    Sheema South in Sheema District voters are looking into changing the leadership as the NRM primaries take place this Thursday 17th July 2025.

    Mr. Johnson Musinguzi Byarabaha under team Googoro is battling for the seat with Veteran politicians Prof. Ephraim Kamuntu and Prof. Elijah Dickens Mushemeza.

    Voters are seeking to change leadership and give youthful politician Mr. Johnson Musinguzi Byarabaha to lead Sheema South from 2026.

    During campaigns, his message has been mainly on job creation for the youth and increase of income for citizens dubbed “cash omunshaho.” He has also promised to work on infrastructure especially roads, then health and education.

    His message has resonated well with the youth, and many think he will beat the professors and Tirus Abaho this Thursday.

    His rivals and incumbent Prof Mushemeza and ex MP Prof Kamuntu have been tested leadership wise and voters are eager to change and have fresh blood to push the constituency forward in terms of development.

    Media personality and development activist Mr. Musinguzi Johnson Byarabaha has picked up NRM nomination forms at the party headquarters at Kyadondo, Nakesero as he gears up for Sheema South MP seat battle 2026.

    Under the slogan #TeamGoogoro , Byarabaha has pledged through a robust intervention to tackle Youth Unemployment problem , Infrastructure Development , Social Support and Protection of youthful population, Agriculture Innovations, Extension of vital services like power, water and Internet, Extension of ICT services to schools plus representing views of the people in parliament for the attention of relevant ministries to take note and action.

    Mr. Musinguzi Johnson Byarabaha is eyeing Sheema South MP seat 2026

    He also wants to see improved household income through supporting local SACCOs and encouraging saving culture among the constituents.

    Mr. Johnson has been a regular development activist in Sheema District as well as greater Bushenyi and has been instrumental in several development projects in the district especially under Sheema Development Association (SDA) which he chaired for years.

    Dr. Tanga Odoi, Chairman of the NRM Electoral Commission, said that voter location slips will soon be printed and distributed to all registered voters, guiding them to their designated tally centers for the forthcoming electoral processes.

    The NRM primaries are due in July as the country prepares for 2026 General Elections.

    2026 Updates: What you need to know about Johnson Musinguzi Byarabaha & the highlights of what he is planning for Sheema County South as he vies for the MP seat

    Senior Media personality Mr. Johnson Musinguzi Byarabaha has confirmed that he will be contesting for the Member of Parliament for Sheema County South in 2026. He is already on the ground with his team and campaigning under the slogan dubbed #TeamGoogoro.

    Who is Johnson Musinguzi?
    He was born in Bubaare 1 village, then Kasaana parish of Kitagata sub-county.
    With changes in administration units, his village was put under Rutooma Ward of the present day, Kitagata TC in Sheema District.

    He is a son to Mzee Ephraim Byarabaha (RIP) who had two other homes in Kyeibanga and Kashekuro of the present day, Kitagata sub-county where he also lived.

    He attended school at Kitagata Central PS, Muntuyera High School Kitunga, Masheruka SS, Makerere University (BA (Hons)) in Uganda and University of Leicester in the UK (MA,Media, Comms & PR) in 2012. He is a media professional and a development activist as a passion and married with six children.

    His Development Brief
    In 1999, he was one of the pioneer workers at Radio West (Gamba Mpurire) where he was a reporter and a presenter and brainchild behind the popular programmes called Wagahurire and Katuhurirane that still runs to date.

    In 2001, he left Radio West and pioneered a new media company called Red Pepper that changed the media landscape in Uganda. It trained hundreds of journalists and sales people that have moved on to pioneer several media outlets in Uganda media space today. It was a revolution and it continues to nurture many journalists through the now trending digital media space.

    Many entrepreneurs that hitherto feared the high costs of media advertising found The Red Pepper affordable and the company gave them a platform to blossom eg Movit, Premier Distilleries Ltd, etc and all these have gone on to employ thousands of Ugandans even those from Sheema South.

    During this time especially between 2012 and 2024, he was selected as a consultant to undertake Media and Communication strategies for organizations like the Uganda National Environment Management Authority, International AIDS Vaccine Initiative, NWSC, Oil and Gas Sector, Trade Mark East Africa, Higher Education Students’ Financing Board, Bank of Uganda among others.

    All these gave him a wealthy of experience to approach many issues with adequate information and to know several key stakeholders that one needs to perform in top offices including being a Member of Parliament.

    As a development activist with Sheema Development Association (SDA),a nonprofit association that brings together development loving people from Sheema district, he mobilized people to embrace development and also invest in their district. As a result, many have started small scale industries, many agricultural projects ranging from apiary, zero grazing for dairy products, coffee growing and other initiatives in many sectors. Under his leadership, SDA has also made strategic interventions in health and education sectors. In all, he steered the Association to make Sheema a better place to live in.

    TEAM GOOGORO MARSHALL PLAN FOR SHEEMA COUNTY SOUTH

    The above term is the campaign slogan to take Sheema South forward.Being a majorly hilly place, eg Bigona, Irashagye, Kyeihara, Buraro, Muhito etc googoro is a sliding game used by mostly youth on slipperly grass (esp during dry season) or slipperly surfaces after rains. Once you sit on it,there is no turning back until your destination. So,all problems of Sheema South will be carried away googoro way for realtime solutions.

    Youth Unemployment problem
    He intends to hit this problem with a multi prolonged approach.This will range from skilling the youth, launch of 6 mega projects in each sub county/town council, robust connection of the already qualified youth to available opportunities locally, nationally and internationally. He has already set up a permanent office in the constituency that will work as a connecting hub for all youth for better opportunities.

    Cash in the wallet
    Together with his team, they have realised that most of the constituents lack cash to do business and other profitable errands. He has planned a fund for every village (LC 1) in Sheema South to solve this. This will supplement various government programs that are already running but poorly supervised by the current constituency leadership.

    Infrastructure Development
    Several infrastructure ranging from roads, schools, hospitals/health units, etc need upgrade/revamp. With our lobby power and new approach, he wants to address it with availability of funding.

    Social Support and Protection of youthful population
    With increasing urbanization and to earn cash to survive, several of our youth have been left exposed to vagaries of overdrinking ,drug abuse, early pregnancy and other ills. His program of jobs and cash in the wallet will partly solve this. Others will need rehabilitation. Others will need early mentoring while in schools etc and wants to have a program targeting the youth in schools, prayer places, sports etc to encourage them to live responsibly and have a hopeful future.This will be done by outsourced professionals from within and outside the country where such programs have yielded positive results. He says this will improve the production of the population for better results.

    Agriculture Innovations
    Through existing farmer groups, cooperators, he will lobby and bring in experts; Firstly to help improve the quality of what we are doing and to also do value addition.We shall build strong partnerships to propel the industry. Emphasis on growing more coffee,fruit trees etc will be supported with a good number of seedling per season.Value addition in coffee, fruits,dairy products,millets etc will be worked on.Animal farmers face a challenge of tick resistance and fake drugs.We shall not keep quiet on this.Same problem with various inputs in the crop sector.

    Support to Social functions/Prayers Places
    He will support the above and also use the occasion to sensitize the youth and community on values of hard work and current trends in education. He intends to start a radio station in Sheema district where all our voters will be allowed to air free announcement eg of lost animals, good, personal documents.

    Security/Law and Order
    Without this, nothing can be achieved. He will continue to encourage and ensure that those in charge play their roles eg police, judiciary and others.This will lead to harmony and ensure that people’s property and other assets are secure.

    Extension of vital services like power, water and Internet
    These are vital in the current World that has become a global community. He will use his office to lobby and have these services accessed by all communities in Sheema South.

    Road Safety for Boda riders and passengers
    He has a special plan to continue to enhance road safety among riders.

    Extension of ICT services to schools
    Through UCC, he will work with the team there to equip secondary and tertiary institutions with computer and internet services to keep students on track with global events.

    Legislation
    He will represent views of the people in parliament for the attention of relevant ministries to take note and action. And as per Article 79(1) of the constitution of the Republic of Uganda, “Parliament shall have powers to make laws on any matter for the peace,order, development and good governance of Uganda” We shall legislate well for the people of Sheema County South and Uganda at large.

    Senior media personality Mr. Johnson Byarabaha Musinguzi has joined the race for the 12th Parliament come 2026.

    While attending the Thanksgiving Ceremony of Deputy Speaker Rt. Hon. Thomas Tayebwa and his dad Daudi Bangirana at St. Karoli Lwanga Kigarama Catholic Parish Bitereko, Ruhinda North in Mitooma District over the weekend, Johnson Musinguzi officially announced his intentions to contest for Sheema South MP seat in Sheema District in the forthcoming general elections.

    Johnson has been instrumental in issues to do with development in Sheema District and is a senior member of leadership of Sheema Development Association (SDA).

    Once he is given the mandate in 2026, he has set the key areas he wants to work on and these are;

    Lobbying for renovation/upgrade of various government facilities in Sheema South.

    Lobbying for jobs for the youth and they have already set up a job centre to connect thousands of jobless youth.

    He shall lobby government to set up additional skilling centres to train youth and retrain those already in employment or jobless.

    He shall support all government projects with better supervision and quick completion.

    He also wants to see effective leadership with service delivery oriented.

    Elijah Mushemeza calls for togetherness in Sheema District as he starts his term of office

    The newly sworn in member of Parliament for Sheema South constituency in Sheema district Prof. Elijah Dickens Mushemeza has promised to work together with leaders and people of Sheema South to develop the area quickly.

    He also promised to work hand in hand with other MPs from Sheema District.


    The MP made the joint call on Wednesday at Hill Top Gardens in Naguru Kampala, during his swearing-in party.

    In the 11th Parliament, Prof Mushemeza said he will use his expertise as a professor of political science and development management to advise the government on partinent issues such as the public debt, decentralisation policy, review of the public management act, corruption, local content in the oil and gas sector and many others.

    The MP also said he will promote unity, development including Household income in Sheema South.
    His term of office has started today and he will be representing the people of Sheema South for the next five years.

    Members of Parliament (MPs) from Sheema District have inaugurated Sheema MPs 2021-2026 Forum to foster development in the district.

    The Forum inaugurated yesterday in Kampala.

    Members include Hon. Naome Kibaaju for Sheema North, Hon. Prof. Elijah Mushemeza for
    Sheema South, Hon. Rosemary Nyakikongoro Woman MP Sheema District and Kateshumbwa Dicksons for Sheema Municipality.

    The new MPs elect resolved to work together for the unity and development of Sheema District.

    They also want to restore unity and promote development in the young district.

    What you need to know about Prof Elijah Mushemeza, the new MP for Sheema County South

    Prof Elijah Dickens Mushemeza (born 26 February 1964, in the Sheema District, Western Region of Uganda) is an academic, an author, and a practical politician. He is a professor of Political Science and Development Management at Ankole Western University; and a senior consultant at ACODE. Previously, he was the dean of Faculty of Business and Development Studies at Bishop Stuart University, Mbarara, Uganda. He is a visiting professor at Bishop Stuart University.

    He earned a Bachelor of Arts degree in social sciences, a Master of Arts (MA) degree in development studies, and a Doctor of Philosophy degree in political science at Makerere University. He is a consultant on education, governance, poverty, politics, conflict, forced migration, security, oil and gas, and development issues generally in the Great Lakes region of Africa.


    He was previously a coordinator of the MA programme in international relations and diplomatic studies in the Department of Political Science and Public Administration, Makerere University. He has taught at the Mbarara University of Science and Technology. Mushemeza is a past alternate executive committee member of the Council for the Development of Social Science Research in Africa. He has published widely in international journals. He is the editor of the Journal of Development Issues. Outside academia, Mushemeza is active in Ugandan politics. He was a member of the Constituent Assembly 1994-95 that debated, scrutinized, enacted, and promulgated the Constitution of Uganda, and a Member of Parliament of Uganda in 1996. He was a presidential advisor at the level of a senior Cabinet minister and the vice-chairperson of the Electoral Commission of the National Resistance Movement, the ruling party in Uganda (2010–2015).

    In his book, The Politics and Empowerment of Banyarwanda Refugees in Uganda, 1959–2001,
    》Mushemeza explores how Banyarwanda refugees achieved reasonable levels of integration in Ugandan society because of demographic, social, economic, and cultural characteristics similar to that of the Ugandan population in the areas where they settled. If the Ugandan state had not “failed” in the late 1970s and 1980s, these refugees would perhaps have been naturalised. Although almost all the Hutu and the Tutsi refugees achieved meaningful levels of integration (as some were treated badly and abused with derogatory language), their leaders and some of the elites never gave up the dream of returning home. The opportunity to return eventually emerged in the context of civil war in Uganda (1981–86). Banyarwanda refugees joined the NRM/NRA struggle that enabled them to acquire political, diplomatic, and military skills, which they used effectively to achieve their empowerment ambitions.

    Mushemeza has published widely in local and international journals including
