    President-elect Yoweri Kaguta Museveni outlines key priorities for 2026-31 term

    Kiruhura:  President-elect Yoweri Kaguta Museveni Tibuhaburwa has credited God, the people of Uganda (National Resistance Movement NRM), and Uganda’s security institutions for his election victory, while outlining key priorities for his next term in office.

    Speaking after the declaration of results on Sunday at his country home in Rwakitura, Kiruhura district, Museveni thanked NRM members and leaders for their role in the campaign, as well as the armed forces for maintaining peace during the electoral period.

    He also acknowledged religious and cultural leaders for promoting stability and unity across the country.

    Museveni noted that voter turnout had been lower than expected, estimating that about 10 million registered voters did not participate in the election.

    He said the NRM would analyze the reasons behind the low turnout, describing it as an important test of the party’s strength. He added that many spoiled votes came from NRM supporters, particularly elderly voters, and said this too required reflection and correction.

    Turning to security, the President-elect warned against violence and disorder, citing incidents in which armed groups attempted to disrupt polling in some areas. He emphasized that Uganda must remain peaceful and cautioned against actions that could plunge the country into instability, saying Ugandans did not want a situation similar to that seen in countries such as Libya.

    Looking ahead to the next kisanja, Museveni said his government would pursue a two-pronged economic strategy. One focus will be continued support for wealth creators, including commercial farmers, industrialists, hotel owners and investors, through institutions such as the Uganda Development Bank. At the same time, he said renewed efforts would be directed at lifting the poorest households out of poverty, with the goal of ensuring that all homesteads become economically productive.

    The President-elect highlighted the Parish Development Model and skilling hubs as key interventions that have already given hope to communities, saying these initiatives would be strengthened to address household poverty and reduce vulnerability to political manipulation.

    Museveni also outlined social service priorities for the next term, including free education in government schools, improved healthcare delivery, and stricter supervision to ensure drugs reach health facilities. He said corruption and injustice in the courts continued to anger citizens and pledged tougher action to ensure fairness and accountability. He further warned leaders and contractors that road maintenance, especially for tarmac roads, would be closely monitored.

    On the economy, Museveni confirmed that Uganda is entering the oil production phase and said revenues from the sector would be invested in long-term infrastructure projects. He said oil money would be directed toward railways, power generation and science education, stressing that the exhaustible resource must be used to build sustainable national capacity.

    In closing, Museveni saluted all Ugandans, including those who supported the opposition, and called for unity and stability as the country enters a new term under his leadership.

    Speaking before the President, the First Lady Maama Janet Museveni thanked the President, NRM leadership, religious leaders and supporters for their contributions to the victory.

    She said the outcome reflected God’s divine purpose and faithfulness, and called on party members and leaders to re-dedicate themselves to service, urging them to work harder in serving the people of God and the nation.

    RWAMPARA: President Yoweri Museveni has called on the people of Rwampara District to stop destroying swamps, saying the wetlands are essential for future irrigation systems that will boost farming in the area.

    He made the remarks at a rally held at Bujaga Playground, where he was joined by First Lady Janet Museveni.

    Janet Museveni thanked residents for turning up in big numbers to welcome the President, saying, “Thank you for coming in large numbers to welcome Mzee.”

    She noted that Uganda’s stability continues to draw refugees from turbulent parts of the region, adding, “Uganda is known for being a peaceful country… refugees have chosen Uganda as their next home because it is peaceful.”

    She cautioned supporters against assuming electoral victory based on rally attendance. “When people see our rallies attended massively, they assume NRM has already won,” she said.

    She urged residents to encourage turnout when voting time arrives: “Go out to the homes – those you know and those you don’t know – and tell them to go and vote when the time comes.”

    In his address, President Museveni emphasized peace as the foundation of the NRM’s contribution to Uganda, recalling past conflict in the region. “I passed here in 1985 when we were fighting, but now there are no more wars and the country is peaceful,” he said.
    Museveni highlighted development as another key focus, pointing to improvements in infrastructure. He said, “Rwampara has a good road network. What you did not have was electricity, but we brought it. All sub-counties are connected to the grid.” He added that roads such as Buterano–Bugamba–Rukoni and Ruti–Mwizi–Kikagate will be considered in future government plans.

    With water coverage in the district at about 71 percent, the President stressed the need for expanded irrigation, especially in hilly areas. He urged residents to safeguard wetlands, stating, “Stop destroying swamps so that we can construct irrigation systems to take water to the hills so that yields can improve.”

    On social services, Museveni noted that Rwampara has two Health Centre IVs and six Health Centre IIIs, saying one HCIV would be elevated to district hospital status. He added, “When I hear that Rwampara has seven government-aided secondary schools, I feel very happy.”

    Turning to wealth creation, Museveni revisited the 4-acre model introduced in the 1996 manifesto and encouraged proper use of Parish Development Model funds. He cautioned local leaders against excluding youth who lack land, saying, “The youth are told that if they don’t have land, they cannot access money. This is wrong. I don’t want to hear that again.” He emphasized that decisions should be based on feasibility: “Consider project viability.”

    Museveni highlighted job creation as another major contribution of his government, noting that factories and entrepreneurship remain important sources of employment.
    On independents, he advised those dissatisfied to go to the tribunals.

    He also said if the tribunals did not disqualify the cheating candidates, the aggrieved parties should take the evidence directly to him so that he can use police to arrest such candidates.

    The President advised the independent candidate Molly Asiimwe, the incumbent District Woman MP, to stand down in favour of the party flagbearer, Annah Kansiime.

    “Since you are a Mulokole, help us and step down. God will intervene for you,” Museveni said to jubilation of the crowd.

    Kisoro – President Yoweri Kaguta Museveni on Monday took his wealth-creation message to Kigezi as he launched the Western Uganda leg of his 2026 presidential campaign, rallying Ugandans to embrace income-generating enterprises and support the National Resistance Movement (NRM) to safeguard the country’s socio-economic gains.

    Addressing thousands at Saaza Grounds in Kisoro District, the NRM national chairman and presidential flag bearer said the next phase of Uganda’s progress depends on transforming individual households through wealth creation, especially in rural areas.

    He told supporters that while peace and development remain important achievements of the NRM, the country must now prioritise household income if it is to make “a qualitative leap into high middle-income status.”

    “The reasons we are here are to ask you to support the National Resistance Movement and to give you the reasons why,” he said.

    “People move around saying, ‘support me,’ but ask them what they have done for the country… Many of Uganda’s problems — sugar, cement, salt, clothes — have been solved by the NRM.”

    Museveni emphasised that the heart of his campaign is wealth creation. “We have tarmac roads up to Bunagana and Cyanika, but people don’t sleep on the road,” he noted. “That is why the NRM emphasises wealth creation for every household.”

    He highlighted examples of rural Ugandans who have prospered through commercial agriculture, including George Matongo of Ngoma, Nakaseke, who produces 900 litres of milk daily and earns about Shs 21 million a month, and Joseph Basangwa of Kamuli, who now earns Shs 20 million a day from poultry farming.

    He reiterated the 4-acre model introduced in the 1996 manifesto, encouraging farmers to diversify into coffee, fruits, dairy, poultry, piggery, and fish farming. Museveni also noted that Uganda’s job growth is now driven by commercial agriculture, industry, services, and ICT, citing the rise in factory employment from 480,000 to 1.3 million and pointing to the Sino-Mbale Industrial Park as a model of expanding manufacturing.

    While wealth creation dominated his message, the President also outlined the NRM’s seven major contributions, beginning with peace, which he said remains the foundation of progress. He praised Kisoro residents for supporting efforts to secure the once-volatile border region.

    On development, he cited improved transport, electricity, communication, and education infrastructure, noting road upgrades from Kampala to Mbarara and Kisoro and promising completion of the Kabale–Kisoro–Mgahinga National Park road and the Kisoro–Muko–Rukiri–Katoojo route.

    Museveni said the education sector in Kisoro has grown significantly, with 136 government primary schools and 14 government secondary schools under USE and UPOLET, but raised concern over unequal distribution, where 26 out of 71 parishes have no government primary school and 10 out of 24 sub-counties lack a government secondary school.

    “With your support, we shall consolidate the achievements and continue transforming Uganda,” he said.

    A strong team of senior NRM leaders accompanied the President to Kisoro and called for unity and overwhelming support in the 2026 elections. Speaker of Parliament and NRM Second National Vice Chairperson Rt. Hon. Annet Anita Among said Ugandans will vote NRM to appreciate the peace and development achieved under the government.

    Deputy Speaker Rt. Hon. Thomas Tayebwa described Museveni’s decision to begin his western campaign in Kisoro as “a sign of love,” while NRM Vice Chairperson for Western Uganda Hon. Asiimwe Jonard reaffirmed the region’s loyalty to the party.

    The rally drew several high-profile figures, including NRM Secretary General Rt. Hon. Richard Todwong, Cabinet ministers, Members of Parliament, and prominent Kisoro personalities such as Gen. Kale Kayihura and King Ceasor Mulenga.

    President Yoweri Kaguta Museveni on Saturday drew a mammoth crowd in Busia District, with supporters filling the grounds of Buwanda Primary School to the brim and spilling far beyond the school perimeter as he delivered his campaign message.

    The rally, one of the largest in the Bukedi Sub-Region, underscored the district’s strong interest in the NRM’s vision and the 2026 electoral agenda.

    Taking to the podium amid thunderous cheers, President Museveni emphasized that Uganda’s progress over the years was anchored on the peace and national unity restored by the NRM.

    He said the party’s rejection of tribalism and sectarianism had enabled the creation of a government system that serves the whole country.

    “It is because of our politics, which does not believe in tribes or religious sectarianism, that we were able to unite Uganda and build a party that brings everybody together,” the President said.

    Museveni went on to detail how this unity allowed the establishment of strong national institutions—the army, police, prisons, the judiciary, and a functioning civil service—that have safeguarded peace for decades.

    “That is how we have been able to bring peace across the country,” he told the crowd, many of whom had arrived hours earlier to secure space near the stage.

    He highlighted Busia’s progress in social services, including the NRM’s plan to maintain one government primary school per parish and a government secondary school in every sub-county.

    He noted that Busia has one hospital, a Health Centre IV, and fourteen Health Centre IIIs, and stressed ongoing upgrades of several facilities such as Namungodi, Tiira, and Lumino Health Centre IIs, along with the planned construction of a new Health Centre III in Masafu.

    Turning to economic infrastructure, Museveni listed major improvements that have benefited the district: upgraded roads from Jinja through Bugiri to the border, the Musita–Namayingo–Majanji road, and ongoing works toward Tororo.

    He also mentioned the repaired railway, widened access to electricity across all sub-county headquarters, expanded access to water, and improved telecommunication coverage. “You all have telephones in your pockets,” he remarked, highlighting progress in connectivity.

    The President urged residents to appreciate that Uganda is now in a production phase, with surpluses in milk, sugar, cement, and bananas. He stressed the importance of cross-border trade and the East African Community market, especially for Busia, which lies along a major regional commerce corridor.

    “We produce 5.3 billion litres of milk but drink only 800 million. The surplus needs a market. Politics is about the future—and that is why government must guide the country’s direction,” he said.

    Following the President’s address, NRM National Treasurer Ambassador Barbara Nekesa, while speaking to journalists anchored her message on wealth creation, reinforcing the President’s call for Ugandans to transition from dependence to income generation.
    She told said wealth creation is now the NRM’s central pillar after securing peace and building socio-economic infrastructure.

    “We had questions about what to focus on in mobilization,” she said. “But the President has now given us clear direction. Our role as grassroots leaders is to take this message to the villages—why our people should continue supporting the NRM and how they can use government initiatives to improve household income.”

    Nekesa praised Busia’s transformation under the NRM, citing improved tarmac road networks, the Majanji Water Project, the newly constructed modern market, and upgraded health facilities in Ibusime and other areas.
    She said such infrastructure provides the foundation for wealth-creation programmes to succeed, especially in a border district strategically positioned for trade.

    She noted that the massive crowd at the rally—spilling over fences, lining the surrounding roads, and filling every visible space—was proof that Busia understands the NRM’s message and the direction the President has set for the country.

    “If we take this message seriously and communicate it clearly,” she said, “the turnout we have seen today will be reflected in the votes we deliver on 15 January 2026.”

    Nekesa pledged continued mobilization for both the President and all NRM flag bearers, predicting that the Bukedi Sub-Region would deliver an average of 80 percent and above for the party. “We are not stopping here—this is only the beginning,” she said. This was Museveni’s final rally in Bukedi before proceeding to Busoga sub-region.

    BUDAKA: The National Resistance Movement (NRM) Presidential Candidate, Yoweri Kaguta Museveni, has encouraged residents of Budaka District to embrace fish farming and commercial agriculture as key avenues to create household wealth and fight poverty.

    Speaking during his first campaign rally of the day in Budaka on Thursday, President Museveni said fish farming was one of the most profitable ventures Ugandans could adopt, especially in areas endowed with swamps and water resources like Bukedi.

    “Me, I get much more from fish farming — millions. I can get Shs150 million net, Shs140 million after removing the cost. But others are getting about 66 million. Find out why I’m getting much more than they are getting,” Museveni said.

    “So you people here in Bukedi, where there are a lot of swamps, you can do fish farming. You can do coffee on the dry lands. You can do fruits. You can look after cows,” he added.

    The NRM flagbearer said the four-acre model he introduced some years ago remains the cornerstone of Uganda’s household income strategy, combining coffee, fruits, dairy, and fish farming.

    He urged parish leaders to use the Parish Development Model (PDM) to help every household produce for both the “stomach and the pocket.”

    Museveni also highlighted the progress achieved under the NRM government in Budaka and the greater Bukedi region, citing roads, electricity, and social services as tangible indicators of development.

    “A lot has been done in the Budaka area. We did this road very early in our government and we have repaired it again. We have added the one of Tirini–Pallisa–Kumi,” he said.

    “On electricity, work has also been done; the telephones are here, and water projects are ongoing. On health and education, our plan is to have one government primary school per parish and one government secondary school per sub-county,” he explained.

    The President noted that Budaka now has 59 primary schools, several secondary schools, and multiple health centers, though he directed that remaining Health Centre IIs be upgraded to Health Centre IIIs to improve service delivery.

    He further reminded the residents that development and wealth creation are complementary pillars of transformation.

    “You can have development in an area—roads and so on—and still have poverty. What goes into your house is wealth creation, and that is what Obugaga is about,” he emphasized.

    Among salutes Museveni for peace and development

    Speaker of Parliament and NRM Second National Vice Chairperson (Female), Anita Among, thanked President Museveni for delivering peace and development to Bukedi and the entire country.

    “Because of the rebels, the Lakwenas, people used to sleep in fear. But now the youth you see here sleep in their houses and are in total peace. We want to thank you for the peace you have brought to this country,” Among said.

    “We also thank you for the development you brought here. When the road had just been constructed, people used to not understand what it was meant for — they would dry cassava and millet on it. Now we know its value,” she added.

    Among commended the government for improving health and education facilities in Budaka and assured Museveni of overwhelming support from Bukedi.

    “Your Excellency, we are your very loyal cadres. We are ready to move with you throughout the country to look for votes and deliver over 80% support. We all belong to Uganda and love you because you believe in politics of ideology, not interest,” she said.

    He also commended President Museveni’s government for keeping a keen eye on the development of the sports sub-sector with increased funding, infrastructural development with the Tryet High Altitude Training Center in Kapchorwa a key examples in the Sebei region.

    Other sports infrastructural developments in the current regime include the Hoima City International Stadium, Akii Bua Stadium in Lira and the redeveloped Mandela National Stadium.
    President Museveni successfully completed the Sebei Sub-region campaign trail with two massive rallies in Kween and Kapchorwa districts.

    Next on the trail whose theme is “Protecting The Gains” is the Bukedi region.

    Museveni ends Bugisu tour in Mbale with massive rally

    Mbale City: President Yoweri Kaguta Museveni has highlighted the National Resistance Movement (NRM)’s major achievements in Mbale and the wider Bugisu Sub-region, calling on residents to consolidate the peace and progress that have transformed the area over the last four decades.

    The President, who concluded his campaign tour of Bugisu with a grand rally for Mbale City and District on Monday, said the NRM’s legacy in the region is visible through the roads, electricity, schools, and agricultural programmes that have improved livelihoods and enabled economic growth.

    He noted that the foundation of these developments is the peace and stability established by the NRM government, which rejected divisive politics and built strong national institutions rooted in patriotism and professionalism.

    “The NRM brought peace to Uganda because of the way we look at things,” President Museveni said. “We don’t believe in sectarianism—religion, tribe, or gender. Because of that, we have been able to build a strong party and create stability in our politics.”
    President Museveni said the government has invested heavily in road infrastructure to connect Bugisu’s productive areas to markets and services.

    Among the key projects completed or under way are the Mbale–Soroti, Mbale–Budaka, and Mbale–Bubulo–Bugobero roads. Construction has started on the Mbale–Magale–Namisindwa road, while the Mbale–Nkonkonjeru and Butaleja roads are in the pipeline.

    “The improved road network has boosted trade between Mbale, Tororo, Budaka and neighbouring districts,” he said. “It has made it easier for our farmers to take coffee, bananas and other produce to markets.”

    Rehabilitation of the Tororo–Mbale–Gulu–Pakwach railway line is also under way to cut transport costs and boost trade.

    Electricity and telecommunication coverage have expanded significantly across Mbale and the surrounding districts. Rural electrification projects have reached most trading centres, supporting small-scale industries and services that are spurring local economic activity.

    Access to safe water has improved greatly in Mbale District, with 484 of its 613 villages — about 79 percent — now served by clean water sources. The government plans to extend coverage to the remaining 21 percent. Piped water systems have also been installed in Mbale City, Nakaloke, Nambale, and Nabumali.

    President Museveni also highlighted investments in water for production and irrigation to promote commercial farming.

    “We are investing in irrigation because we must stop depending only on rain-fed agriculture,” he said. “Using the mountains and valleys properly will increase productivity and prevent disasters like mudslides.”

    Projects such as the Namatala and Nakusi Solar-Powered Irrigation Schemes and the Wabukhasa Valley Tank already serve thousands of farmers.

    The expansion of education facilities has been one of the most visible achievements of the NRM in Bugisu. Mbale alone now has 21 government secondary schools, up from just a handful before 1986. Primary school enrolment has also increased under Universal Primary Education.

    The President said the government is prioritizing skills development to empower the youth. A regional skilling hub is being established in Mbale to train young people in carpentry, metalwork, tailoring, and mechanics.

    “In these skilling hubs, I train young people for just six months and they become useful to society,” he said.

    “They produce goods we used to import from Italy and China.”
    President Museveni reminded residents that while the government provides infrastructure, the responsibility for creating household wealth lies with individual families.

    “Development is ours, but wealth is yours,” he said. “We have built the infrastructure, but each family must now use it to create wealth.”

    Programmes such as the Parish Development Model (PDM) and Emyooga are helping households join the money economy through commercial farming and small businesses. Each parish will receive an additional Shs15 million to strengthen local enterprises, while special funds are being created for religious institutions, unemployed graduates, and ghetto youth. The Mbale Industrial Park is also expanding, creating new jobs in manufacturing and services.

    The President cautioned that all these achievements depend on maintaining peace and security.

    “Nobody can disturb our peace. Anybody who tries will be dealt with,” he warned. “We must protect the gains we have made and move into the future with confidence.”
