    Mercy Kainebwisho unveils her vision for the future of URSB as Registrar General

    Kampala: The official Government Receiver and new Registrar General of Uganda Registration Services Bureau (URSB), today unveiled her strategic plan for the organisation’s future, and announced key initiatives to drive URSB’s vision as the centre of excellence for reliable registration services.

    Ms. Mercy K. Kainobwisho who spoke at a management retreatfor Directors, Managers and Senior Staff took time to outline her strategy dotted with aspirations to be achieved during her time of service. The Registrar General emphasized that she would direct her efforts to further strengthening URSB rather than “reinventing” it.

    “We can’t change 2020 but we can learn from it to emerge stronger and get better as an organisation and oneself. As we start off a new year, we hope through rolling-out our 2021 objectives that we will make 2021 count for all our stakeholders”. She stated. “My team and I are looking forward to creating a new beginning for URSB – one that is customer-driven, service-oriented, technologically set and that will place our organisation in the forefront of the public service sector for the 21st century. Our collective knowledge, operational expertise, services experience, interpersonal skills and leadership abilities will serve us well as we confront anychallenges that lie ahead“.

    In calling for a new beginning for URSB, Ms. Kainobwisho emphasized her intention to build upon URSB‘s existing employee base to create a team that is unmatched in the Government services category. “We have a strong, unified workforce – one that now has a very personal stake in the way we deliver services to our clients,” Mercy said. “URSB‘s accomplishments will be a direct reflection of the responsibility and pride of service from each and every employee.”

    Kainebwisho noted that together with her team, she plans to immediately address customer service and turn-around timeissues, such as the time it takes to deliver on a customer’s submission and how long a customer has to wait to speak to a service representative. She also reiterated URSB‘s commitment to ensuring that registration services continue to support Government’s economic vision of formalizing the economy, easing the doing of business, strengthening the basic of society through stable marriages, supporting creativity, innovation through intellectual property rights and rescuing ailing entities

    “We have immense opportunities before us, and we intend to seize them with the understanding that change takes time, and we must be realistic in our expectations. We have one goal in mind, and that is to make URSB the best public services agency, which, in turn, support the livelihoods of people, collect revenue for government and support the social economic vision of our nation. We are ready to get started.”

    The retreat also provided an opportunity for senior management to discuss at length areas of focus for URSB in the upcoming months and share ideas on how to support each other to realize the organisation’s  mandate as envisioned in the 3rd strategic development plan (SDP III) which plugs into the National Development Plan.

    Management of Uganda Registration Services Bureau (URSB) and its Board of Directors on 22nd December  officially hosted the out-going Registrar General, Mr. Bemanya Twebaze to a farewell dinner to celebrate, honor and thank him for his contributions. Mr. Bemanya was in November elected the Director General of the African Regional Intellectual Property Organisation (ARIPO).Former Director of Intellectual Property at URSB, Ms. Mercy Kainobwisho takes over as Registrar General and official Government Receiver.

    The highly attended dinner was graced by Ministers, Senior Government Officials, Executives of Government Ministries, Departments & Agencies, private sector executives, academics, diplomatic representatives among others.

    Over the past 09 years, Mr. Bemanya has created a culture of steady performance, collaboration with other Government Agencies and innovation within URSB, supported Private Sector growth, enhanced registrations of vital services and led the engagement of stakeholders for collaborations vital for URSB’s growth over the years, turning it into one of the best performing government public service organisations.

    The dinner provided an opportunity for leaders in attendance to praise Mr. Bemanya for his transformational leadership. Speaking first, Mr. Gideon Badagawa, the Executive Director of the Private Sector Foundation praised Bemanya for his selfless efforts to enhance private sector growth. Other speakers included the new Registrar General, Ms. Mercy Kainobwisho, Minister of Justice and Constitutional Affairs, Prof. Ephraim Kamuntu, URSB Board Chair, Ambassador Francis Butagira.

    “We are saddened to see him leave, but we are so grateful for his tireless efforts in supporting private sector growth. Bemanya envisioned and managed great change throughout URSB by creating successful reforms for business registrations and initiated ground-breaking systems that saw the registration turn-around time drop from 31 days to an average 4 hours”, Badagawa said.

    ‘He turned around URSB from a perennially limping organization to one that was credible and was delivering results.His dedication resulted in the growth of Non Tax Revenue for Government taking it from a paltry 300m to over 56.9 billion in the 2019/2020 financial year. Bemanya’s legacy leaves a lasting impact on hundreds of thousands of businesses, and this number doesn’t include families, staff and others who were also impacted through his efforts and leadership’ the PSFU ED added.

    Ms Mercy Kainobwisho praised Mr. Bemanya for being a hands on formidable leader who will be hard to replace. ‘ I have been mentored by the best. Mr. Bemanya not only guided me, but offered my colleagues and myself opportunities to individually serve. He believed in gratifying our abilities and engaged us in countless leadership trainings. I am happy that I now step into the shoes of a heroic leader who has been instrumental to URSB’s stellar performance’ She said

    “Bemanya has developed and led a committed team, each of whom plays an integral role in the everyday running of URSB,”said Francis Butagira, Chair of the Board of Directors.  “We will miss him but he leaves URSB in a very strong position for future growth and we sincerely thank him for his vision, leadership and contributions.”

    Prof. Ephraim Kamuntu on his part said Bemanya’s elevation to the position of Director General at the Regional Intellectual Property Body was a win for himself and Uganda. ‘It is no doubt that Bemanya’s credible personal attributes helped us lobby for him for this ARIPO position as a country. I have visited nearly all organisations under my Ministry but URSB stands out as star performer. URSB’s One Stop Centre that is helping to easebusiness registration while formalizing our economy and supporting the creative industry through Intellectual Property is one such of the many outstanding achievements’ Kamuntu said

    The Minister also took time to advise Ms Mercy Kainobwishothe incoming Registrar General to solidify the gains made under the tenure of Mr. Bemanya.


    On his part, Bemanya said he was confident that URSB would continue to excel    . “I am truly heartened by where URSB sits right now, “said Bemanya.  “In fact, it is the favourable state of our organization that has helped me get recognized and elected for the DG position.  To be sure, there will always be challenges, but I feel that URSB is now poised to enter an exciting period in its history.  The staff is led by both a committed Board of Directors and a very solid senior management team. URSB’s services delivery, and operational model are all in good standing. I believe that Mercy brings along new leadership with a keen eye, a fresh vision and boundless energy.”

    Bemanya advised his successor to curve her own style of management as long as it can deliver results. ‘Mercy, don’t try to fit in my shoes. They could be too small for you. Create your own unique path and keep the ball rolling. I believe in your abilities to keep URSB at the top’ he said

    The dinner in honor of Mr. Twebaze Bemanya was also graced by Attorney General Hon. William Byaruhanga, State Minister for Urban Development, Hon.     Mr. Bemanya Twebaze, the outgoing Registrar General, Uganda Registration Service Bureau (URSB) this morning handed over office to Ms. Mercy Kainobwisho, the incoming Registrar General.

    This handover follows the election of Mr. Bemanya Twebaze as Director General of African Regional Intellectual Property Organisation (ARIPO) and the appointment of Mercy Kainobwisho as acting Director General and Official Government Receiver. The handover was witnessed by URSB Board Chairman Ambassador Francis Butagira together with other members of the board and Top Management.

    Speaking at the handover, Bemanya urged the team at URSB to further the registrations journey and complete the digitalization process that URSB had ushered in under his tenure.

    “It has been an honor for me to have been at the forefront of formalizing our economy through the various services we provide here at URSB. I am thankful to all the teams that have helped me serve, the support from Government and H.E President Museveni, the Ministers of Justice and Constitutional Affairs I have had the joy to serve under and the URSB Board, who have given me a platform to serve my country. A lot more needs to be done and I am confident that Mercy will further the successes made so far.’’

    Incoming Registrar General Ms. Mercy Kainobwisho affirmed her commitment to delivering improved services under the pace set by her predecessor. “I am pleased to take on such a vital role in transforming service delivery in the country. We shall continue working tirelessly to ensure all URSB services are accessible online and propel the vision as the centre of excellence for registrations services’’.

    Board Chairman Ambassador Francis K. Butagira said he was confident that the leadership transition would strengthen thesteady strategic directional path that organization had instituted. ‘I know that Mercy fits in well with the leadership pace already set by Mr. Bemanya. I have worked with both of them for some time and I can attest to their credible attributes that have seen URSB grow in leaps and bounds’ he said.

    Ms. Kainobwisho will take forward a number of initiatives thatwill transform URSB’s mandate of Business, Marriage, Intellectual Property, Insolvency and Security Interest in Movable Property Registrations. URSB has among others, embarked on integration of all their services online under the All-digital, all-online service delivery model with the aim of easing information sharing, digitalization of all records, improvement of services for clients, reducing the cost of and improving the cost of doing business, improvement of turn-around time for services as well as enhancement of public service delivery.

    URSB donates food items, clothing to Street Children Resettlement Home

    Uganda Registration Services Bureau (URSB) management and staff on Wednesday donated assorted items including foodstuffs, drinks, scholastic material and clothes to Child Restoration Outreach (CRO), a church founded organization that rehabilitates and resettles Street Children and young adults in Mbale Municipality, Eastern Uganda. The home has resettled over 13,000 street children since 1992.

    The URSB team was led by Acting Registrar General, Ms. Mercy Kainobwisho flanked by Director of Civil Registration, Mr. Vincent Katutsi, Ms. Provia Nangobi, the Head of Public Relations & Corporate Affairs, the Head Mbale Regional Office Daniel Nasasira, Steven Baryevuga, the Senior Communications & Media Relations Officer among others. Ms Mercy Kainobwisho who was received at CRO by the Country Director, Paul Nabitiri said URSB was happy to associate with CRO by providing basic needs for these vulnerable and disadvantaged street children being looked after by this organization.


    “One of URSB’s main objectives and goals is to share with the communities what we can set aside as a way of thanking them for being our partners. Last year, we were able to donate wheel chairs to the physically disabled pupils of     Gulu Primary School in Northern Uganda, contributing to the mobility and well-being of those children” Mercy said

    Uganda Registration Services Bureau is a semi-autonomous government agency responsible for registration of Businesses, Marriages, Intellectual Property, handling Insolvency for ailing companies and runs the Security Interest in Movable Property Register (SIMPO). Ms. Mercy Kainobwisho said URSB is keen to ensure that communities in which URSB operates have some of their needs solved through their Community Social Responsibility (CSR) programs. ‘We always set aside a considerable budget in our operational fund to donate to Health, Education and Social Welfare programs’ She said.

    The much needed food items donated by URSB included sugar, maize flour, beans, rice, cleaning detergents, sanitizer, scholastic materials, sanitary wear, clothes and cooking oil. ‘We are aware of the difficulty of providing food to the big number of children we see here today given the circumstances brought upon us by the COVID-19 pandemic and the high food prices on the market. We understand that you have over 400 children here as well as a number of considerable young adults. We hope our donation will go a long way in improving your operations. Under our CSR program, we shall continue to make donations for the benefit of the communities around us’ Ms. Kainobwisho said.

    Mr. Paul Nabitiri, the CRO Country Director who appreciated the URSB gesture, said some of the street children had been rehabilitated and excelled to become responsible citizens and useful to society. ‘We have former street children who are now Doctors, Lawyers, Policemen, Doctors and Businessmen. Contributions from organisations like what URSB is doing here today help us to further mold these children into important people’ he said.

    Notable among the high profile guests in attendance at the handover of the donations included Mrs. Janet Wesonga, Uganda’s first female Mayor, the Mbale District Resident District Commissioner, Lillian Nakawesi, Mbale Municipality Mayor, Mutwalibi Mafabi Zandya as well as other MbaleDistrict Local Government employees.

    State House, Entebbe: President Yoweri Kaguta Museveni on Wednesday, 23rd September, 2020 launched the National Intellectual Property Policy and the Security Interest in Movable Property Registry System (SIMPO) at State House, Entebbe, Uganda.

    The delegation to State House was led by the Minister of Justice & Constitutional Affairs Prof. Ephraim Kamuntu and stakeholdersfrom a cross section of Ministries, Departments and Agencies (MDAs) involved in the intellectual property value chain and the financial services sector. The private sector, as well as Development Partners were also in attendance

     The National Intellectual Property Policy’s objective is to stimulate and nurture innovation and creativity for socioeconomic development. The policy will also facilitate the integration of Intellectual Property into national priority sectors and programs towards the realization of national development goals while SIMPO replaced the manual Chattels SecuritiesRegistry whose attendant legal framework responds to the pressing needs of the youth, women and SMEs who cannot access affordable credit due to lack of land, which is the preferred collateral for financial institutions. SIMPO is also intended to drive financial inclusion through facilitating access to affordable credit as guided by Vision 2040, the Third National Development Plan 2020-2025, and the 2016 – 2021 NRM Manifesto.

    President Museveni underscored the importance     of protecting innovations, adding that Government would support all innovations aimed at increasing the profitability of Ugandans engaged in various enterprises adding that the National Intellectual Property Policy will give innovators the full protection of the law through patents, copyrights, trademarks.

    President Museveni also said SIMPO would enable Ugandans to use their movable assets as collateral to borrow money for their businesses from financial institutions. ‘To most lenders, collateral means having land or a building, but if I have a herd of cattle, each valued at 1 million shillings, why would you refuse to finance my investment?’ the President said.

    In his remarks, the Minister of Justice & Constitutional Affairs, Prof. Ephraim Kamuntu said the ministry was satisfied with the passing of the Intellectual Property Policy that now arms creators with the power to make commercial gain from their works. “We in the ministry of Justice & Constitutional Affairs recognize that the national Vision 2040 cannot easily be achieved without formulating a National Intellectual Property Policy, a policy that would integrate Intellectual Property into national development plans.” Kamuntu said. The minister added that SIMPO will help in the achievement of economic growth by facilitating financial inclusion when it comes to borrowers accessing credit.

    URSB Registrar General Bemanya Twebaze said the policy would create a robust IP value chain that fosters innovation and creativity as pillars for sustainable development. He also added that under SIMPO, limited access to credit was a major challenge to Doing Business in Uganda. “The purpose of the IP policy is to provide direction and interventions that will enable IP stakeholders to work towards creating, protecting and commercially exploiting innovations and creative works” said the RG.

    The RG urged lenders to use movable property as collateral to advance capital to the millions of Small, Micro and Medium Enterprises. ‘SIMPO encourages lending against movable property such as crops, bicycles, vehicles, intellectual property assets, among others’ Bemanya said.

    Speaking at the same event, the Chair- Council of Ministers of the African Regional Intellectual Property Organisation, Prof. Wilson K. Tarpeh said he was impressed with Uganda’s progress in the area of Intellectual Property.

    Entebbe; The Government of Uganda, through the Uganda Registration Services Bureau (URSB), in partnership with other stakeholders will this morning launch the National Intellectual Property Policy and the Security Interest in Movable Property Registry System (SIMPO).

    The event to be officiated by President Yoweri Kaguta Museveni at State House Entebbe, will be led by the Minister of Justice & Constitutional Affairs Prof. Ephraim Kamuntu, Registrar General Bemanya Twebaze, and will also draw the participation of stakeholders from across a wide section of Ministries, Departments and Agencies (MDAs) involved in the intellectual property value chain and the financial services sector. The private sector, as well as Development Partners will also be in attendance.

    The launch comes on the backdrop of cabinet passing the National Intellectual Property Policy, and the President assenting to the Security Interest in Movable Property Act, in May 2019

    On 27th May, 2019, Cabinet approved the National Intellectual Property Policy, 2019 whose objective is to stimulate and nurture innovation and creativity for socioeconomic development of the country. The policy will facilitate integration of intellectual property into national priority sectors and programs towards realization of national development goals.

    The Security Interest in Movable Property Registry System (SIMPO) replaced the manual Chattels Securities Registry. Its attendant legal framework responds to the pressing needs of the youth, women and SMEs who cannot access affordable credit due to lack of land, which is the preferred collateral for financial institutions. SIMPO is also intended to drive financial inclusion through facilitating access to affordable credit as guided by Vision 2040, the Third National Development Plan 2020-2025, and the 2016 – 2021 NRM Manifesto.

    During the event, a report prepared with the guidance of a multi-institutional technical committee, under the same partnership with URSB will be presented to the president detailing how Uganda can advance the national and global sustainable economic growth through examining the transformative opportunities presented by intellectual property and easy access to credit especially for the thousands of Micro, Small & Medium Enterprises (MSMEs) as well as creators and innovators.

    Accompanying the presentation to the president will be a report with action plans elaborating the strategic interventions by several actors to collectively harness the attributes of the two services to deliver on development results for Uganda. The scientific launch is being broadcast live on UBC and NBS televisions.

    URSB signs strategic partnership Memorandum of Understanding with Uganda Microfinance Regulatory Authority (UMRA)

    Kampala, Uganda; Uganda Registration Services Bureau (URSB) and Uganda Microfinance Regulatory Authority (UMRA) have this morning signed a Memorandum of Understanding that will create a closer and collaborative working relationship amongst the two institutions.

    The partnership is aimed at enhancing the sharing of business registration information and creation of awareness on the usage and importance of the Security Interest in Movable Property Registry System (SIMPO). The MoU will also enable improved client’s experience while accessing services of both entities.

    The signing of this MoU indicates commitment by URSB and UMRA to integrate available microfinance data and provide timely information through secure channels that will benefit prospective borrowers and lenders. UMRA has been identified as a strategic stakeholder in the successful establishment of the Chattels Registry that is run by URSB.

    The purpose of the MoU is to establish a working relationship between UMRA, the Microfinance regulator and URSB in the area of financial data verification, easy sharing of business registration information, facilitating sharing of the licensed business entities under UMRA, and engaging in joint sensitization of the public on the benefits of the SIMPO.

    To facilitate easy management of the partnership, UMRA shall designate staff to work with URSB to enroll and certify registration of money lenders onto the SIMPO registry. UMRA will also ensure usage of the URSB run SIMPO platform byensuring that all licensees under UMRA are trained and sensitised on the usage and importance of the SIMPO

    Speaking at the MoU signing, Bemanya Twebaze, the Registrar General, on behalf of URSB welcomed UMRA and noted that collaborations of this nature help government agencies promote service delivery with ease through such collaborations. He said “At URSB, we are not just looking at strategic and innovative ways to add value to our service offering for our clients, but also to create strong partnerships with valuable stakeholders who will enable us deliver on our mandate better. I welcome UMRA onboard and assure you and your team of our commitment to this understanding. We also believe, this working partnership help us promote the usage of our SIMPO registry while enabling access to credit for business and personal growth through safer lending and easier borrowing”

    Speaking at the MOU signing, Edith Namugga Tusuubira, UMRA’s ED said the partnership with URSB will go a long way into improving accuracy of information for their joint clients.she added “We thank the leadership of URSB for facilitating, supporting and enabling the signing of this unique agency-agency collaboration which should become a model for enhancing financial information needed by MSMEs to access credit with much ease. UMRA re-states its support to URSB towards the achievement of mutual goals.”

    The MoU signing happens at such a time when URSB is exploring and implementing a number of digital solutions that will improve the clients’ interaction with their services and is aligned with their ICT mantra of All Digital All Online by 2020.

    Uganda recognized as first country in Africa to attain Trademark Certification System

    Kampala; Uganda has once again scored a first on the African continent. Uganda Registration Services Bureau (URSB) officially joined the TMclass and DesignClass on 03rd August 2020, after confirmation by the European Union Intellectual Property Organisation (EUIPO). TMclass offers users the opportunity to search and translate goods and services to and from any of the 44 languages available, while the DesignClass enables search and translation of product indications in 28 languages. The EU trade mark classification is a vital tool to support Ugandan enterprises doing business internationally and in the European Union.

    The system will enable full automation of the front office in a more interactive way that arms the client with the ability to input information and data remotely from anywhere thus delivering improved client service and accessibility, especially in the era of the COVID-19 pandemic that has necessitated re-thinking of service delivery platforms.

    To cement the collaboration, the European Union Delegation to Uganda signed today a front Office license agreement with URSB under the EUIPO framework of existing cooperation with Uganda on trade and investments, led by the EU Ambassador toUganda H.E. Attilio Pacifici. The Registrar General, BemanyaTwebaze signed on behalf of URSB. This remarkable achievement marks an important step in collaboration between URSB and EUIPO.

    This agreement traces its beginnings to a workshop in November 2019, organized by the EUIPO for the African Regional Intellectual Property Organisation (ARIPO) and Intellectual Property Offices of Member States of ARIPO whose objective was to provide for a collaborative platform that promotes and reinforces cooperation with IP Offices and sharing of knowledge and experience through tools developed under the European Union Intellectual Property Network (EUIPN).

    Speaking at the signing ceremony, Bemanya Twebaze said the partnership was outstanding for Uganda’s intellectual property sector, especially for the growing creative industry that needed protection. ‘The process leading up to this agreement has been interactive and the engagements that will follow when this is done herald a greater opportunity for us as an office to improve our customer experience and service delivery but also to recognize the benefits of continued cooperation with our partners the EU through the EUIPO’

    Ambassador Atttilio Pacifici on his part confirmed the importance of this new collaboration. ‘The EU Delegation began in 2018 an effort to promote partnerships between European and Ugandan private sector and key selected public actors with a view of improving the way we do business together and attract more investments. This led to the 1st Uganda-Europe Business Forum earlier this year and the launch of the Sustainable Business for Uganda initiative. The new Partnership struck today between EUIPO and URSB is an important step in that process. We commend both parties for starting this long-term collaboration and confirm the EU Delegation’s support to this effort’.

    URSB’s bilateral cooperation with the EUIPO will help inproject identification, protection and promotion of Geographical Indications as well as acquisition, customisation and deployment of EUIPO’s Front Office Tool, Trademark Class and Design Class tools to enhance filing and classification activities.

    The Uganda Registration Services Bureau has this morning launched new innovative additions to their existing services. In a bid to simplify the company registration process, URSB has developed a one-paged-Lean Format of Memorandum and Articles of association. The innovation was developed to help improve time taken to register a business, andto simplify the company registration process.

    The simplification means a client does not need to use big booklets of articles, but can opt for a simple and efficient one-paged format to complete company incorporation

    Also, in line with improving service delivery, URSB has developed an SMS notification platform which is used to update clients on status of their submissions in real time.

    The creation of Lean MEMARTS and SMS notification platformwill offer user friendly services and will provide compatibility with existing IT systems.

    Some of the advantages that will come with this innovation include;

    • Reduction in registration times,
    • Elimination of storage of bulk copies of company documents
    • Promotion of ease of doing business in the country through making registration simpler and faster for all clients
    • Instant feedback to clients on status of submitted documents

    Speaking at the launch, the URSB Registrar General, BemanyaTwebaze said the new additions are part of their deliberate strategy to simplify registration services for their clientele and promote the country’s competiveness. “This a transformational initiative because it addresses what I think is one of the key challenges most institutions in Uganda face today – the gaps in delivering timely, faster and easier services to enable our customers save on process man-hours”. he said.

    Bemanya added “This strategy is a crucial step in driving success of the bureau in creating value for our customers while improving service delivery”

    The launch was spear-headed by the “Doing Business” committee which was constituted on 6th February 2017 to adviseon improving Uganda’s ranking in “Ease of Doing Business”, carryout/coordinate reforms to improve “Ease of Doing Business” and fully operationalise the One-Stop-Shop.

    The SMS notification platform and the new format for company registration were unveiled at URSB’s One-Stop-Shop that houses other partner agencies involved in the ease of registration services.

    URSB has previously been ranked as one of the most innovative government agencies with the bureau continuously working on improved efficiency of their service offering as the centre of excellence for registration.
