    CNOOC Uganda Limited holds the 2024 CNOOC Medical Camp

    Kikuube: CNOOC Uganda Limited has conducted a two-day comprehensive medical camp under the theme “Empower Health, Embrace Life,” aimed at providing essential healthcare services to local communities in Uganda.

    Held at Buhuka Health Centre III in Kikuube District, the camp was organized in partnership with the Chinese Medical Team and brought together over 20 medical doctors and specialists.

    The initiative provided free medical check-ups, consultations, treatments, and health education to the local populace, with a special focus on children. It emphasized the early screening and treatment of congenital heart diseases to ensure timely intervention.

    The medical camp treated infectious diseases such as malaria, typhoid, syphilis, hepatitis B, and HIV, as well as non-communicable diseases including hypertension, diabetes, cervical cancer, and ulcers. Maternal and child health services were also a key focus. To enhance health education, paper bags in which the prescribed medication was packed, were branded with medical information on common diseases and prevention mechanisms. These were distributed, providing valuable resources on disease prevention and health maintenance.

    Medicine and paediatric supplies were handed over by CNOOC Uganda Limited and the Chinese Medical Team to Buhuka Health Centre III, ensuring continued support for ongoing healthcare services. This initiative is part of CNOOC Uganda Limited’s broader commitment to improving community health and well-being.

    “We are honoured to host this medical camp, which is a reflection of our commitment to the well-being of the Ugandan people and the strengthening of China-Uganda relations,” said Mr. Liu Xiangdong, President of CNOOC Uganda Limited. “Through initiatives like these, we aim to contribute to the socio-economic development of Uganda and enhance the friendship between our two nations as we work towards Energy for a better Future.”

Opio Vincent Alpha the Vice chairperson LCV Kikuube district, who represented Mr. Peter Banura, the LCV Chairman of Kikuube District, expressed heartfelt appreciation to CNOOC Uganda Limited for their continued support and commitment to improving healthcare in the region. “We are deeply grateful to CNOOC Uganda Limited for their unwavering support and dedication to the health and well-being of our community. This medical camp has a profound impact on the lives of our people, providing much-needed medical services and fostering a stronger relationship between Uganda and China.     This medical camp exemplifies the benefits of China-Uganda cooperation and the tangible outcomes of the One Belt One Road Initiative and the “Nine Programs” of FOCAC. It

    demonstrates how strategic partnerships and collaborative efforts can lead to meaningful improvements in community health and well-being. Mr. Wang Jianxun, Counsellor of the Economic and Commercial Department of the Chinese Embassy, remarked, “China’s commitment to supporting Africa’s development through initiatives like this medical camp is evident. These efforts aim to achieve sustainable development, improve public health, and build a community with a shared future for mankind.”

    “I want to thank CNOOC for always coming to the communities, the last medical camp they treated my family, and I was very happy to save some money,” said Byensi one of the community beneficiaries of the medical camp.

    The initiative also highlights CNOOC Uganda Limited’s ongoing efforts to improve the livelihoods of the host community. These include international scholarships, the CNOOC- Bunyoro Kitara Amasaza Cup Tournament, the Best Performers Awards, relief aid to the vulnerable, and vocational skills training programs where over 1,000 beneficiaries have been trained, skilled, and certified.     CNOOC Uganda Limited holds the Drawing & Painting Competition of Kingfisher Oilfield

    Kikuube: CNOOC Uganda Limited held the Kingfisher Oilfield Drawing Competition, a pioneering initiative was designed to spotlight the artistic talents of Ugandan youth while enhancing awareness of the Kingfisher Project.

    The activity was held under the theme “The Beauties of Kingfisher Oilfield in Your Eyes,” this competition involved Secondary School students from the districts of Hoima and Kikuube who joined in to express their artistic interpretations of the Kingfisher Oilfield.

    The competition had 30 Participating students from 17 secondary schools across Hoima District, Hoima City, and Kikuube District.

    The objectives of this competition were to highlight the talents of young artists, to foster a deeper understanding and awareness of the Kingfisher Project and its impacts, to strengthen the bonds between Uganda and China, reinforcing our shared goals of development and mutual respect. This competition is also in line with CNOOC Uganda Limited’s mission of talent development which is a cornerstone for achieving our overall vision of ‘Energy for a Better Future’, and ultimately, create lasting relations that support the win-win development of the Kingfisher Development Area (KFDA) project.

    Mr. Liu Xiangdong, the president of CNOOC Uganda Limited said that the competition is a highlight of CNOOC Uganda Limited’s commitment to talent and green development, aligning with the mission to contribute positively to the communities the company operates in.

    The event was graced by Mr. Fan Xuecheng, the minister Counsellor of the Chinese Embassy in Uganda who represented the ambassador H.E Zhang Lizhong, emphasizing the strong ties between our two countries. Mr. Ruganzu Bruno, the founder of Ecoart Uganda was also part of the competition and offered professional guidance to the participants of the activity.

    Winners of the competition were announced and rewarded. They thanked CNOOC Uganda Limited for organising such activities that enable them learn about the ongoing activities in the oil and gas industry.

    Kikuube: CNOOC Uganda Limited is once again pleased to announce its commitment to the well-being of the local community by organizing a Free Medical Camp in the Kingfisher Project Area, situated in Buhuka Flats of Kikuube District.

    The event, themed “Better Health, Better Tomorrow,” is a demonstration of CNOOC Uganda Limited’s dedication to improving healthcare access and promoting a healthier future for the people in the project area and Uganda at large.

    The Free Medical Camp, which has taken place on 22nd August 2023, will provide invaluable medical care services to the local community, contributing to the overall enhancement of their health and well-being. The Chinese medical team from the China-Uganda Friendship Hospital Naguru, specially brought down to Buhuka area for this initiative, will offer a wide range of medical services, including general check-ups, consultations, screenings, and treatment for various health conditions.

    The event aims to address immediate medical needs while also fostering awareness about the importance of preventive healthcare measures.
    The Local Council Chairman (LCV) of Kikuube District, Peter Banura was in attendance to inaugurate the event and expressed the district’s gratitude for this vital initiative.

    Mr. Wang Jufeng, Vice president of CNOOC Uganda Limited, expressed his enthusiasm for the event, stating, “We believe that access to quality healthcare is a fundamental right, and we are committed to making a positive impact on the communities where we operate. This free medical camp reflects our corporate values and our dedication to the well-being of the people of Uganda.”

    CNOOC Uganda Limited trained welders graduate

    Kampala: Today, CNOOC Uganda Limited, in collaboration with Sunmaker Oil and Gas Training Institute and Uganda Petroleum Institute Kigumba is pleased to hold a graduation of 160 Ugandans in welding techniques for the oil and gas activities in Uganda.
    The two (2) months training equipped trainees with proper techniques, theory and practical based knowledge using SMAW (Shielded Metal Arc Welding).
    The training courses encompass skills required in the welding industry, with emphasis on tubular assemblies. This is yet another program conducted as part of the National Content enhancement activities for the Kingfisher Development Area (KFDA) Project, to empower and enhance the knowledge of local technicians through training towards international certification.
    This program comprised of the first set of 80 students trained in Shielded Metal Arc Welding (SMAW) 1G, 2G, and 3G welding which follows the International Standards of American Welding Society (AWS) and American Petroleum Institute (API). The second group of another 80 students received training in 4G, 5G and 6G SMAW which follows the same International Standards of AWS and API. The major goal of 3G and 6G welding courses is to prepare participants for oil and gas piping systems including pipeline and refinery constructions. The welding involves assembling, maintaining, and installing structural units.
    These 160 Ugandan students originated from the Albertine region districts of Hoima, Kikuube, Nwoya, Masindi, Buliisa, Kibale, Kiryandongo, Kakumiro, Kagadi, Kyankwanzi, Mubende, Sembabule, Lwengo, Rakai and Kyotera.
    Speaking at the graduation ceremony, Hon. Peter Lokeris, the current Minister of State for Mineral Development, thanked CNOOC Uganda Limited for the various skilling and training programs that are making more Ugandans ready and able to participate in the oil and gas industry. She said such tangible skill are the best path to gain lasting value from the industry by the people.
    Mr. Ma Peixin, Vice President, CNOOC Uganda Limited retaliated “CNOOC Uganda Limited is committed to the development of capacity in Uganda’s oil and gas industry through promotion of national content thereby fostering lasting social economic development of the host community and Uganda at large.” He added that this is in line with CNOOC Uganda Limited’s vision of ‘Oil for Better Life’ that seeks to create a better condition for all people in Uganda.
    Other national content training and skilling programs undertaken by CNOOC Uganda Limited include; Train the Trainer, Welders Certification, Heavy Good Vehicle Certification, Heavy Equipment training, Enterprise Development and the Community Supplier Development programs.
    Naija Rosemary, one of the trained welders thanked CNOOC Uganda Limited for the opportunity given to her and her classmates to train and get certified in welding that is not only recognized in Uganda but also internationally.

    Drilling Rig Equipment arrives at Kingfisher Oil Fields

    Hoima: The most advanced Chinese oil drilling equipment in the oil and gas Industry exploration and development sector represented by the ‘Drilog and Welleader’ system and the land rig ‘LR8001’ has arrived at the Kingfisher Oil fields.

    LR8001” is a deluxe land rig customized for the KingFisher project in Uganda. As the first 8km fully automated silent rig in Africa, it is equipped with industry-leading technologies such as well site de-noising control, zero discharge system, and pipe column automation system.

    The whole set of equipment supports the integrated operation of various wellbore and well types, and during the operation effectively protects the regional ecological environment.

    18 to 20 trucks are expected to be delivered daily for the next 3 weeks from Malaba to Well pad 2 at the Kingfisher Development area. This reaffirms CNOOC Uganda Limited’s commitment to delivering first oil on schedule.

    “This oil drilling equipment will support Uganda to become an important crude oil producer in East Africa. The equipment shall also provide some localization job opportunities for Ugandans during the well drilling and completion process, train more localized talents for oilfield development and bring tangible changes to local economic development and livelihood to make the ‘Pearl of Africa’ brighter” said Mr. Chen Zhuobiao, President, CNOOC Uganda Limited.

    “We are happy that CNOOC Uganda Limited has delivered the rig as promised. We shall continue supporting the company to fast track development of the Kingfisher project in Uganda,” stated Ernest Rubondo, Executive Director, Petroleum Authority of Uganda.

    CNOOC Heavy Goods Vehicle (HGV) Drivers Training and Licensing Program 2022 Launched 

    Hoima; CNOOC Uganda Limited, an oil and gas company has today launched the Heavy Goods Vehicle (HGV) drivers Training and Licensing Program 2022 that will see 110 drivers trained, Licensed and certified to professionally drive Heavy Goods trucks and trailers (class CH License) or rigid trucks (class CM license) in accordance with the East African community curriculum.

    The training will be executed by Uganda Driving Standards Agency (UDSA) on behalf of CNOOC to meet the skills gaps in the logistics and transportation competencies especially in the oil and gas sector in Uganda.

    Uganda government and the JV Partners took FID early this year, a significant milestone for the people of Uganda which shall unlock billions of dollars of investment in Uganda’s oil and gas sector.

    This decision paved the way for progress on contract awards as all major engineering, procurement and construction contracts have been awarded and are currently on-going or under mobilization to start execution. Our longer term strategic pillars are quality and enhancement for sustainable development of the oil and gas resource.

    Transportation is also among the goods and services to be provided by Ugandan companies, Ugandan citizens and Registered entities as detailed in the Petroleum (Exploration, Development and Production) (National Content) Regulations, 2016. We have always put safety at the forefront of our business and that is why it is important to train these drivers who shall work with us or our contractors especially during the development stage.

    This training will enable the trained drivers to explore and acquire more expertise in Heavy Goods Vehicles Driving and Road Safety which is well in line with the national content promotion guidelines” The selection of trainees in this particular cohort was undertaken in partnership with Bunyoro Kitara Kingdom that supported the identification and selection of trainees from 8 districts of Kikuube, Hoima, Masindi, Buliisa, Kiryandongo, Kakumiro, Kibaale and Kagadi together with the implementing service provider Uganda Driving Standards Agency(UDSA).

    Some of the 110 Drivers that will undertake the 3 months CNOOC HGV Drivers Training and Licensing Program

    The partnership with the Bunyoro Kitara Kingdom was aimed at Host Community content enhancement for potential beneficiaries from the Bunyoro Sub-Region that hosts the Kingfisher Project.

    Mr. Mathew Kyaligonza, the National Content Manager CNOOC Uganda Limited clearly elaborated that the key objectives of this training are to: Train Ugandan HGV drivers and support them to obtain required driving licenses (class CH license for truck and trailer or class CM license for rigid trucks); so that they are eligible for transportation and logistics related jobs in the oil & gas and other sectors.

    Enhance the knowledge and practice of professional driving among Ugandan HGV drivers by training them according to the East African Community standardized curriculum for drivers of large commercial vehicles and/or international standards for HGV drivers.

    In the interest of ensuring that the training maintains national social distancing and the Training Standard Operating Procedures to prevent COVID-9, the program shall maintain 4 trainees per instructor per day and only 1 trainee in a truck during practical sessions. This arrangement shall enable the Trainee to have ample time with their respective instructors during the training.

    Rt. Hon. Andrew Byakutuga Ateenyi, the Prime Minister of Bunyoro Kitara Kingdom stated that “We are grateful for the partnership between CNOOC Uganda Limited and Bunyoro Kitara Kingdom and we look forward to more opportunities of working together. We want our people to be skilled enough so that we can gain from the oil and gas resource”.

    Mr. Ronald Nkata, the Chief instructor of the trained students stated that “This three (3) months program shall provide an interactive forum for us to share, explore and discuss concepts and issues of HGV driving and Road Safety with our trainees.“

    In addition, this year CNOOC Uganda Limited is sponsoring the training and Certification of 160 Welders in 2G,3G,4G, 5G and 6G Coded welding to AWS international standards, 84 Teachers in the Train the Trainer program that included 5 certified programs for teachers from different Ugandan Vocational Training institutions (VTIs), 150 -200 SMEs in the Enterprise development program, the Engineering Construction Industry Training Board (ECITB) training and certification of 60 participants that shall provide the engineering construction industry workforce the skills it needs to meet the challenges of the future enabling development and qualification in a wide range of craft, technical and professional disciplines.

    CNOOC Uganda Limited conducts handover ceremony for 56 resettlement housing units for Project Affected Persons

    Kikuube, Uganda: Yesterday, CNOOC Uganda Limited, an oil and gas company conducted a handover ceremony for 56 newly constructed resettlement houses for project affected persons.

    The ceremony was attended by Representatives of Government Ministries, Departments and Agencies including the Ministry of Energy and Mineral Development, Petroleum Authority of Uganda, District leaders from Hoima and Kikuube District Local Governments, representatives from Joint Venture Partners TotalEnergies & Uganda National Oil Company, the Prime Minister Bunyoro Kitara Kingdom as well as Project Affected Persons(PAPs).

    The Chief Guest for the handover ceremony was Hon. Peter Lokeris the Minister of State for Mineral Development.

    The Project affected persons who received houses today were people whose households were affected during project land acquisition that was required for the project development ahead of the construction schedule for project infrastructure such as the Central Processing Facility, drilling camp, Well pads, infield flow lines, spoil areas, access roads, safety buffers around project facilities and the Feeder pipeline.

    The project has implemented four (4) Resettlement Action Plans (RAPs) which include; Legacy RAP – 61 PAPs for the Escarpment Road, RAP I – 31 PAPs for the CPF, Well pads, RAP II 680 PAPs for the Feeder Pipeline, Infield lines, access roads and RAP III -16 PAPs for buffer zones for the CPF and wellpads.

    These particular resettlement houses being handed over are part RAP II and RAP III.

    The project was able to identify physically displaced PAPs based on the eligibility and entitlements matrix as designed in the Resettlement Action Plan and in-kind compensation was provided to households that were primary residences through construction of replacement houses comprising 3 bedrooms, living room, 1 outdoor kitchen and 1 VIP latrine, rain water harvesting equipment and solar power for lighting and other light energy needs.

    A total of 56 resettlement units (inclusive of two institutional toilets for a school and a church) spread across 3 Sub counties Kyangwali, Kabwoya, Buseruka and of 5 parishes of Buhuka, Kyangwali, Butoole, Kaseeta and Kabaale in Hoima and Kikuube districts were officially handed over today.

    In an effort to mitigate the impacts to the households affected by the project, CNOOC Uganda Limited has also carried out various livelihood restoration programs to skill the PAPs as well as improve their earning potential thus improving livelihoods.

    These projects include the vocational skilling of children from the households of the PAPs. This is being carried out in phases with the first two phases already completed where 50 students completed and 100 students receiving training in welding, motorcycle basic mechanics, motor vehicle basic mechanics, building construction, tailoring, catering, hair dressing among others.

    Other projects include; Financial Literacy Training and Business Development Support targeted 1800 beneficiaries (PAPs and their spouses) for Legacy RAP, RAP1 & RAP2 for PAPs along the feeder pipe line in the 5 Parishes; Livestock and crop development livelihood program implemented in Kyangwali Sub county for Legacy RAP, RAP1 & RAP2 PAPs in Kybagwali Sub-county which targeted 407 PAP households at Buhuka and along the Feeder line whereby livestock inputs such as boran bulls, boer goats and poultry and crop inputs (maize, cassava and beans) were delivered; Sensitization on communicable and non-communicable diseases was conducted in the 5 parishes of Buhuka, Kyangwali, Butoole, Kaseeta and Kabaale for PAPs along the feeder line. A representative of the project affected persons, Robinson Oketcha gave a speech on how they were given options of compensation for all their property that was affected.

    Robinson said that for those whose houses were affected, they were given options of cash compensation or getting a replacement house. He chose a replacement house and he is very happy to receive his house.

    He described the new house as being a very big upgrade from his old mud house. And finally thanked CNOOC Uganda Limited for fulfilling their duties as a company.Leaders from Kikuube and Hoima districts including the LC3 chairman, LCV and MP Hon. Kazini Francis gave their speeches commending CNOOC Uganda Limited for ensuring that delivery of good quality housing is done in a timely manner and also urged CNOOC to continue working together with the communities and leaders in order remain good neighbors in the area and districts of operation.

    They particularly thanked CNOOC Uganda Limited for the various projects being carried out to improve livelihoods of the community members.

    In his speech at the handover ceremony, Mr. Ma Peixin, Vice President, CNOOC Uganda Limited thanked the Ministry of Energy and Mineral Development and Petroleum Authority of Uganda for the great support rendered towards CNOOC Uganda Limited during the implementation of the project and called for continued support as project activities increase.

    Mr. Ma thanked the community at large for the continued support to the project and welcoming CNOOC Uganda Limited to their community. He further echoed CNOOC Uganda Limited’s commitment to being a good neighbor and always striving to create Win-Win relationships with the local community.

    He also thanked the PAPs for the trust they put in CNOOC Uganda Limited. He said ‘this was a testament to the commitment CNOOC Uganda Limited has to fulfill its obligations and continued operation according to national and international best practices and guidelines especially the IFC standards.’

    Mr. Ma concluded his speech saying that ‘CNOOC Uganda Limited reaffirms its commitment to the efficient and effective development of the Kingfisher Development Area in a health, safe, environmentally friendly and sustainable manner.’

    The Chief Guest, Hon. Peter Lokeris the Minister of State for Mineral Development commended CNOOC Uganda Limited for the job well done on delivering the resettlement houses and ensuring that the land acquisition was done in compliance with the relevant legal requirements of the Government of Uganda and International Best Practice.

    Hon. Lokeris said the handover of the resettlement houses is a big milestone regarding the oil and gas Projects as it signifies that the EPC Contractors can access the Project acquired lands without encumbrances giving assurances of meeting the schedule for First Oil in Q2 2025.

    CNOOC Uganda Limited conducts a Hygiene & Sanitation Campaign

    Kikuube: Today, CNOOC Uganda Limited, an oil and gas company has organized a clean-up activity in the village of Kyabasambu under the theme ‘A clean environment for a healthy community’.

    Kyabasambu village is an urbanized and densely populated settlement within Buhuka parish, but is also in close proximity with most of the Kingfisher projects.

    The campaign is aimed at demonstrating to the communities the importance of ensuring proper hygiene and sanitation for health and safety, encourage the Village Heath Teams and hygiene and sanitation groups to champion efforts to promote proper waste disposal, and to support the community by exhibiting in action the value we attach to our host communities.

    A total of 100 participants including CNOOC Uganda Limited staff ,The district leadership like LC3 Chairperson Kyangwali Sub-county, the LC1 Chairpersons of Nsonga A&B, Nsunzu A&B, Kyabasambu and Kyakapere villages, the community members as well as CNOOC Uganda contractors- Kagga and Partners, MBW Consult, KATT Consult, Excel Construction, GCC, Equator, Beautiful Engineering, Kato Construction & SAMKA.

    Community members were mobilized to participate so as to co-own the initiative, appreciate and get motivated going forward to embrace it as ongoing process and nature a culture of safe hygiene and sanitation.

    “I thank the people of Buhuka for accepting, supporting and hosting the Kingfisher Project since it started operations here. You have been good neighbors and we hope that we can continue this great relationship so as to further benefit from the project,” said Mr. Ma Peixin, Vice President, CNOOC Uganda Limited.

We pledge our continued support to ensure the progress of our region because we can only achieve a lot when we work together as a team. I am sure that this campaign shall act as a wakeup call for our people and remind them of the importance of staying and keeping in a clean environment,” stated Bisemeza Emmanuel, LC III, Kyangwali Sub County.

    “This year, 2022, CNOOC Uganda Limited implemented a sanitation and hygiene awareness program in the villages of Buhuka with the purpose of working with the communities to keep the environment they live in clean and habitable. To this end, the company donated waste bins and also held sanitation and hygiene competitions where the best clean homesteads were rewarded; Village Health Teams were empowered and donated bicycles to further support their mobilization towards Primary Health Care,” stated Aminah Bukenya, Media and Publicity Manager.

    CNOOC Uganda Limited Once again, the company is here to consolidate the efforts of that activity, to work with all the community members to clean our villages of the waste that is likely to affect our health, the environment and all the other negative effects of poor waste disposal.

    “As a good neighbor and a trusted friend, CNOOC Uganda Limited is committed to a win win relationship with its key stakeholder and has therefore been involved in community projects such as expanding the existing gravity water flow scheme, HIV/AIDs Awareness, Road Safety Awareness, Sanitation and Hygiene Campaigns, water improvement, support to the health facilities to improve social service delivery especially in our area of operation,” affirmed Zakalia Lubega, Head of Corporate Affairs.

    CNOOC Uganda Limited donated cleaning materials to the various groups involved in sanitation and hygiene activities in order to continue with this good work. A commitment was also made that going forward, local communities can collect all plastic waste and handover to CNOOC Uganda Limited for further disposal.

    The company is confident that this cleaning exercise shall act as a turning point for the community members to be sensitive towards a clean environment and for the leaders to dedicate a day in a week or a month towards keeping the communities clean.

    Today, the company also supported the youth programs through donation of footballs and netballs so that they can continue to develop their talents and engage in healthy sports activities to reap the benefits of good health. Since 2012, CNOOC Uganda Limited has implemented corporate social responsibility projects in the fields of education, health, sports and during disaster times. Thus, this has contributed to the social wellbeing of the communities.

    Kingfisher Oilfield Development on Fast Track

    The Uganda Investment Authority has awarded CNOOC Uganda Limited the FID (Final Investment Decision) Appreciation Award for the Lake Albert development project. The company has been ramping up efforts to develop the project.

    The pre-drilling civil works at Kingfisher oilfield is in full swing.

    On February 1, CNOOC and Total Energies announced the FID of the Lake Albert development project.

    Ugandan President Yoweri Museveni attended the ceremony. He said that the revenues accrued from the oil will be critical in strengthening the country’s and the region’s economic development.

    The Lake Albert development project encompasses the Kingfisher project operated by CNOOC and the Tilenga project operated by Total Energies, both in a joint-venture partnership with Uganda National Oil Company.

    On February 11, CNOOC Uganda Limited launched the ground breaking ceremony of predrilling civil works, thus kicking off onsite construction after the FID announcement.

    Ruth Nankabirwa, Minister of Energy and Mineral Development of Uganda, attended the ceremony.

    “I commend CNOOC Uganda Limited for their efforts towards national content enhancement which is key to the social and economic development of Uganda and Ugandans. We look forward to first oil in early 2025,” said Ruth Nankabirwa.

    A Ugandan company Excel Construction Limited was awarded the contract of pre-drilling civil works.

    “I would like to thank CNOOC Uganda Limited for entrusting us with this project,” expressed Mwine Jim Kabeho, Director of Excel Construction Limited, “That’s very important for us.”

    After 11 years of energy cooperation in Uganda, CNOOC has become one of largest oil and gas companies in Uganda’s energy sector, actively participating in the amazing transformation that is taking place in Uganda.

    Over 150 Ugandan companies have taken part in CNOOC’s enterprise development training program, which aims to raise the competencies of Ugandan companies and make them able to participate in the oil and gas sector opportunities.

    CNOOC has adopted the best practices of the industry to protect the environment and reduce potential social impacts in its operation in Uganda.

    In 2019, over 10,000 Ugandans attended the Kingfisher ESIA (Environmental and Social Impact Assessment) public hearing and, after thorough discussions, they made the decision to pass the ESIA.

    The Kingfisher project is located in Buhuka parish in Kikuube district. In 2015, CNOOC built the first escarpment road in Buhuka.

    Before, the Buhuka community moved long distances either by boats or walking uphill. After the road was constructed, the community started using cars and motorbikes.

    On February 28, 65 drilling conductors for the Kingfisher project were delivered to the site through the road. Peter Banura, the Kikube district LC5 chairman, recognized the tangible benefits CNOOC has brought to the community.

    He said, “The oil and gas industry is taking off. I have confidence in CNOOC in pulling off the project best to their abilities.”

    CNOOC Uganda Limited announces Final Investment Decision for the Kingfisher Project

    Kampala; CNOOC Uganda Limited, an oil and gas company has today announced Final Investment Decision (FID) for the development of the Kingfisher Development Area (KFDA) and the LA 2 South.

    The decision was made following accomplishment of the Host Government Agreements (HGA) agreement signed between Government of Uganda and Tanzania for the EACOP project in 2021, ESIA certificate award for the Kingfisher Project in 2020 and passing of East African Crude Oil Pipeline (EACOP, Special Provisions) Bill into Act of Parliament in 2021, which all paved way for commercialization of the oil and gas resource in a sustainable manner.

    “Achieving FID for the Kingfisher Project is a great milestone to advance the development of the oil and gas resource in Uganda. This brings us a step closer to FID expected in 2025. The diligence, leadership and support with key stakeholders have largely contributed to the attainment of this breakthrough” stated Mr. Chen. Zhuobiao, President, CNOOC Uganda Limited.

    The KFDA Project shall produce 40,000 barrels of oil per day during peak production and a Central Processing Facility shall be constructed at Buhuka Flats.

    Other facilities include 31 wells on four wellpads; access roads; water intake point; safety check station; 46km feeder pipeline; camps and laydown areas among others.

    All the land needed for the project facilities has been acquired in line with International Best Practices.

    To date over 99% of Affected Persons have been compensated and currently construction of 56 resettlement homes as in kind compensation for affected primary residents is ongoing.

    As an energy company with a strong sense of social responsibility, CNOOC Uganda Limited has undertaken various initiatives to enhance the livelihoods of Ugandans through direct and indirect employment of the locals, stimulating local demand for goods and services by the company, its contractors and sub-contractors.

    Initiatives include training of Heavy Good Vehicle drivers and welders. Livelihood restoration and impact management programs like Livestock and Agricultural Training, Financial Management Training and Business Development Support, Vocational Skills Training and Employment Program, HIV/AIDS awareness training, Road Safety Awareness Campaigns, Sanitation and Hygiene Campaigns, Cultural heritage management, support to social infrastructure such as schools, health facilities, water sources, construction of fish landing site, upgrade of the gravity water flow scheme, Sensitization on communicable and non-communicable diseases and Fisheries Development Program as well as Corporate Social Responsibility Initiatives in the areas of environment, health, education and sports have also been undertaken.

    CNOOC Uganda reaffirms its commitment to the efficient and effective development of the Kingfisher Development Area in an environmentally friendly and sustainable manner.

    “Today’s Final Investment Decision by @TotalEnergiesUG  and @CNOOCUgandaLtd marks the beginning of Uganda’s total economic transformation. With an estimated investment of $15-20bn, our GDP will grow by 22% and over 35000 jobs will be created for Ugandans alone. What a moment!,” Thomas Tayebwa said at the function.
