    NWSC explains Water Supply Interruption in Kampala East Water Supply Zone

    The Management of National Water and Sewerage Corporation (NWSC)- Kampala Water regrets to inform its valued customers that the current water supply interruption affecting the Kampala East water supply is due to a power outage affecting water production at Katosi water works.

    A team from UETCL is on ground working to resolve this issue ASAP.

    Affected areas;
    Katosi, Kisoga, Mukono, Seeta,Mbalala, Namugongo, Namanve, Sonde, parts of Kireka, Kamuli, Kyaliwajala, Bulindo, Nsasa, Mulawa, Nabusugwe, Kitukutwe, Mbalala, Naalya, Ntinda, Kisaasi, Najjera, Luteete, Gayaza, parts of Kamwokya, parts of Kireka, Mbuya, Mutungo, Kitintale Matugga, and the surrounding areas.

    Customers are therefore advised to use the available water sparingly during this downtime.

    NWSC rolls out Performance Management System, to connect 1.2 million customers by 2023

    NWSC has rolled out a new performance management system that focusses on individual performance and accountability.

    Against the background of a successful launch and implementation of its Corporate plan 2021- 2024 anchored on the country’s strategic plans; NDPIII, Government Manifesto, Vision 2040 and will focus on a number of Strategic Priority Areas namely; Industrialisation, Infrastructure Development, Skilling and Work Force Development, Private Sector Involvement and Organisational Health Sustainability, the Board and Management and staff of NWSC has rolled out a staff performance management system.

    By June 2023, the Corporation will hit the 1.2million total connections target, and serving over 18million Ugandans, with plans to serve over 25million customers by 2026.

    A highly motivated workforce staff is pivotal towards the achievement of the Corporation’s water and sanitation for all goal.

    According to the National Water and Sewerage Corporation (NWSC) Managing Director, Dr. Eng Silver Mugisha, the Corporation has rolled out a performance monitoring and evaluation system, designed to bolster performance in line with the utility’s Corporate plan.

    Previously, NWSC focused on all other elements of the Corporate plan, and is now putting key emphasis on the people who are paramount, in the achievement of the strategic priorities therein.

    “We are counting on our staff to help us achieve our water and sanitation agenda. Previously, we have been specializing in group work, giving incentives to staff as teams. By doing so, many have been free riding,” he said.

    Dr. Mugisha shared that the Corporation is going a step further to quantify the effort of each individual towards the Corporation’s goals and objectives.

    Dr. Mugisha added that the top utility is rolling out an individual performance system, that focuses on individuals, targets will be assessed quarterly.

    “We are now meeting supervisors and staff to understand this new system. The results will also help us classify staff performance into A, B, C and D, with key performers ranked at A+. The same system will also help us encourage the low performing staff to step up, aid the contract renewal process, among others, recognize and reward the top percentile, identify key performers, among others.” he shared.

    Dr. Mugisha explained that staff ranked A and B will be identified for promotion whilst C and D will receive feedback to improve and caution.

    Dr. Mugisha expounded system create fairness in promotions, rewards and incentives, and further inculcate a culture of hardwork for better service delivery to the people of Uganda.

    “Free riding by anybody in any organization is a form of corruption. The system will further aid a value for money and a fair system for promoting and rewarding staff. Lack of a fair system can create speculation and unfairness.” said

    Dr. Mugisha cried foul of the group system, which according to the Board and Management creates a sense of entitlement and the rhetoric that long years of service automatically equate to high pay. This he says, must be quantified.

    These and more tools in the pipeline are part of the Corporation’s plans to improve performance and subsequently achieve vision 2040.

    Dr. Mugisha urged customers to boost the Corporation’s plans by paying bills on time, which according to him helps the utility abstract water, pay for chemicals, power, repair materials among other water production inputs.

    Plans for the Future
    Dr. Mugisha shared plans to evacuate more water from the new Katosi Water treatment plant and stabilize water supply in the Kampala Metropolitan Service Area, build service infrastructure, extend its pipe network, build new water treatment plants in Lyantonde, Kalungu, Bushenyi, Tororo, Soroti, Moroto, Arua, Kasese, Parombo, Adjumani, Kyankwanzi, a new plant at Kaazi to supply the Entebbe- Mpigi- Wakiso service area, extend sewers and piped water networks to the newly created cities and municipalities, strong emphasis on customer service, among others.

    He apologized to customers inconvenienced by the ongoing e-billing pilot project.
    “We are working to better our service offering in the new digital era. We are addressing all your feedback, whilst innovating solutions to the issues that you share. Customers can now access their bills through sms, emails, or physical bills at our branch office.

    The Management of National Water and Sewerage Corporation wishes to inform its valued customers and the general public that there will be interruptions in water supply tomorrow Tuesday 13th December, 2022 from 7am to 6pm

    This is to allow Contractor Sogea Satom handle emergency works at the plant intake pumping station.

    Subsequently, water supply to Mukono, Seeta, Parts of Namugongo, Kyaliwajjala, Kira, Nsasa, Bulindo and the surrounding areas, Sonde, parts of Mutungo, Bukoto, Naguru, Ntinda and the surrounding areas will be affected by the works.

    Customers are therefore advised to store water and use it sparingly as it takes time for the system to stabilize after a total plant shutdown.

    All inconveniences are highly regretted.

    MPs impressed by the UGX 240m litres-per-day Katosi Water Project, urge NWSC to be the benchmark of excellence for other Government projects

    The Parliamentary Committee on The National Economy yesterday took to the Eastern side of greater Kampala to tour the Katosi water project.

    The expedition started at the Namugongo booster station which pumps water to Naguru reservoir through a 10 km, DN 700 ductile iron clear water pumping main.

    Eng Johnson Amayo, the DMD Technical services, who was flanked my Eng. Alex Gisagara (Snr. Director Engineering services)*, took the MPs through the dynamics of how the system operates to ensure customers get proper supply of clean water.

    The law Makers were then guided to the Reinforced concrete water storage reservoir at Sonde with a capacity of *15 million* liters, where more insights were provided to the MPs. More facilities were toured which comprised of the Nsumba tanks and ultimately the Katosi main water production project.

    During this visit of Katosi Drinking Water Treatment Plant, the MPs defined the project as Monumental achievement. In a Question and Answer session held at the Katosi facility, several Mps had nothing but praises for NWSC and its commitment to “Water for All” however some had concerns that the corporation was not doing enough to cater for the rest of the country.

    They cited that NWSC is only fully operational in Kampala. Conversely though, Eng. Amayo his submission put this notion to bed by clearly outlining NWSC’s operations and projects all over the country. He put emphasis on the fact that National Water operates where the minister gazettes it to function.

    He also fully explained the initiatives that the corporation has to ensure that water supply is boosted while protecting the environment. *“We are in coincidence with the forestry officials to restore the forest cover around Katosi so as to maintain the natural settings around the water plant,” he added.

    Eng. Amayo in closing urged Parliament to continue approving budgets and monies meant for the escalation of water supply since Ugandans still need clean water in order to develop either through Industrialization, or domestic livelihood. He commended Government of Uganda for their commitment to sustainable development of the pearl of Uganda.

    In all, The MPs were gratified that the project was completed on time and within cost as per financing commitments that Parliament agreed during the loan approval process in 2011 and 2019. *“This is a commendable project that Ugandans should be proud of. NWSC has showed that government projects can actually be executed in a timely, and competent manner. Other government utilities should seek for guidance from National water and seek ways on how take on projects and finish them without blemishes” said Committee Chairperson Hon. Ikojo John Bosco, also Bukedea County MP.

    The 240 million litre per day capacity plant, was constructed to add more water to the Kampala Metropolitan Service Area. Whereas the intake can produce 240 million liters per day, the current capacity is 160 million liters per day. The additional 80 million liters will be added when demand increases.

    The project was jointly funded by Development Partners *(EIB, AFD, KFW, EU -ITF)*, and counterpart funding from the Government of Uganda through the Ministry of Water and Environment and NWSC.

    Katosi will serve over 7.5 million people in Kampala, Mukono and Wakiso upto 2040. The project also has a component to supply water to Katosi, Lugazi town and the surrounding areas.

    Main Project Components of the Katosi Drinking Water Treatment Plant

    • 500m of DN1500 Off-shore Water Abstraction Pipeline into Lake Victoria (laid on the lake bed at a depth of 11m)

    • Intake Structure and Raw Water Pump station on the shore of Lake Victoria

    • Drinking Water Treatment Plant (DWTP) & Drinking Water Pumping Station (80,000m3/d + 80,000m3/d)

    • Ductile Iron Pumping Transmission Main (10km, DN1400)

    • Four (04) No. Storage Tanks at Nsumba hill, each with a capacity of 10,000m3

    • 33kV Power line extension from the new Mukono Industrial Estate Substation to the Katosi DWTP (over 40km)

    • Administration Office Block, Laboratory, Workshop, Staff Houses

    • Installation of SCADA and automation of the Plant operations

    *Katosi-Kampala Transmission Mains

    • 39km of DN 1400 ductile iron clear water transmission main from Nsumba reservoir to Namugongo

    • 2.3 km of DN 500/600 to existing reservoirs at Mukono and Seeta

    • Reinforced concrete water storage reservoir of capacity 15,000 m3 at Sonde

    •Booster station at Namugongo with two duty and one standby water pumps

    •10 km of DN 700 ductile iron clear water pumping main, from Namugongo booster station to the existing Naguru reservoir.
    •Staff houses at Sonde reservoir site and Namugongo booster station site.
    •Installation of SCADA system.

    Katosi is a Game changer in the transformation of Uganda- Parliamentary Natural Resources Committee

    The Parliamentary Committee on the Environment and Natural Resources has commended NWSC for it’s commitment towards provision of clean safe water and sewerage services to the people of Uganda.

    The salutations were made by its members during a visit to the newly completed Katosi water Works.

    The legislators noted that the project was completed on time and within cost as per financing obligations that Parliament set during the loan approval process in 2011 and 2019 respectively.

    “We’re happy to witness value for money upon completion of the Katosi water project. This is a success story and great stride towards the achievement of SDG6 and transformational agenda of Uganda.” Committee chairman Hon. Dr. Emmanuel Otiam Otala said.

    He further commended the utility for the ongoing innovations i.e the proposed Captive Insurance and Construction companies among others, which he says will not only promote local content, but also make monetory savings for NWSC.

    NWSC Board chairman Eng. Dr. Prof Badru. M. Kiggundu called on the committee to support NWSC address the patent challenge of limited financing which has affected service coverage acceleration to all corners of the country.

    Dr. Eng Silver Mugisha the NWSC MD while making a presentation to the committee shared NWSC performance highlights, key strategic interventions undertaken, implementation status of Capital Development Projects, key challenges faced by NWSC, overview of the corporate plan 2021-2024 and the game changing strategic interventions.
    Using 1990 as the base year Dr. Mugisha reported that NWSC has achieved the following;
    •From 5 towns of operation to 258 towns
    •Used to serve less than 500,000 people to more than 15million people
    •Service coverage was less than 18%. It is now 85%
    •Had a network length of 300kms. It now has more than 20,000kms of pipe.
    •NWSC had less than 20,000 connections. It now has more than 700,000 connections
    •Revenue was less than 4m$. This has now grown to over 130m$ per annum among others.

    Eng Mugisha advocated for more funding to the sector as a catalyst for service delivery acceleration.

    Among these, NWSC innovated it’s own billing system, subsequently making big savings in license fees
    *NWSC launches 10million Tree planting Initiative*
    In a bid to protect the environment, NWSC has partnered with the Ministry of Water and Environment, NFA and other partners to plant over 1million trees in all NWSC areas of operation.

    The initiative is geared towards mitigation of climate change and conservation of the environment.

    NWSC GREEN TREE-VOLUTION campaign aims to contribute towards preserving the environment and catchment areas by ensuring sustainable water supply to our esteemed customers, contributing towards improvement of water quality at water sources hence reducing water treatment costs and addressing the risk of the deteriorating and depleting raw water sources.

    NWSC to release more water from Katosi Plant

    National Water and Sewerage Corporation (NWSC) is currently working on landscaping works, road network and other final works at the Katosi water project.

    Plans are underway to evacuate more water from the facility and flood Kampala taps.

    Currently, NWSC is sending about 60million out of the 160million from the new plant.

    The water body is working on an evacuation system to bring more water to the city and address the water supply gaps.

    The combination water production from Ggaba water works and Katosi will yield over 400million litres of water per day.

    NWSC UPDATE: Ongoing water supply stabilization projects in Kampala

    The launch of the long awaited Katosi project, coupled with feeder projects has resulted in supply improvement in Kyaliwajjala, Mukono, Seeta, Ntinda, and Gayaza branches.

    Despite the additional supply, some areas are still experiencing intermittent supply due to topographic and infrastructure capacity challenges. We are undertaking the following projects to ensure adequate utilization of Katosi supply and ultimately alleviation of dry zones.

    a) Kyanja
    Construction of 500cc reservoir at Naguru and laying of 6km DN 300 from Naguru to Kyanja.
    ECT September 2021

    b) Matugga
    Laying of 8km DN300 from Luteete through Kiteezi to Matugga.
    ECT September 2021

    c) Kungu
    Laying of 4km DN250/150 from Kira police to Kungu. ECT August 2021

    d) Gayaza
    Completion of laying 14km DN350/250 Sonde to Nakwero. ECT July 2021

    e) Mukono Zimwe hill
    Upgrading of pump and pumping main from DN100 to DN150.
    ECT July 2021

    f) Nansana
    Laying 7km DN300/250 from Kasubi to Nansana tank via Nansana booster.
    ECT November 2021

    g) Bandwe and Nalumunye Completion of clipping of DN250/150/100 across Entebbe expressway bridges to ensure reliable supply to the two boosters.

    The corporation is undertaking a number of interventions to boost water supply in the Kampala Metropolitan service area.

    Katosi: The Government of Uganda through National Water and Sewerage Corporation (NWSC) is putting final touches on a new water treatment plant in Katosi, Mukono district.

    Works on the 240million litres per day water production plant are near completion with 5% of project works left.


    The new plant will serve over 7.5million people in Kampala, Wakiso and Mukono up to 2040.

    Assessing the progress of works and ongoing system tests at the plant, NWSC MD Dr. Eng Silver Mugisha said that water supply challenges in Kampala, Wakiso and Mukono districts will soon be history.

    This follows 100% completion of the Katosi Water Treatment Plant civil works, commencement of system tests and final installations at the facility.

    “We are happy with the progess made so far by the contractor and consultant.
    We experienced logistical challenges in the delivery of some plant components. However, the good news is, the remaining 1.5kms of the pipe line was delivered and a km has already been laid, with 500m to go.” Eng Mugisha said.

    Dr. Silver, added that the critical path which included laying of a 1.4mm diameter water intake 500m into the lake has been completed.

    “After testing the plant, we shall test the reservoirs at Nsumba, Ssonde and subsequently carry out pressure tests for the new 51kms Katosi-Kampala bulk transmission main.
    Upon completion of the system tests, we shall charge the new system and serve the population.
    The combined production from Ggaba and Katosi water works will address the water supply challenges in the Kampala Metropolitan service area; Mukono, Wakiso and Kampala,” he said.

    The Government of Uganda through National Water and Sewerage Corporation (NWSC) is putting final touches on a new water treatment plant in Katosi, Mukono district.

    Works on the 240million litres per day water production plant are near completion with 95% of project works completed.

    The new plant will serve over 7.5million people in Kampala, Wakiso and Mukono up to 2040.

    According to NWSC Director Engineering Services, Eng Alex Gisagara, system tests for the new plant have commenced.

    “The following tests and final project works are ongoing;
    •Testing and commisioning of different Plant electrical control units.
    • Raw water and treated water pumps all installed and connected to power grid
    • Offshore pipeline (500m) already laid on the lake bed (connection of the strainer currently ongoing)
    • More than 8.0km out of 9.5km of the pumping main already laid and undergoing pressure testing.
    • Final finishes on the process and none-process buildings/structures are ongoing
    •Land scaping and greening of the Plant currently ongoing,” he shared.

    Eng Denis Taremwa, the Project Manager, said that works are on course with the first drop of water expected to reach the new Nsumba water reservoirs by the end of April 2021.

    New Technology
    The Deputy Managing Director Technical Services Eng Johnson Amayo said that the utility is moving away from the traditional treatment of water by sedimentation to the use of dissolved air floatation, in order to deal with the problem of increasing algae on Lake Victoria.

    “Upon completion, the Katosi plant will be the first and biggest plant in East and Central Africa using the AquaDAF and AquaZur technologies” he said.

    The state of the art plant shall incorporate water recycling and sludge thickening to minimise plant losses and promote environmental conservation.
