    Sheema Municipality MP Hon. Kateshumbwa Dicksons has been elected Chairperson of the inaugural Roads Committee in Sheema District. This was during their first sitting yesterday. Hon. Kateshumbwa for strengthening oversight and accountability in the road sector in Sheema District.

    “Today, I joined fellow Members of Parliament for the inaugural sitting of the Roads Committee, where we elected the committee leadership.

    I was honoured to be nominated by Hon Adrine Katusiime Mwebesa alongside fellow nominees Hon. Jemimah, Hon Dr Eliodah Tumwesigye and Hon Ephraim Kamuntu represented by the Sheema District NRM Chairperson, Mr. Muhangi.

    Our deliberations centered on strengthening oversight and accountability in the road sector. We tasked municipal, district and regional engineers to present comprehensive reports detailing completed, ongoing and planned road projects, as well as their respective work plans and accountability for public resources.

    Effective oversight is essential to ensuring quality infrastructure, value for money, and improved service delivery. I remain committed to working with my colleagues to ensure our road network supports economic growth and enhances the livelihoods of the people of Sheema District and Uganda at large. #SheemaMunicipality #RoadInfrastructure #Accountability #ServiceAboveSelf,” Hon.     Hundreds that attended the first Sheema South campaign joint rally yesterday believe that #TeamGoogoro boss, Johnson Musinguzi Byarabaha carried the day.

    Voters who were present think that his manifesto presentation was the best attempt to solve the issues of Sheema South.

    His message was mainly on job creation for the youth and increase of income for citizens dubbed “cash omunshaho.”

    “His message reasonated well with the youth, and we think he beat the professors and Tirus Abaho at their game” reasoned Hellen Katushabe from Bugongi Town Council.

    His old rivals;incumbent Prof Mushemeza and Prof Kamuntu, seemed lost during the intense campaign opening at Kitagata Town Council grounds. Musinguzi said it was hard to believe those that have been in service of the constituency for decades will now be masters of development.

    “Mr. Johnson the truth be told you had a big and a good presentation among all the candidates. That was super!. You took the day,” one of the voters said.

    “Can you believe that a thieving person will abandon the habit on 11th year after stealing for 10 years??”

    Professor Elijah Dickens Mushemeza who was slated to be declared a winner in NRM Primaries elections has rejected the inflated results. 
    “We have rejected the inflated results that give candidate Ephraim Kamuntu a false lead with less than 100 votes.
    There were attempts to hijack our DR forms as we approached the tally centre,” Mushemeza said.
    There were allegations that over 300 unaccounted for votes were found in the tally Centre and were in favour incumbent Hon. Ephraim Kamuntu.

    September 5th 2020
    Dear Supporters and Media
    I would like to inform you that we won the NRM Primary Elections for Sheema South  constituency but our victory was stolen.
    We have rejected the inflated results that give candidate Ephraim Kamuntu a false lead with less than 100 votes.
    There were attempts to hijack our DR forms as we approached the tally centre.
    Tally of Sheema South results was unnecessarily delayed to give our main opponent time to manipulate DR forms especially in areas where our agents were chased from polling stations and we could not access official results.
    Our tally gives us a clear victory ahead of candidate Ephraim Kamuntu.
    Our position is that the NRM EC should declare candidate Mushemeza as a winner or the election of NRM flag bearer for MP Sheema South should be cancelled and a fresh one organized.
    Team Prof Elijah Mushemeza (PEM) appeals to all our supporters to remain calm, observe COVID-19 MOH guidelines for safety as we pursue justice in the ongoing electoral process in Sheema South.

    Hon. Ephraim Kamuntu hands over UGX 20m COVID-19 cash you Sheema District

    Following the decision by the court and the guidance by HE the President Yoweri Kaguta Museveni, Hon. Prof Ephraim Kamuntu, The Minister of Justice and Constitutional Affairs and also Member of Parliament for Sheema South Constituency, Sheema district has handed over cash Ugx. 20,000,000/= to the Sheema District Task Force COVID 19.


    He has equally guided the district team on the use of the 20,000,000/= where emphasis has been put on supporting the Medical personnel and front line staff during the COVID-19 Fight in the District through procurement of common user items in the medical field like Disposable and Re-usable Medical Aprons.

    In addition, the MP and Minister together with Abamwe Group have physically donated assorted medical items valued at Ugx. 20,000,000/=. The items have been handed over to the District Task Force and the list of the items;
    1. Infrared thermometers 4pcs.
    2. Face masks 1600pcs.
    3. Clinical glove’s 6500pcs.
    4. Sanitisers 225ltrs.
    5. Liquid soap 360ltrs


    In the same Spirit, Area Mp topped up more 600,000shs cash on his previous contribution of 600,000shs to the district task force to make it 1.2m/= For fuel to support the COVID 19 District team to run daily errands.

    Sheema leaders called upon to cooperate in the wake of COVID-19 global pandemic

    Sheema District LC5 chairman Mr. David Kabigumira has called on Sheema district leaders that it’s now or never as Coronavirus (COVID-19) rock the world.

    Uganda has now confirmed 9 cases of the deadly virus which started in Wahun, China.

    The LC5 chair boss said Corona Virus is real on ground with many coming in Sheema from neighbouring countries and keeping silent in their homes.

    He said Regional Serveilence team is supposed to came and pick samples to Regional Centre in Mbarara for testing & confirming.

     

    Mr. Kabigumira said the district Serveilence team need to engage the ground. He said the Technical team has no facilitation from MOH which is making it hard to pick samples and take the victims to isolation centre in Mbarara.

    He said the local solution is that each Member of Parliament (MPs) need to raise 2m as emergency fund if they are to curb this crisis.

    He said Leading team includes District chairperson, Mayor, CAO, RDC, DPC & DHO and this should be immediate.

    He thanked Hon. Naome Kibaaju (Sheema North MP) who has already connected to his office to supply washing facilities and Soap to all Trading Centres in her Constituency.

    “Updates will be communicated to you,” Kabigumira said.

    ‘Education is the best weapon you can give to your children’ – Hon. Kamuntu

    The Minister of Justice and Constitutional Affairs Hon. Ephraim Kamuntu who also doubles the MP for Sheema South constituency (Sheema District) has advised parents to give their children education because it is the best medicine.


    The minister made remarks today during the groundbreaking ceremony for the construction of the house for Archdeacon of St Paul’s Church of Uganda Kitagata Archdeaconry in Sheema district.


    He also advised people to stop politics of hate because it doesn’t lead to any development.


    He contributed 100 bags of cement towards the house construction and said for development to take place, there must be status quo.

    “This is a very right decision to build the house for the Archdeaconry,” Kamuntu added.

    “You must educate your children because it’s the best medicine you can give to them,” he said.


    He said sustainability of peace and stability brought by the NRM government has led to development in the country.

    The minister said 68% of Ugandans are still doing subsistence farming and that as leaders, they must cause change to this percentage.

    The house for the Archdeaconry to be completed fully, needs UGX 400m.

    The construction committee has been set up to oversee the construction.

    The committee members are; Eng. Yorokamu Katwiremu (Chairman), VC/Man Professor Elijah Mushemeza, and the Chief Mobiliser Johnson Musinguzi. Others are; Dr. Nicholas Mwebesa, Dennis Mubangizi (Treasurer), George Tumusime, Canon Charles Aine, Canon Apollo Buzaare and Ben Bwooba.

    Minister of Justice and Constitutional Affairs visits Uganda Registration Services Bureau

    The Minister of Justice and Constitutional Affairs, Hon. Ephraim Kamuntu this morning made his maiden visit to Uganda Registration Services Bureau (URSB) as part of his line ministerial role. The Minister was received by the URSB top management led by the Board Chairman Amb. Francis K. Butagira and the Registrar General, Bemanya Twebaze.

    The Honorable Minister who took time to visit the Uganda Business Facilitation Centre underscored the need for increased working relations between the various Ministries, Departments and Agencies (MDAs) not only in the domain of ICT but in other service delivery areas that will enable the public access Government services. He further requested the URSB management to explore other partnerships as a viable model for implementation of their mandate. He noted the pivotal role played by URSB in the Government’s vision of transforming the country from a subsistence to a modern economy through formalization of businesses.

    The Board Chairman, Amb. Francis K. Butagira in his remarkssaid URSB has been growing tremendously over the last seven years listing the achievements that included decentralization of services that has enabled wider access to services across the country and the growth of Non Tax Revenue from 7.51bn in the 2011/2012 Financial Year to 56.8bn in 2018/19.

    The Registrar General appreciated the Board of Directors for providing an enabling environment for URSB to implement its Strategic Development Plan that laid out the aspirations of the institution across board. He further underscored the need for technology driven processes which had resulted in the All-Digital-All-Online by 2020 strategy. The Registrar General saidthis would relate to areas of service turn-around management, electronic records management, online registration of business, marriage returns filing, information sharing and collaboration. The RG also emphasised the need for integration of information systems among all players in the Justice, Law and Order Sector (JLOS) as a mechanism for improving effectiveness and efficiency in service delivery. 

    Hon. Kamuntu further thanked URSB for the warm welcome and said he is was eager to support the institution since he was impressed with the level of commitment to service delivery especially in formalizing the economy. The Minister added that URSB contributed to improved access to services in the Justice sector and facilitated citizen empowerment through their other mandate like registration of marriages.

    Exclusive: Here is the list of most performing MPs of 2019

    Kampala: The 10th Parliament term of office is close to an end with less than a year to conclude their activities. Those who want to seek for re-election must convince their constituents. Will 12 days to the end of the year, here is the list of our most performing MPs of 2019. They are in no particular order;
    Frank Tumwebaze
    He is no doubt a performer. The Kibale County East MP began his political career at Mbarara University of Science and Technology (MUST) and climbed the ladder until he became an MP. He has been the Minister of ICT and National Guidance until recently when he was appointed Minister of Gender, Labour and Social Development.
    Frank Tumwebaze has not forgotten his constituents. He regularly visits his constituency to find out which issues are affecting them. Piped water, health, Electricity and education are some of the projects the MP has worked on recently and are present in Kibale, Kamwenge district. His Baraza constituency program is the kingpin of his leadership. He truly won’t find any difficulties in seeking another term of office.
    Muyanja Mbabaali 
    He is a darling of Bukoto South constituency in Lwengo district. The people of Bukoto South found difficulties in replacing Gerald Sendawula until Hon. Muyanja Mbabaali came calling. He has made sure there is presence of water, electricity, health Centres, saving schemes in his constituency. In fact, the women’s SACCOs in Bukoto South has seen women development individual income earning status.
    There is close to UGX 10bn in savings among women’s groups which was Mbabaali’s idea. He regularly visits his constituents to check out how different develop programs are fairing. He has turned Bukoto South from a hunger striken area into a food basket. He has done this through supporting agriculture in the area. Whenever there is a problem, he responds quickly. We don’t known why he is missing on the cabinet list because he is a real NRM cadre and one of the most hard working politicians. He too we predict, won’t find any difficulties in seeking for another term.
    Naome Kibaju 
    Replacing Hon. Elioda Tumwesigye might have seemed not easy but for Naome Kibaju it has been easy.  This is why?
    She has put Kigarama Ambulance back on the road, it had been packed for years.
    With less than one year in Parliament, Naome has this year contributed iron sheets for roofing Rweibare Primary School dormitory which was burnt down by electricity, Provided 100 bags  of cement to Masheruka Modern school, provided various primary schools with 30 bags of cement, Repaired Kigarama and Masheruka football fields.
    She went on to contribute UGX 3 million  for Health Centre III at Mabare, funded projects at different churches in the area, have UGX 3 million for Masheruka archdeaconary.
    Hon. Kibaju went on contribute UGX 5 million to Ankore Western University (AWU) and not forgetting lobbying for water, roads and electricity for Sheema North.
    She also gave 100 bags of cement to CAD and has sponsored a number of students in schools. Naome has done all this in one year and truly she won’t find any challenges in seeking for another term in 2021.
    Jacklet Atuhaire Rwabukurukuru
    The Sheema district woman MP is another silent hard worker. This year she introduced Constituency baraza where she visited all the sub counties in the district to find out different issues and how to tackle them.
    She also been a regular supporter of development programs in the district which have helped a number of farmers in the area. Her soya bean project contributed a lot to many in the district. Jacklet has also been totally active when called upon for any developmental activity in the area.
    Peter Ogwang
    The Usuk County in Katakwi district legislator is another one who has been there for his people. The people of Usuk must be proud of him.
    He has been actively involved this year and he has set up a number of projects in the area. His hard work has seen him elivated to cabinet with a State Minister of ICT and National Guidance post.
    Elioda Tumwesigye
    He is the only man who has represented two constituencies in one term. And he has truly performed well in both. The Sheema Municipality MP has been instrumental both at constituency and national levels.

    He regularly visits and supports his people in different projects. Elioda who also doubles as the Minster of Science, Technology and Innovation has been instrumental in that ministry building it from scratches and turning it into an international recognized ministry.
    His wide global network is working miracles for both his constituency and the nation.
    Evelyn Anite 
    The Koboko Municipality MP is no doubt a performer. She has delivered on her promises and the people of Koboko don’t regret electing her.
    Because of her hard work, Koboko will have an industrial park very soon. No wonder she is a Minister of State for Finance in charge of Investments.
    Rosemary Seninde 
    The Wakiso District woman MP who also doubles as the Minster of State for education is another MP who hasn’t disappointed. She gets on the ground often and delivers on her duties.
    Her retaining the seat won’t be a hustle. She has also been instrumental in skilling women in her area.
    Francis Mwijukye 
    The Buhweju County MP has been seen more with his constituents this year than before. He has reached out at all his people in times of need and provided help when needed.
    Despite being in opposition, Mwijukye has defied all odds and delivered to his people.
    Thomas Tayebwa
    Ruhinda North County in Mitooma district MP is a very active MP in his constituency. Before he was elected MP, the area was very backward with no electricity, water, poor education and network.
    Under his leadership, most of these things are present in his constituency.
    With his wide network of friends, Thomas has managed to harvest for his people this year especially in areas of education, health and other social services.
    Ibrahim Ssemujju Nganda
    The outspoken Kira Municipality MP is one of a kind.
    The former journalist turned politician has been a force to reckon with when it comes to parliamentary activities. He is outstanding and continues to deliver to his people.
    Medard Segona
    The Busiro County East MP is probably one of the most hard working MPs in 10th parliament.
    A lawyer by profession, Medard is a true leader who has always delivered both in Parliament and on the ground back in Busiro. He is a hard man to stand against because of his performance.
    Robinah Nabbanja 
    The Kakumiro district woman MP, Robinah Nabbanja is a no nonsense lady who is always spot when it comes to work.
    She has not let down her people and has always delivered where necessary. Her hardworking has been repayed with a ministerial post in the latest cabinet reshuffle.
    Ephraim Kamuntu 
    Sheema South constituency MP has made sure his constituents this year get out of darkness. It has worked for him and most parts of Sheema South are now on National grid.
    He has also been instrumental in promoting development in his constituency. Hon. Kamuntu also regularly visits his constituency to check and make sure different government programs are running smoothly.
    Jovrine Kaliisa Kyomukama
    The Ibanda district Woman MP has also been a very active leader for his people this year. She has been supporting a number of projects and inspecting progress of different government programs. She has provided for her people and her readiness for 2021 is in no doubt.

    Gabriel Gadison Aridru Ajedra
    The Vurra County MP keeps low profile and has done his things silently. Hon. Ajedra doubles as the Minister of State for Finance in charge of General duties has been MP for Vurra since 2016 and hopes to retain the seat in the coming elections.


    He is a performer and has seen a number of projects come up under his belt in Vurra in Arua district.

    David Bahati
    The Ndorwa County West MP in Kabale district has also earned himself a seat on this list. He doubles as the Minister of State for Finance in charge of planning.


    The people of Ndorwa have benefited from his expertise and him being in the ruling party government. He has been instrumental in engineering projects in his constituency and he has truly delivered for them. Watch him again in 2021.

    Nabakooba Nalule Judith
    The Mityana District Woman MP and Uganda Police PRO is one whose work speaks volume. It is with no doubt that she has been appointed the Minister of ICT and National Guidance.


    The calm legislator has been a blessing to people of Mityana. She is empowering them economically by supporting a number of projects in the district especially for the women.

    Minister of Tourism wildlife and Antiquities Hon. Ephraim Kamuntu on Tuesday this week launched 2017 a year of Tourism and Conservation at media centre.

    Uganda is ranked No.1 tourism destination in Africa and no. 4 across the Globe!

    Uganda is gifted with beautiful sceneries, flora and fauna and more than 40 tribes that making it the pearl of Africa.

    “Let us embrace this, we are the people to tell our own story. This is the year to stand out and be counted as the number tourism country,” Kamuntu said.

    Residents of Kasaana Sub County in Sheema County South, Sheema district were in jubilation today Saturday as their area MP Prof Ephrahim Kamuntu delivered one of his campaign promises. The MP who also doubles as the Minister of Tourism, Wildlife and Antiquities in the Cabinet of Uganda today launched electricity project in Kasaana Sub County.

    The ground breaking Ceremony was presided over by Simon Giw D’Ujanga, the current State Minister for Energy. “I can see fulfillment and implementation of Manifesto at Kasaana S/c at inauguration of Electricity in the area. The electricity is likely to boost business activities in the area for many to earn a living,” a local resident said.

    The great section of Abamwe group (Sheema people) that moved up and down all offices of REA to ensure this Electricity Project is delivered to Kasaana thus the launch were also in attendance. The Minister said the project will cost $9m and is expected to be completed in 15 months.

Kihunda in particular needs special attention. There is a health centre 111; and a multitude of schools including Kihunda Parents secondary school with a population of over 800 students,” Mesharch said.
