    Rebranding or Retreat? When Politicians Switch Parties, Voters Deserve Clarity

    In the latest twist ahead of Uganda’s 2026 general elections, the Woman Member of Parliament for Kalungu District has announced her departure from the National Resistance Movement (NRM) to contest as an independent candidate.

    After serving two terms under the same party, her sudden rebranding raises more questions than answers. Is this a case of personal conviction, last minute political survival or something else entirelyFor many voters in Kalungu, and indeed across Uganda, the move reflects a deeper issue. Why should the political class in Kalungu District treat party affiliation as a costume, to be changed when convenient? In the past, DP party leaders in Kalungu joined their President in the infamous deal to share power with the NRM party; today we are witnessing a defection from the NRM. The President for the National Unity Platform (NUP) warned voters about Politicians who shift goal posts, that they will not be trusted. The voters in Kalungu are left to decipher whether this is a tactical move in anticipation of waning support or a change in ideology. The implications are more serious than mere political maneuvering. This move speaks to a lack of accountability.

    The dominant narrative from the Hon Ministers camp is one of independence and new direction. But independence from what? From her former party’s declining credibility? From the expectations of constituents who demand more than symbolic moves?
    The people of Kalungu deserve a better voice, leaders grounded not in labels or survivalist tactics, but in consistency, transparency, grassroots actio loven and representation. The voters of Kalungu must ask themselves: If someone switches party jerseys after 15 years in office, what guarantees do they offer today that they did not deliver yesterday? Defection without reflection is not reform, its recycling.

    True political renewal must come from candidates who dont wait for political tides to shift, but who stand firm in principle, accountable to the people, not to political calculations.

    In 2026, Ugandans deserve leaders who are not running from the past, but walking steadily toward a future they have long promised, and are ready to build, one community at a time.

    NWSC MD Dr. Mugisha opens self financed ugx 20 billion water plant in Kalungu

    Kalungu: National Water and Sewerage Corporation (NWSC) Managing Director, Dr. Eng. Silver Mugisha, yesterday Thursday launched a much-sought-after water supply project in Kalungu, bringing relief to residents long plagued by water shortages.

    The newly commissioned UGX 20 billion project, entirely funded by NWSC through market finance arrangements, features a 4,000,000 liters-per-day water treatment plant.

    This substantial infrastructure is designed to address the region’s current and future water needs, serving Kalungu, Kyamulibwa, Bugomola, Lusango, Luvule, Kamuli, Lugasa, and other surrounding towns.

    Dr. Mugisha, during the commissioning ceremony, emphasized the project’s “do-it-yourself” approach, a strategy that enabled NWSC to design the infrastructure in-house, significantly reducing implementation costs and time.

    The project incorporates a raw water intake on the Katonga River, capable of handling 4,500 cubic meters per day, a four-kilometer raw water pipeline, and a comprehensive water treatment plant featuring aerators, coagulators, clarifiers, and rapid sand filters.

    “With the works at the Water Treatment Plant complete and currently under the Defects Liability Period, focus has now been shifted to ensuring that water is extended, and connections to the customers are expedited,” Dr. Mugisha stated, highlighting the project’s readiness for immediate service.

    The project also includes a 1,500 cubic meter main distribution reservoir on Sala hill, 6.6 kilometers of treated water pipeline, 20 kilometers of distribution mains, a 100 cubic meter secondary reservoir, and an area administration block.

    Senior Director P&CD, Eng. Paddy Twesigye, and Director Infrastructure Planning & Development, Eng. Denis Taremwa, guided attendees through the completed facilities, detailing how NWSC has developed its capacity for in-house project design and supervision.

    They highlighted the significant cost and time savings achieved through this approach.

    The project, executed by MS Zhonghao Overseas Construction & Engineering Co. Ltd in a joint venture with GETS Technical Services Ltd, is expected to eliminate the water supply challenges that have long hindered the region’s development, contributing to the socio-economic transformation of Kalungu residents.

    The NWSC’s successful completion of the Kalungu Water Supply Project marks a significant milestone in providing reliable access to clean water for the region.

    The Minister of State for water, Hon. Aisha Sekindi has commended National Water and Sewerage Corporation (NWSC) for it’s commitment towards clean water for all.

    Hon Sekindi made the remarks during a site tour of the 4 million litres per day water treatment plant in Kalungu.

    Kalungu water supply project upon completion will address the water supply concerns in Kalungu and the surrounding areas.

    Government through NWSC signs 5 contracts to boost water supply in Kyankwanzi, Bushenyi, Kalungu, Gulu and Isingiro districts

    Kampala: National water and sewerage Corporation has signed 5 WATSAN flagship projects to boost water supply for the districts of Gulu, Kyankwanzi, Kalungu, Bushenyi and Isingiro.

    As part of its continuous mandate, National Water and Sewerage Corporation continues to implement a wide range of Water and sanitation (WATSAN) infrastructure development projects within its 263 towns of operation across the country.

    The company recently secured market financing towards implementation of a number of WATSAN flagship projects.

    The corporation is also implementing major projects funded by the Government of Uganda with financial support from development partners.

    The project implementation is to ensure provision of safe water for human consumption and water for economic development focused on eradicating poverty.
    This is also in line with the government efforts deliberately aimed at fostering progress towards achieving the UN Sustainable Development Goals.

    With the stewardship of the Minister of State for Water and Environment Hon. Aisha Sekindi and in witness of several district leaders from the beneficiary towns and representatives of development partners, contractors and consultants, today NWSC flags off project works with the signing of construction works contracts for the following projects;
    1. Kyankwanzi Water Supply Project funded by NWSC through Market Financing
    2. Bushenyi Water Supplying Augementation project funded by NWSC through Market Financing.
    3. Kalungu Water Supply Project Funded by NWSC through Market Financing.
    4. Karuma- Gulu water transmission main construction project funded by G.O.U with credit facility from the World Bank
    5. Kagera Water Supply System Construction project funded by G.O.U with credit facility from the French Development Agency.

    Speaking at the Signing ceremony, the Minister of State for Water, Hon Aisha Sekindi said that the projects are timely, and will help improve acesss to safe water in the 5 districts, especially those under the cattle corridor.

    She underscored the GOU’s commitment towards improved water and sanitation infrastructure across Uganda in line with NDPIII.

    Hon Sekindi commended NWSC for their commitment towards water for everyone acrosss the country and encouraged them to equally serve rural areas in the 5 districts.

    She urged water users to pay bills on time which subsequently helps NWSC to extend its services to more Ugandans.

    “In other areas people pay between Ushs 1000- 2000. The Ministry of Water and Environment in partnership with NWSC and other development partners are working to ensure the provision of affordable clean and safe water to all Ugandans.” She added.

    The NWSC Board Chair Eng. Dr. Prof Badru. M. Kiggundu shared that the ceremony was a milestone in line with the GOU’s mandate, to improve the water and sanitation infrastructure, as one of the major contributors to sustainable well being of the people of Uganda.

    He thanked the GoU, Parliament of Uganda, Ministry of Finance, Planning and Economic Development and other Development Partners who successfully secured financing for the projects.

    He tasked the contractor to complete the project within time and cost.

    NWSC Managing Director Dr. Eng Silver Mugisha said that NWSC is innovating vast engineering solutions to improve lives of the people of Uganda through the provision of clean safe water, and added that all the above projects were internally designed by NWSC engineers.

    According to Eng Mugisha, water and environment protection are tandem as such the utility has rolled out environmental protection initiatives aimed at conserving the environment.

    “NWSC is focused on institutional sustainability while looking at the overall business growth.
    Subsequently, the utility has set a target to achieve the following by 2025.
    •Increase assets from 3.9trillion to 6 trillion.
    • Increase Connections from 900,000 to 1.2million connections
    •Serve over 25million Ugandans up from the current 18million people being served now.
    • Improve customer satisfaction from the current 86% to 90%
    • Improve Staff Satisfaction index from 78% to 90% among others.

    Eng Mugisha added that the projects will be implemented under strong fundamentals that include, project cost control-within cost and time, initiatives to protect the environment and innovative project funding initiatives.

    He appreciated the support from Ministries; Water and Environment, Finance, Planning and Economic, Uganda Development Bank among others.

    Speaking on behalf of other contractors, Sogea Satom Country Director Jean- Luc Sion highlighted the recent project progress in Uganda i.e the recently completed Katosi Water works, Upgrade of Ggaba water works and committed to deliver the Kagera Water Supply System on time and within cost.
