    Recently, the Permanent Secretary (PS) Ms Aminah Zawedde had an engagement with the British High Commissioner to Uganda, H.E. Lisa Chesney, and the High Commissioner of Uganda to the United Kingdom, H.E. Nimisha Jayant Madhvani, during the signing of the MoU between the Ministry of ICT and National Guidance, Spotlight on Africa–Uganda Foundation and Algorithmic Partners.

    Ms Aminah Zawedde said this partnership moves the country’s digital transformation agenda from commitment to implementation , expanding access to services, strengthening trust in digital systems and ensuring inclusion across communities.

    Key interventions include establishing a regional innovation hub in Mbale, introducing secure digital certification to reduce document fraud, and extending digital public services to underserved areas.

    “We are also reinforcing digital skilling to connect young people and entrepreneurs to real opportunities within the digital economy. Through collaboration with our partners, we continue to build a transparent, inclusive and skills-driven digital ecosystem that delivers practical value to citizens,” Aminah Zawedde added.

    Kampala: The Ministry of ICT and National Guidance (MoICT & NG) in partnership with MultiChoice Africa Holdings represented by MultiChoice Uganda, the leading provider of premium pay-TV entertainment in Uganda, is proud to mark the successful completion of a comprehensive Strategic Communications and Digital skills training programme for Government Communications Officers.

    The graduation ceremony, officiated by the Permanent Secretary (PS) of Ministry of ICT and National Guidance, Dr. Aminah Zawedde, was held at the National ICT Innovation Hub in Nakawa.

    The week-long capacity-building initiative was held in 2 cohorts on 07th to 08th July and 09th to 10th July 2025 and is part of the broader Memorandum of Understanding (MOU) signed between the Ministry and MultiChoice Africa Holdings to promote digital literacy, responsible communication, and local capacity building in Uganda.
    The training covered essential areas such as issues and crisis management, localization of government communications, visual media and storytelling. The training, paired with real-life case studies and group exercises, equipped the participants with the necessary tools for public communications especially in a rapidly evolving digital media environment.

    Dr. Aminah Zawedde highlighted the importance of collaboration between the private and public sectors for national growth. She stated that, “Through this training, we have laid a strong foundation for enhanced citizen engagement and national development. We are proud to be tapping into MultiChoice Uganda’s extensive expertise in broadcasting and digital content development.”

    Speaking at the graduation, Hassan Saleh, Managing Director, MultiChoice Uganda, said, “At MultiChoice Uganda, we believe that great storytelling is essential to progress. We are proud to be executing activities we set out to achieve with the MOU signed with the Ministry last year. We are also honoured to support the Ministry in enhancing the voice of government and building a stronger connection with the public.”

    Speaking on behalf of the participants, Hellen Kawesa, Assistant Director Communications and Public Relations at Parliament of Uganda, commented, “We extend our heartfelt gratitude to the MoICT & NG and MultiChoice for the invaluable training, where we learnt the critical importance of crisis communication, localized communication and story telling among others. We recognized the potential of using our phones to take pictures that communicate well.”

    While addressing the media, Rinaldi Jamugisa, PR and Communications Manager at MultiChoice Uganda expressed his gratitude to the Ministry for their partnership and collaboration in advancing storytelling, skills development, and strengthening national institutions through effective communications training.

    “Yesterday, I officiated the graduation ceremony of over 200 Government Communicators from various Ministries, Departments, and Agencies who successfully completed an intensive one week training in Strategic Communications and Digital Skills.

    This training was made possible by the Memorandum of Understanding signed in May 2024 in South Africa between MoICT Ug and MultiChoice. That agreement marked a major step toward enhancing digital literacy, promoting responsible communication, and building local capacity within Uganda’s public sector.

    Through this initiative, we have laid a strong foundation for improved communication that speaks to the realities of the digital era and resonates with the people we serve.

    I commend all participants for their dedication and encourage them to use these skills to tell Uganda’s story with clarity, integrity, and purpose,” Aminah Zawedde posted on her X after.

    Kampala: Ministry of ICT and National Guidance, the Government Ministry responsible for strategic leadership and supervision in Information, Communications and Technology, and National Guidance for sustainable development in partnership with MultiChoice Africa Holdings represented by MultiChoice Uganda, the home of great pay-entertainment TV, yesterday launched a comprehensive Media and Communications training programme for Government Communications Officers.

    The training held at the National ICT Innovation Hub in Nakawa officiated by Dr. Aminah Zawedde the Permanent Secretary at the Ministry, is part of the broader Memorandum of Understanding (MOU) signed between the Ministry and MultiChoice Africa Holdings to promote digital literacy, responsible communication, and local capacity building in Uganda.

    The week-long capacity-building initiative to be held in 2 cohorts on 07th to 08th July and 09th to 10th July 2025, seeks to enhance the professional capabilities of 200 government spokespersons and public communicators with modules designed to equip them with essential skills in crisis communication and management, localization of government communications, visual media, event storytelling and platformization.
    With the rise of the digital era, the public is increasingly turning to both traditional and digital platforms for information, and the role of spokespersons in various organizations, including Government ministries and departments, has never been more vital.

    Dr. Aminah Zawedde applauded MultiChoice Uganda for their spirit of collaboration and efforts in supporting the Ministry in championing effective communication in the country.
    “It is critical that our government spokespersons are empowered with the right skills to package information and communicate effectively, especially through new avenues brought about by digital transformation.

    This series of trainings marks a significant step towards strengthening public trust and ensuring that messages are delivered with professionalism and impact.”
    “I commend industry players such as MultiChoice Uganda, who have taken an extra step to partner with the Ministry to empower Government Communications Officers. This is a display of true Private-Public sector partnership.” Dr. Zawedde added.

    The training comes at a time when communication demands are rapidly evolving, with both traditional and digital platforms playing a central role in public engagement. It reflects a shared vision between the Ministry of ICT & National Guidance and MultiChoice Uganda to enable credible, timely, and impactful storytelling in government communications.

    Speaking at the flag-off ceremony, Hassan Saleh, Managing Director, MultiChoice Uganda emphasized the importance of partnerships and collaboration.

    He explained, “At MultiChoice Uganda, we recognize the critical role that communication plays in fostering informed public participation. Through this partnership with the Ministry of ICT and National Guidance, we are proud to support the professional growth of the Government Communications Officers who are the frontline of public engagement and communication, especially on issues of national importance, including health, education, tourism among others.”
    This training demonstrates the Ministry and MultiChoice Uganda’s ongoing commitment to advancing responsible storytelling, skills development, and strengthening national institutions through effective communications training in line with the MOU signed in May 2024.

    While addressing the participants, Moses Watasa, Commissioner, Communication, Information and Dissemination at the Ministry, noted that the environment in which communicators work has changed and there is a need to adapt and attain skills that will support the officers to communicate efficiently and effectively.

    In his remarks to media, Rinaldi Jamugisa, PR and Communications Manager, MultiChoice Uganda said that broader aim of the MOU signed between Ministry of ICT and National Guidance is to enhance the local content sector in Uganda, create awareness about intellectual property rights and Anti-piracy, digital literacy, training and upskilling within the sector, and industry-wide policy reviews among other key initiatives.

    The Permanent Secretary emphasized the need to build a globally competitive IT workforce that is agile, certified, and ready to lead Uganda’s digital future.

    Experts call upon Ugandans to adopt technology in their day to day activities during the National ICT Job Fair

    Experts have called upon on Ugandans to adopt technology into their day to day lives especially businesses as the world keeps on advancing. The remarks were made at the National ICT Job Fair 2024 held at the Nakawa Innovation Hub.

    This event was organized by Huawei Technologies (Uganda ) company Limited in conjunction with the Ministry of ICT and National Guidance. The panelists while speaking under the theme of ‘Shaping Uganda’s Digital Future, Bridging Skills, Innovation and Opportunity’ said that the world is evolving at a higher technological speed but Uganda seems to be left behind at the moment.

    Emmanuel Emodek a panelist who is also the co-founder and director of ChapChao Financial Services stated that Ugandans should look at technology as a means of employment not just entertainment. Furthermore, Mr. Emodek said that Ugandans ought to trust technological advancement the same way they treated the COVID-19 pandemic. His remarks were in light of the Artificial Intelligence (AI) which is sweeping across the globe at a high speed.

    Additionally, he also implored the government to reduce the high costs of acquiring technology because most businesses are choking due to these costs.

    VP Jessica Alupo lauds Huawei Uganda for ICT Talent Development in the Teso Sub-region

    Katakwi: The tech giants Huawei Technologies DigiTruck project in Teso Sub-region has equipped over 1000 youth, women, Jua-kalis, local district officers etc. with digital skills to enable them engage in e-commerce and market their produce since October 2023 when this project was launched in the region and successfully completed in January 2024.

    All the 11 districts in the Teso sub-region have been covered with a total of 1,139 beneficiaries equipped with ICT skills ready to use them to improve their own lives. In Teso sub-region Soroti University is one of the Huawei ICT Academies in Uganda more so in the Huawei ICT competitions, Soroti university students excelled in the national finals and will proceed the to regional finals in South Africa. The Huawei DigiTruck, Huawei ICT Academy and Huawei ICT Competitions are all part of the Huawei ICT Talent Development program.

    The Uganda Digi Truck project is aligned with the country’s 2040 vision, National Development Plan, and Education Digital Agenda Strategy all aimed at transforming the East African state into a digital village.

    The Chief Guest H.E Jessica Alupo started with congratulating the graduands upon completing these courses through the DigiTruck program. She mentioned that the Government of Uganda values the youth very much and reminds them about the National Youth Policy which gets amended at least every 10 years to capture any areas that might have changed. This is also an indication that the youth are very important in the development of Uganda as a nation therefore urging them to use the ICT skills acquired to improve on the livelihoods of themselves and their communities.

    The Vice President of Uganda requested the Ministry of Gender, Labor and Social Development to provide some ICT equipment for the youth who have been equipped with these skills so that they can practice constantly and to include sensitization programs for them.

    H.E Jessica Alupo lauded Huawei Uganda for introducing ICT Talent Development to Teso sub-region. She concluded, “I would like to thank the team from Huawei Uganda for ensuring that the skills from the Huawei ICT Talent Development program like DigiTruck program reach the over 1100 beneficiaries in the 11 districts in this sub-region”.

    Hon. Rose Lilly Akello, the Minister of State for Ethics and Integrity “I want to thank Huawei for giving support to the people of Uganda through ICT skilling under its ICT Talent Development programs, we really appreciate this program of the Huawei DigiTruck.”

    Hon. Rose proceeded with a message for the youth in these words, “whatever skill or talent you have got from this program, please use it well, do not use these skills recklessly. Tomorrow, you will be leaders of this nation, let us use the skills to develop ourselves and the society.”

    Mr. Hillary Businge who spoke on behalf of Mr. Kibenge the Permanent Secretary of Ministry of Gender, Labor and Social Development in his remarks stated, “Today, we witness the genesis of a transformative journey with Huawei Uganda as we award the DigiTruck beneficiaries of Teso sub-region.” He also congratulated the graduates from Teso sub-region for such a milestone as they are the reason everyone present was gathered in one place to celebrate the beneficiaries.

    He continues in the remarks that, “…this symbolizes our collective determination to ensure that no one is left behind in harnessing prosperity during this digital era.”

    In his speech, he concluded by extending gratitude to Huawei Technologies Uganda for their invaluable support and dedication toward this endeavor. Adding to his conclusion, he added that Huawei’s expertise and resources have been very instrumental in making this project a reality.

    Huawei Uganda’s Subsidiary Board Director, Mr. Yi Junsong (Jason) stated that the DigiTruck project is part of Huawei TECH4ALL initiative which aims to drive digital inclusion and sustainability across the globe.

    “The DigiTruck has trained 1,139 Ugandans from Teso sub-region which is almost double the pre-planned numbers of 600 beneficiaries from the sub-region, all thanks to H.E Jessica Alupo and the local leadership of the Teso sub-region who worked together with us closely to ensure 11 districts in Teso are completed by this month.”

    Mr. Jason says, “we hope that the beneficiaries from this cohort can use these skills to improve livelihoods and that society of the Teso sub-region.”

    Mr. Jason concluded by thanking the Guest of Honor who is the Vice President of Uganda H.E Jessica Alupo for her continuous support towards such developmental activities to the people of Teso and Uganda at large. He also appreciated the partnership with the Ministry of Gender, Labor and Social Development and the local leadership in Teso subregion towards supporting this good cause.

    Kampala: The Minister of ICT and National Guidance Hon. Chris Baryomunsi has said that government of Uganda is to continue working with Huawei to fast-tracking digital in order to achieve the 2040 digital vision.

    He made these remarks yesterday at the Huawei ICT Congress 2023 held at Sheraton Hotel Kampala.

    The Huawei ICT Congress is a mirror of the Mobile World Congress always held in Barcelona where Huawei has been a top exhibitor showcasing the latest technology. The Huawei ICT Congress 2023 with the theme “Guide to the Intelligent World” organized by Huawei Uganda is aimed at Building collaborations between Uganda & Huawei to support & deploy AI in all sectors of Uganda’s Economy. Huawei exhibited technology in Smart converged offices network, smart education solutions, green datacenter solutions, Huawei cloud, national digital transformation solutions, 5G to Business and Rural networks. This is the second time Huawei is holding such an event in Uganda.

    The Minister of ICT and National guidance Hon. Dr. Chris Baryomunsi emphasized the need to embrace and integrate technology in all sectors of the Uganda’s economy such as agriculture, education and Health among others for better service delivery and productivity.

    “We must embrace technology because during the COVID-19 lockdown, children in urban areas who had access to technology benefited more than those in rural areas… so during that time (covid-19 lockdown) ICT was more appreciated by many others who never thought needed technology. Our desire as the ministry is that when we speak of 4th industrial revolution and the technological advances, we must move and Join the rest of the world,” said Chris Baryomunsi.

    “We want thank Huawei for the good work you are doing, you are one of the committed partners, we have worked with you in many programs such as the National Backbone Infrastructure just as the NITA ED mentioned and we shall continue working with you in the future for our digital transformation journey,” he added.

    In attendance at the congress was Dr. Amina Zawedde, Permanent Secretary Ministry of ICT and National guidance NITA-U’s Hatwib Mugasa, Huawei Vice president of Carrier Business Group Southern Africa Mad Chen, Huawei Vice President of Enterprise Business group Amy Xia and Huawei Uganda MD Gaofei.

    While giving her remarks, The Permanent Secretary Ministry of ICT and National Guidance Dr. Aminah Zawedde applauded Huawei for enabling various digital opportunities in Uganda called upon all innovators, tech start-ups, and BPO firms to take advantage of the opportunities availed by Huawei. She said that digital transformation is part and parcel of all government agendas to acknowledge the fast-growing sub-sector.

    “Thank you, Huawei for the enormous opportunities provided to the Ugandan population. Digital transformation is at the heart of the country & we need to acknowledge that the country is transforming at a very fast rate thus we as a ministry have been tasked with creating an enabling digital vision having the people at the center of it all” she said

    The Executive Director of NITAU Uganda, Dr. Hatwib Mugasa said that they are working together with Huawei, to establish a National Backbone Infrastructure (NBI) that spans over 4,000 kilometers across the country.

    He said this has enabled access to high-speed internet for businesses, schools, and communities in remote areas of Uganda. The NBI enabled the successful implementation of e-government services which have greatly improved efficiency and transparency in government operations.

    “We are working tirelessly to ensure that the policy’s goals are achieved by providing the necessary infrastructure and support for the digital transformation of Uganda” he said

    According to Huawei’s Vice President & President of Huawei Cloud of Southern Africa Stone He, “Last year, Huawei and Ugandan operators worked together to deepen connectivity to connect more people, homes, enterprises, Improve ICT skills for young people and joint innovations. With the strong support of the Ministry of ICT, We are glad to see that, Uganda’s network coverage and quality has been significantly improved, Internet users continued to increase, and the digital economy is showing gradual progress”.

    “We hope that this year, we will continue to work with the Ministry of ICT and the operators in Uganda to improve coverage, user experience, unleash digital productivity and enable digital transformation, Create more business and social value for Uganda,” he added

    Previously, Uganda’s President Yoweri Kaguta Museveni officially launched the Huawei DigiTruck project in Uganda to provide free digital skills training for more than 10,000 beneficiaries over three years as part of digital transformation and inclusion.

    Huawei ICT Competition 2022/2023: Gulu, Kabale, Makerere, Kyambogo and Muni Universities to represent Uganda at Huawei Africa Regional Finals in South Africa

    At least five universities will be representing Uganda at the Africa regional finals of the Huawei ICT Competition 2022/2023 in Johannesburg South Africa.

    The Universities include; Gulu, Kabale, Makerere, Kyambogo which will represent Uganda in Network Track whereas Muni will represent the country in Cloud track.

    “In total Uganda shall take 5 teams of threes to represent us in cloud and network track. The network track consists of Datacom, Security and Wireless Lan while Cloud track consists of Artificial intelligence, Big Data, Cloud Computing and Storage,” Huawei Technologies Uganda management said. The regional finals will be happening in South Africa in March, 2023 and here two exams will be conducted (written and Lab).

    The ranking and awarding will be done by the Africa Regional offices.  The successful teams will then be promoted and head to China for the global final in May, 2023.

    This year’s competition kicked off with registration of participants in July/September, 2022. And it’s worth noting that over 4500 students from 25 universities of Uganda registered to take part. It was followed by a preliminary in October/November, 2022. Then a few weeks ago, a national final was conducted where over 1,200 students from 19 universities qualified.

    According to Huawei Uganda management, the participants were taught extensively and on 15th to 18th November they did the national final exam. “Following the exam, Kabale, Gulu, Kyambogo and Makerere Universities emerged winners for the network track and Muni came out the best in Cloud track. Each university will take three students for the Regional level.”

    The students who will represent Uganda include; Ssozi Malik, Mutesi Carol Wera,  Namuddu Maria Christine (all from Gulu University), Viola Ritah Wakooli, Sharon Ajaa, Ambrose Okullo (all from Kabale University), Magoola Kenneth, Okello Stephen, Christopher Ivan Katoogo (all from Makerere University), then TADEO Mushemeza, Nsereko Hamza, Ekirapa Emmanuel from Kyambogo and then Daniel Kirigwajjo,  Amusolo Patience Patricia and Tumwijukye Elly (all from Muni University).

    The annual Huawei ICT Competition is a key piece of the ICT Academy Campaign. It targets university and college students worldwide, aiming to facilitate communication between schools, enterprises, and governments while building a robust talent ecosystem.

    Through this competition, Huawei aims to challenge the students’ ICT knowledge as well as the practical and application skills, and ultimately, inspire innovation with the theme of “connection, glory, future”.

    After seven years of development, The Huawei ICT Competition has become one of the biggest event of its kind in Africa. The competition covers latest technologies such as cloud computing, AI, mobile networks, big data, that are pertinent to students’ competitiveness in the job market.

    Over the years on the African region, Huawei has signed cooperation agreements with over 250 universities in 14 Sub-Saharan countries on establishing Huawei ICT academies. This cooperation has enabled more than 7,000 university students to obtain Huawei ICT certification, which makes them better candidates for ICT-related jobs.

    ICT Assembling Factory at Kampala Industrial and Business Park launched at Namanve

    Uganda Investment Authority (UIA) and sister agency National Information Technology Authority of Uganda (NITA-U) have today registered a significant milestone – the groundbreaking ceremony of the ICT  Assembling Factory at Kampala Industrial and Business Park (KIBP) at Namanve.

    The ICT plant, which will manufacture and assemble mobile phones (Simi models), laptops, computers and other ICT products, is the brainchild of Engo Holdings, a Chinese investor. UIA was instrumental in attracting the firm, which already has a plant in Ethiopia.

    Speaking at the ceremony, James Saka, the Executive Director of NITA-U, said the plant will greatly reduce Uganda’s dependence on imported ICT products (including mobile phones), adding that the timing of the plant is right because it will propel more aggressive growth within the ICT sector. Saka said the ICT plant will boost economic growth and development and help in building local capacity through transfer of ICT knowledge, skills and expertise.

    UIA Chair of the Board of Directors, Dr Emely Kugonza, accompanied by the Board members and top Managers, described the plant as a great milestone, recalling how UIA lured the investor and even visited their plant in Ethiopia to do due diligence. Dr Kugonza assured Engo Holdings of UIA’s strong support, adding that Namanve is now changing the industrial face of Uganda. Dr Kugonza applauded Investment Minister, Evelyne Anite, for doing a fantastic job in attracting investments, concluding that Uganda is the best investment destination in Africa.

    The Executive Director of Engo Holdings (part of Simi Group), Ares, said the favourable government policy on ICT attracted them to Uganda, promising that they will transfer unique ICT knowledge and skills to Ugandans. Ares said their approach is to focus on technology which is useful and relevant to the Ugandan context, citing the solar-powered mobile phones as an example. He said they want Simi’s hi-tech products to be part of the Ugandan experience. Ares hailed Minister Anite for the strong support she has and continues to render to the company. He assured the country that they have great confidence that the ICT project will be successful.

    The Chinese Ambassador to Uganda, Zheng Zhuqiang, in a statement read to the audience, said Uganda now ranks third in Africa in recipients of foreign direct investments (FDI). He said more and more Chinese investors are now setting shop in Uganda, citing the developers of Liao Shen Industrial Park in Kapeeka and Mbale Industrial Park as some of the examples.

    Investment Minister Anite said she was very excited to have the first ICT plant set shop in Uganda, applauding President Yoweri Museveni for tirelessly ensuring that the environment is ripe for investors. Minister Anite applauded UIA and NITA-U for pulling this investment off, adding that it was great joy to have mobile phones and laptops produced in Uganda. The Minister said the plant will reduce Uganda’s import bill on ICT products and boost export earnings.

    The Minister for ICT and National Guidance, Frank Tumwebaze, thanked Engo Holdings for choosing Uganda. Minister Tumwebaze urged Simi Mobile to consider integrating locally developed software into their products. He said there is a need for the company to be supported especially through local procurement of their products. Minister Tumwebaze congratulated UIA for, as he put it, “finally making Namanve Industrial Park functional and contributing to the economic and industrial transformation of Uganda”.

    Minister Tumwebaze challenged the media to pick interest in the developments at Namanve, other industrial parks and other positive things taking place in Uganda. Once the speeches were over, the Ministers and other dignitaries broke the ground, heralding a new chapter in Uganda’s ICT industrial development.

    The new Minister for ICT and National Guidance, Hon. Frank Tumwebaze today held the inaugural ICT stakeholders’ dialogue at Kampala Sheraton Hotel. Below is the Minister’s speech in full;

    I greet and welcome you all to this maiden stakeholder engagement and media briefing for the ICT and government communication sector.

    It is not in doubt that ICT advancements have been at the centre of a transformation on how governments and private sector operate and its role in revolutionizing the efficiency, convenience, and effectiveness with which governments and private sector serve their people and customers respectively.

    My thoughts about the ICT sector are just evolving and will continue to evolve through regular engagements like this one. Since ICT is a dynamic   Industry with technological innovations getting borne day by day, it’s imperative for governments to keep reviewing their policy instruments for the sector. It’s therefore, my intention to continue having dialogues of this nature with stakeholders and broader sector players to keep up-to-date with emerging trends so as to correctly inform relevant sectorial Policies.

    What I would like however to note from the onset, is that according to United Nations e-Government Survey, our global rankings as a country in regard to the uptake of IT innovations/services is still not good. Our ranking globally has dropped from the 143rd position out of 190 countries ranked in 2012   to 156thout of 193 countries ranked in 2014. From a continental angle, Uganda’s ranking dropped by six (6) positions down from position 20 in 2012 to position 26 in 2014. This statistic calls for adoption of rigorous sector innovations, agile implementation of best IT practices and matching ICT enabling policies. We must not only talk about e-government but we must be an e-government. Government officials must take the lead and break walls of old technologies. Our midterm strategic objective is to join Africa’s top six ICT leaders that is, Seychelles, Mauritius, South Africa, Tunisia and Egypt.

    Today, I will share with you some ideas I have for the Sector, hear from you and as well clarify on what may be necessary even when this conversation and engagement is just starting.

    Streamlining Government communication

    By merging the Ministries of ICT and National guidance, H.E the President appreciated the need for government to communicate factually and timely – enabled by the robust ICT infrastructure. Government agencies will have as a matter of priority to adopt the available technologies in addition to the conventional ones in order to communicate what services they are offering to the citizenry.

    My ministry will work with other government ministries, agencies/departments (MDAs) to build capacity in effective communication, research and content dissemination. When government communicates factually and timely, citizen demand for the available services will be stimulated since they will know what to ask for, where, how and when. It also fosters accountability and empowers the citizens to monitor the delivery of public services with capacity to query both the quality and quantity of services offered. This is indeed the foundation of open government.

    While criticism against the government in power is healthy and indeed part of the communication we are emphasizing, narratives that seek to brand our mother  country Uganda wrongly and frame it with sensational and conflated images, should  not only be seen as unpatriotic  schemes of enemies but should be confronted and opposed by all. This duty is not only for us in and leading government. It’s for all of us as citizens. If we accept the story of our country’s heritage and its super natural gifts to be wrongly told, or glossed over, then we all lose, irrespective of the political beliefs we share. And this is where the role of media as impartial umpires comes into serious play. The altercations of the various political contenders not withstanding- and as you moderate those political arguments in your news platforms, do so jealously guarding the image of Uganda. Let always the story of Uganda’s uniqueness and progress stand out prominently. Let the journalists, reporters and editors without any prompting of state regulation develop a patriotic culture of being able to discern always what can hurt the image of Uganda. Don’t be used to amplify and regurgitate anti-Uganda narratives by selfish and irresponsible people, be it politicians or otherwise.  If for example you claim and report with a screaming headline that there is war in Uganda well aware that there isn’t, just know that you are hurting millions of our jobs. Just know that operators of tourism lodges will suffer booking cancellations and make refunds, airlines and tour companies will close, remittances will slow down, the economy  generally will stagnate if not decline etc etc. It’s a matter of citizen livelihood. Therefore, this is a matter I would like to continue having a honest conversation with you media Practitioners. Let us together evolve an acceptable code of responsible reporting about our own country, while at the same time not compromising a free press that continues to hold government accountable on its promises.

    To you the media colleagues, I pledge engagement. We shall always be there to tell our story and listen to those who don’t believe in what we do. I call upon you to give us equal media space. If you give a full page to an article of my critic, then do the same to my rebuttal. If you give a minute to a sound byte of my critic do the same to my rebuttal news byte such that your clients receive a balanced menu. Don’t deliberately make government look bad as if we can’t justify our actions by denying equal space to government messages. This is all I ask of you and it’s what I propose to define our principled relations.

    On the other hand, I am aware that many government departments, officials and leaders are always reluctant to share information with the Press thus allowing speculation and misinformation to thrive. My message to fellow government leaders some of which are represented here by their respective sector spokespersons is that; if you don’t tell your story, someone else on your behalf will tell it the wrong the way. We are in an information age and therefore government departments must mainstream content gathering and dissemination in their day to day official business using all available communication platforms. It is also important that when any official of government is to communicate, let him/her do so factually.

    The goal of the Ministry of ICT and National guidance therefore, will be to regularly and consistently keep Ugandans accurately, promptly and responsibly informed through a combination of traditional, digital and social media forms, in a well-coordinated manner, in order to project the very best image of Uganda both internally and to the outside world.

    We will also provide a central point of feedback for the Public through a citizen call centre that we shall soon unveil to the public as part of government initiatives to promote citizen interaction.

     ICT as a driver and enabler of National development

         Affordable Internet

    Internet is no longer just a luxury or an option for the few modern elite. It’s a basic necessity just like other utilities of electricity and water are. The commitment of government is to continue investing in all initiatives that will substantially scale up the internet infrastructure coverage and also make it universal and affordable for all.

    The investment in the NBI was a very wise one since it managed to bring down the cost of internet from USD 1,200 to USD 300 per Mbps per month. This however needs to further be pushed down, and increase its penetration across the country so as to enable young ICT innovators to grow their businesses. Internet also must be fully subsidized for Universities and Research Institutions. Global studies show that the impact of an increase of 10% internet penetration results into an increase in the GDP ranging from 0.25%- 1.38%. Internet is as a good enabler to ICT innovators and young IT graduates getting jobs, and improving service delivery as electricity is to manufacturers.  With the digital revolution, most of the big infrastructure projects we are undertaking as a Country like SGR, Oil pipeline, Industrial Parks etc., will require internet backbone installations. Lowering the cost of internet therefore, will not only help ICT innovations but also spur investment growth of e-services (e.g. mobile money, e-wallet, pay way and their attendant functions) and grow jobs.

    Sharing of ICT infrastructure

    When we develop ICT infrastructure at a high cost, efforts to make IT services universal and affordable get inhibited. I therefore would like to pause one question to some of you ICT experts dealing in the business of internet provision and to you the telecom operators. Why don’t we think and discuss about sharing internet infrastructure as some known countries are doing for the sake of reducing heavy investment costs that finally end up being pushed to the consumer? If government has invested in the backbone infrastructure and is continuing to scale it up to the last point of a sub county in the medium term and eventually to a village in the long term, why should telecoms also invest in the same infrastructure and put the burden on the consumer? Why not share? What would be the purpose then of the huge investment of government? What is the problem here?  I stand to be informed and educated on this; otherwise I find it a challenge to our dream of rolling out affordable and universal e-services.

    Other issues that I would like this dialogue to take note of and discuss if time allows include; Non-uniform inter-network charges both for voice and data. Why should I as a customer be charged higher fees when I am sending money from one network to another, and calling as well?

    Supporting ICT Innovations;

    H.E the President has been consistently advocating for science innovations and also prioritized resources in the budget to support these innovations like the Kiira vehicle, Banana project among others. Many of you however looked at this science innovation fund as to be restricted to agro, bio and chemical science innovations. The good news I have today for you  ICT innovators is that; government has allowed to as well cover and support ICT innovations under this science fund with all the necessary capacity in terms of incubating projects and patent protection among others. What is therefore required urgently from both you the ICT innovators of the various hubs, academic institutions AND the ministry of ICT is to agree on the criteria framework about the standards and potential of the innovations to be supported.

    I however think that for any innovation to be supported it must demonstrate capacity to grow jobs and provide innovative solutions to the implementation of e-government. After further consultations, I will put up a committee/taskforce composed of experts to advise on the framework of this support.

    I would also like to appeal to you telecoms and other ICT firms to always support locally generated innovations or what is commonly referred to as local content. Do not outsource what can be sourced internally.

    Finally, I would like to thank all of you for finding time to attend this maiden dialogue. In particular, I thank the Ministry of ICT and our agencies especially UCC for organizing this maiden dialogue. We will continue to have it periodically to take the conversation forward and provide feedback to each other on matters each player will have committed to.
