    Aminah Zawedde commends partners for their dedication and collaboration in UJ-Connect Project

    The Permanent Secretary (PS) in the Ministry of ICT Ms Aminah Zawedde has said the government is building a knowledge-based society powered by innovation, skills, and excellence.

    She said this as she chaired the 6th Joint Coordination Committee Meeting for the UJ-Connect Project a few days ago. The project is a flagship ICT initiative under the collaboration between the Government of Uganda and the Government of Japan through Jica Uganda . The project is in its final year of implementation and therefore the government is taking stock of the achievements so far and ascertaining the sustainability of the project.


    “Over the past three years, the UJ-Connect Project has strengthened our ICT ecosystem through various key milestones. We have rolled out international-standard ICT Skillset Guidelines to regions including Kampala, Kabale, Arua and Gulu providing a solid regulatory foundation. At UICT , we have institutionalized advanced training in AI, Data Science, and Cybersecurity, and also launched the Biz-Link platform, which is so far connecting 109 companies and 282 engineers to global offshoring opportunities. I commend the Project Team and all our partners for their dedication and collaboration. Together, we are building a knowledge-based society powered by innovation, skills, and excellence,” Aminah Zawedde said.

    National ICT Job Fair 2024; Huawei aims at connecting Uganda’s Technology Talent with Opportunities

    Kampala: The Ministry of ICT and National Guidance, in partnership with Huawei Technologies Uganda, is pleased to announce the National ICT Job Fair 2024, set to take place on 21st and 22nd November, 2024 at the National ICT Innovation Hub, Nakawa in Kampala. This annual event, now in its third edition, aims to bridge the gap between Uganda’s rapidly growing ICT sector and its talented youth, providing a platform for networking, skills development, and job opportunities.

    This year’s job fair is focused on the need to empower the next generation with the necessary digital skills, fostering an environment where innovation thrives and career opportunities in technology expand. With the theme “Shaping Uganda’s Digital Future: Bridging Skills, Innovation and Opportunity” the event will feature leading ICT companies, start-ups, government agencies, and academic institutions, all with one goal in mind: to connect Uganda’s young professionals with transformative job opportunities in the technology sector.

    The National ICT Job Fair 2024 will host a series of interactive activities, including:
    Employer Booths: Attendees will directly meet and engage with leading Ugandan institutions in the ICT industry offering jobs, internships, and training., exploring potential roles in areas such as software development, data science, network engineering, and cyber security.

    Skills Development and training workshops: Hands-on sessions led by experts from Huawei and other industry leaders will offer training in sought-after skills, including coding, digital marketing, and AI applications.

    Panel Discussions, Keynotes and Networking opportunities: Esteemed speakers from government, academia, and the private sector will discuss trends, challenges, and future prospects in Uganda’s ICT landscape availing connections with ICT professionals, innovators, and peers to explore partnerships and collaborations.

    As a longstanding partner in Uganda’s digital transformation, Huawei Technologies has continued to support initiatives that enhance the ICT talent ecosystem through the National ICT Job Fair, Huawei ICT Academy and Huawei ICT Competitions.

    Uganda, Japan Connect To Create 6,000 Jobs In ICT

    A total of 6,000 jobs in the Information, Communication, and
    Technology (lCT) sector are projected to result from the ongoing Uganda-Japan (UJ) Connect project, implemented by the Ministry of ICT and National Guidance in collaboration with the Japan International Cooperation Agency (JICA).

    Dr Aminah Zawedde, the Permanent Secretary of the ICT Ministry, said UJ Connect is part of the government’s digital transformation roadmap.

    Under this initiative, which began in
    February, Ugandan businesses and
    youth are matched with Japanese companies to create employment
    opportunities and enhance the capacity of local innovators.
    Mr Amos Mpungu, the principal ICT officer at the Ministry, said there is visible progress over the past six months.

    He highlighted the project’s four pillars as policy, capacity building, business matching, and startup acceleration. The business matching component has already seen six Ugandan firms sign contracts with Japanese companies, which is expected to increase job creation as the need for more workforce arises.
    Dr Zawedde reported that since 2022, a total of 539,900 Ugandans have been employed, directly and indirectly, through six key innovations developed by Ugandans.

    These innovations include the Business Registration System, Integrated Health Information Management System, Electronic Document Record Management System, Electronic Government Procurement System, and the Education Management Information System.

    These systems have improved
    transparency, accountability, and
    service delivery, generating approximately Shs93.6 billion over
    the last three years.
    To further accelerate the ICT sector, the National ICT Innovation Hub in Kampala was revamped in January 2022. The hub has since hosted 49 innovators and atrepreneurs, employing 321 individuals.

    It provides infrastructure support,
    including computers and internet
    connectivity, along with mentorship
    and business advisory services.
    The hub has also conducted 122 training sessions, benefiting 9,666 participants, and supported more than 500 beneficiaries through mentorship and internship programmes.

    In addition, the government established three regional ICT Innovation Hubs at Kabale, Soroti, and Muni universities, funded by the National ICT Initiative Support Programme.

    These hubs support local innovators with training and digital skilling. Two National ICT job fairs held in 2022 and 2023 opened up 10,163 opportunities for young people, including jobs, internships, apprenticeships, and scholarships.
    The Digital Transformation
    Roadmap, launched by President
    Museveni in August last year,
    outlines five pillars as infrastructure, digital services, cyber security, digital skilling, and innovation and entrepreneurship.

    Running from 2023 to 2028, the
    roadmap aims to create 300,000 jobs as the government extends internet connections to 600 health centers and all 146 district headquarters, empowering
    individuals, businesses, and communities to fully participate in the digital economy.

    The Ministry of ICT and National Guidance has noted with concern
    malicious online media reports regarding a September 2023
    request to utilise the Non-Tax Revenue (NTR) collected by one of
    our line agencies.

    This is to CLARIFY that the Ministry of Finance, Planning and Economic Development early this year granted approval for use of the funds to the Ministry of ICT & National Guidance in execution of its activities. Therefore, the claims that the ministry was stopped from using the said resources are UNTRUE.

    The Ministry of ICT is committed to the principles of transparency, accountability, and efficient resource management. We uphold
    these standards to ensure that all expenditures are managed
    prudently. We implore our media stakeholders to REFRAIN from defamatory attacks of any form on our officials and encourage constructive
    dialogue.
    The Ministry of ICT and National Guidance remains open to
    sharing information with the public and media, in line with our
    commitment to open government principles.

    Ministry of ICT Permanent Secretary hosts Iftar dinner – Calls for renewal of devotion

    Dr. Aminah Zawedde, the Permanent Secretary of the Ministry of ICT & National Guidance recently hosted an Iftar dinner at the Ministry’s headquarters, gathering influential leaders from the Muslim communities.

    The event, aligned with the observance of Ramadan, saw the participation of imams, community leaders, youth activists, and other notable figures.

    Muslim faithful across the globe are currently observing Ramadan, a sacred period dedicated to fasting, prayer, reflection, and community. Fasting during this month is regarded as one of the five pillars of Islam, underscoring its spiritual and communal significance.

    The Iftar dinner at the Ministry of ICT headquarters was not just an occasion for breaking the day’s fast but also a profound opportunity for fostering dialogue and strengthening
    ties among various religious and community groups.

    The event highlighted the Ministry’s
    commitment to promoting inclusivity and respect for different faith traditions.

    In her address to the guests, the Permanent Secretary remarked, “This sacred month of Ramadan is a time for reflection, devotion, and renewal of our faith and spirituality. Hosting this Iftar dinner symbolizes our shared values and collective aspiration for peace, unity, and mutual respect. It is a moment for us to come together, irrespective of our diverse backgrounds, to share in the spirit of generosity and brotherhood that Ramadan embodies,”.

    The event served as a reminder of the unifying power of faith and the importance of interfaith dialogue in building cohesive and resilient societies.

    By bringing together leaders and activists from various backgrounds, the Ministry of ICT & National Guidance
    has set a commendable example of how religious observances like Ramadan can bring people together to foster understanding and cohesiveness in society.

    ICT Minister Frank, Isreal IT security team discuss collaboration

    The Minister of ICT and National Guidance Hon. Frank Tumwebaze has today met with Isreal State Consortium of IT security. 

    The two parties discussed cyber security issues between their sectors and state agencies.

    The minister said the meeting outcomes were very positive and more discussions will continue in November.

    Hon. Mike Mukula led the Isreal to the ministry of ICT.

    “Comrade Mike Mukula led a delegation today from the Isreal state consortium of IT security to meet me at Ministry of ICT offices. We discussed cyber security issues and possible areas of  collaboration between our sector and their state agencies. Follow up discussions will continue in November,” Frank Tumwebaze said.

    The Minister of ICT and National Guidance Hon. Frank Tumwebaze has ICT projects being supported by World Bank in Uganda with Mr. Tony Thompson. Country mananger of World Bank Uganda.

    The two men also discussed the integration of the digital agenda in the bank priorities. The discussion took place at the Minstry of ICT in Kampala yesterday.

    “Happy to receive Mr Tony Thompson Country Manager of World Bank Uganda this morning at the Ministry of ICT.  We discussed ICT projects being supported by the Bank and discussed more to do with integration of the digital agenda in the Bank priorities,” Frank said.
