the pocket.”

    Museveni also cautioned youth against overdependence on government jobs, explaining that private-sector industrialization and tourism offer far more opportunities.

    Using Mbale Industrial Park as an example, he noted that factories are employing more than 40,000 workers, compared to the government’s limited capacity of about 480,000 slots across the entire public service.

    He encouraged Kamwenge to harness the tourism potential of Kibale Forest, which he said can create hundreds of jobs in the services sector.

    Closing his remarks, Museveni reminded residents that he too is a farmer.

    “I produce milk, beef, and bananas. That is my wealth and contribution to the country—and I also employ people,” he said.

    Kibale East County MP and NRM Flag Bearer for the same seat 2026, Hon. Frank Tumwebaze, has hailed to the people of Kamwenge District for turning up in huge numbers to cheer and support NRM Presidential candidate H.E Yoweri Kaguta Museveni during his campaign trail yesterday. The numbers were amazing and the whole district was Yellow.

    On the same occasion, Hon. Frank Tumwebaze was officially unveiled as NRM flag bearer for Kibale East County MP seat for 2026. He called on the people to do the same on 15th January and vote NRM in big and large numbers for continued development peace and unity.

    President Yoweri Kaguta Museveni thanked the people for the massively turning up.

    “Because of unity and a disciplined army, peace has been secured here, with several ADF attempts defeated. To strengthen this peace, we shall establish a UPDF battalion and a permanent barracks in Kamwenge,” M7 said.

    On development, he said government shall work on the Kyenjojo–Kihura and Rwimi Roads.

    “I am glad farmers here shifted from low-value maize to coffee, fruits and bananas. Mr. Julius Akorinako is a good example: he began with two acres of clonal coffee in 2019, expanded to six acres and now earns about Shs 40 million a year. This is the right path to prosperity,” he said promising more of such during his next term.

    Kibale East County MP seat NRM flag bearer for 2026 who also doubles as the current MP and Minister of Agriculture, Animal Industry and Fisheries, Hon. Frank Tumwebaze has taken his third week of campaigns trail to Kamwenge. He said its great fun to interact with wanainchi.

    “I am very happy to see (as we cross many villages on our campaign trail ) many homes having on average 0.5-1 acre of coffee planted and also another good number of medium scale farmers with 10 acres and above also coming up…. Kamwenge is slowly emerging as a coffee hub. We used previously to dominate with maize, but it wasn’t that rewarding. I thank the President for his clarion calls on farming with #Ekibaro. #ProtectingTheGains,” Hon. Frank Tumwebaze said.

     

    In related development, Hon. Frank Tumwebaze has appealed to hi bosses Rt Hon Annet Anitah Among (Speaker) and Rt. Hon. Thomas Tayebwa to design a parliamentary calendar that allocates reasonable amount of recess time to MPs so to regularly have community barazas with constituents. He said they should do this if they continue to serve in those capacities or whoever will be there.

    “Our people need to be listened to and we need to give them much attention,” Hon. Frank Tumwebaze said.

    He said campaigns are tiring, but they offer an opportunity to the contestants canvassing, to listen, interact and have fun with their constituents/voters.

    “You get to understand so deeply issues affecting people’s lives and livelihoods. You get to see the humble efforts of those working hard to improve themselves. You also get to learn some funny games of those that try to mislead & exploit our innocent wanainchi,” he said.

    Kibale East County in Kamwenge District MP Hon. Frank Tumwebaze who also doubles as the Minister for Agriculture, Animal Industry and Fisheries (MAAIF) has praised and appreciated President Yoweri Kaguta Museveni & Maama Janet Museveni for visiting their district to check on the household income efforts.

    In 2004, the President advised Kamwenge farmers to stop relying only on maize;- which is unprofitable on a small scale and people listened & transitioned into coffee which is making them profits. He said the president has engineered more energy into the community as the fight against poverty goes on.

    In related development after the President’s visit, Hon. Frank spent a day out with his constituents doing their monthly community work ( bulungi bwansi).

    They started on fixing the road choke between Biguli sub county & Biguli town council to enable farm connectivity and easy market access. “I thank friends that gave us murram and fundraised to buy culverts,” Hon. Frank said.

    Meanwhile Hon. Frank has revealed that he is planning on writing a book with a proposed title of “My community & I”, which he intends to begin writing after next elections.

    “Our community’s journey has been phenomenal! We thank God for the journey this far! Thank you, Excellency Mzee Kaguta Museveni for transforming our hitherto underserved communities,” Hon. Frank Tumwebaze wrote on X.

    Kibale East County in Kamwenge District Member of Parliament Hon. Frank Tumwebaze who also doubles as the Minister of Agriculture, Animal Industry and Fisheries (MAAIF) has said it is always a good feeling to interact with my constituents and work together.

    The Minister joined his people on their monthly community ‘Bulungi Bwansi’ initiative to clean and review projects progress in the area.

    Hon. Frank Tumwebaze confirmed to this website that he wants to continue serving the people of Kibale East and wants to seek for another term for the 12th Parliament.

    The Minister is one of the most performing Members of Parliament and regularly visits his constituents to push them up. The minister who is a big farmer and lover of Ankole Longhorn cattle took time off to check on his lovely cows.

    He shared photos with them on his social media and said cows not only provide milk and meat but are a joy to the heart and ecosystem.

    “After 5 days of field outreaches with constituents, i took a moment to check on the cows. Cows aren’t just for beef and milk. They provide joy to the eyes and the heart and generally create an ecosystem of great life,” Hon. Frank Tumwebaze posted on his X.

    2026 is just around the corner, the latest we have is that Mr. Byoruganda Robbert is set to contest for Kibale County MP seat in Kamwenge District come 2026.

    He has already hit the ground with his team soliciting for the support and wants to see a changed Kibale County with new effective and transparent leadership.

    But how much do you know about him. Below is his profile in full;

    Who is Byoruganda Robbert?

    Mr. Byoruganda Robbert Biloko Jnr Lobster Mare was born on Sunday 19th July 1992 in a hut (His Dad’s first house) to Mzee Byaruhanga Herbert Biloko Snr, a mukiga and a retired Long distance truck driver and Mrs Kabasita Ziporah Atwooki, a mutooro.

    He was born and raised in Lyamugonera cell, Rwenkuba Ward, Kahunge Town Council, Kibale county, Kamwenge District in Western Uganda, Ancient Toro Kingdom, East Africa, Africa. He belongs to Bantu ethnic group, Mukiga by tribe,a MUSYABA by clan, his taboo or totem is wild sorghum( oburunga) and his friends are Rats. He is a protestant by a white Man’s religion. He is the First born child from a polygamous family and has 7 siblings; 6 boys and one girl . He is currently engaged to his beautiful wife to be.

    Education
    He began primary school in the year 1998 at Kyabenda PS shortly after the introduction of UPE in 1997. He was 6 years by then and he took himself to school in only a short, bare chested after seeing his older cousins run to school daily. His Mom found him at school already in class singing Ekibaba. He was promoted to primary 2 in the year 2000, because he looked young, that was our pre primary level then. In 2001, he emerged the second best in class and was promoted to P3 in 2002.

    When his dad got a government job, he shifted with him from Kahunge to Kamwenge town in the year 2002, for better education services. He was suprised when he was given interviews at Kamwenge Modern Infants Primary and Secondary School and he failed and he was made to repeat on the advise of the Headmistress then Aunt Megga ,she gave remarks that he was the wisest in a UPE school, a wise man amongst fools but this was logical, in Government schools, they teach Runyakitara language while in private its English in pre primary. His dad told the HM that he will make it. He did it since it was a matter of languages only. He studied at Kamwenge Modern Primary School from 2002 to 2004 being a mediocre who used to score 80s in every subject and Kiswahili 100% , Kamwenge modern primary school taught him to speak English language with this foundation, he scored a Distinction in English language at O’Level.

    In the year 2005, I was made to change school due to school fees burden, he went to Nyarweya Micindo Mestelibach Millennium School, Bunoga Busiriba Sub County on Kamwenge – Kyenjojo border.

    What an education prostitution this is! In 2006, he was made to change school in preparation to write his Primary Leaving Examinations. He reported to Kyabenda PS again for P6 2006 and in 2007, he sat for PLE and performed well with a first grade.

    In 2008, he got admitted to Kitagwenda High School, Kicheche sub county, currently found in Kitagwenda district for his O’Level and was among the best in the district in O’Level and also did A’Level in the same school and passed well.

    In 2014, he was admitted at the prestigious Kampala International University (KIU) Western Campus Ishaka Bushenyi District and he was offered a short medical course because of the financial setback at his home.

    The experience there, gave him a lot of friends from Uganda and abroad since it’s an international university. He graduated in 2018 and right now he is a practicing health worker, working in the private sector. He still has hope to go for further studies whether arts or sciences. He has acquired more medical certificates during practice as a health worker.

    Leadership Experience
    Being a first born, he has nurtured 5 non castrated boys and one sister and have all grown into responsible citizens, no one has ever misbehaved, they listen to him and look up to him.

    In 2006, he was the information prefect Kyabenda PS . He says he will never forget reading news about his dad who was contesting against late Mzee Hajj Rwatangabo on the LCI position, his dad lost the elections, it was emotional him. He made a Rukiga news headline “Mzee Rwatangabo okugandika Mzee Biloko , When he read the news headlin, this sent the PTA meeting into laughters.

    2010 to 2011, he was elected Assistant Headboy of the Mighty school, Kitagwenda High School and due to his campaign capabilities and strategies, he was un opposed because he was an artist (Talented in MDD) and famous.

    2012 to 2013 , he was selected to be the entertainment prefect.

    At the University (KIU-WC) , he was a campaign mobiliser and sponsor to some candidates, he didn’t participate actively because he wanted to concentrate on books.

    Work Experience
    Being a health worker, he is social to many. He has practiced from Bwera Hospital Kasese, has voluntarily worked in Bombo General Military Hospital, Rwamwanja Refugee resettlement camp ( Rwamwanja HCIV), has served to earn a living at Kyabenda COU H III, Alpha Clinic Kasubi and Kyankwanzi, MJ medical Chambers Mbarara and currently working with Turn Around Medicals Kampala.

    When he was working at Kyabenda COU HCIII, he extended outreaches to many villages, spearheaded Mass immunisation against Hepatitis B with support from the Kamwenge District headquarters.

    He is part of different social and online groups where they discuss development for the betterment of Kibale county Kamwenge District. He wants to be an accessible leader with modern solutions to modern African problems and always dream to see a One United States of Africa.

    He is calling upon all Africans all over the world to come home, invest in Africa, Love Uganda and Africa Copy and Borrow what is right, the world is a global village now, now we shall be the next super power, first world country.

    The Minister of Gender, Labour and Social Development Hon. Frank Tumwebaze has overwhelming won Kibale East NRM Primaries in Kamwenge District.

    Hon. Frank who also doubles as the current area MP is the NRM flag bearer for the same constituency in next year’s general elections.

    Mr. Tumwebaze scored 81.6% against his rivals Asasira Dickens who scored 6.6% and Bahati Kato Justus who scored 11.9%.

    The Minister thanked people of Kibale for the overwhelming support they offered to him.

    “From the deep bottom of my heart, i express my profound gratitude to the great pple of Kibale East for this BOLD & clear Vote of confidence of 82%.
