    CNOOC Uganda Launches Free Online Enterprise Development Program to Enhance SME Capacity for Oil and Gas Supply Chain Participation

    Kampala: As part of its corporate strategy to promote local content and strengthen Uganda’s oil and gas sector, CNOOC Uganda Limited is pleased to announce the launch of a comprehensive Free Online Enterprise Development Program aimed at empowering Small and Medium Enterprises (SMEs) in Uganda.

    The program, which is scheduled to run from Monday, 28th October 2024 to Thursday, 7th November 2024, will provide tailored business training to help SMEs compete effectively in the oil and gas supply chain and other sectors of the economy.

    The training program will be facilitated by Vectra Energies and is specifically designed to address the needs of SMEs that are looking to participate in Uganda’s rapidly growing oil and gas industry. Participants will receive practical knowledge in business management, compliance with industry standards, and insight into the oil and gas sector’s procurement processes.

    “Our goal is to build the capacity of local SMEs and prepare them to seize the opportunities arising from Uganda’s oil and gas sector. We are committed to investing in initiatives that foster local content and economic growth, and this online training program is part of our wider effort to ensure that Ugandan businesses are well-positioned to contribute to the success of the industry.” Said Mr. Liu Xiangdong, President, CNOOC Uganda.

    The program will cover key areas such as financial management, health and safety standards, technical training, and strategic business planning, with a focus on the oil and gas sector. By the end of the program, SMEs will have developed the necessary skills to meet the industry’s high standards, enabling them to successfully bid for contracts and deliver quality services within the sector.

    Eric Jumba, National Content Manager added that; “This program is not just about imparting knowledge, but about equipping SMEs with actionable strategies that will allow them to thrive in a highly competitive market. By addressing specific challenges faced by local businesses, we hope to contribute to their sustainable growth and long-term success.”

    The free program is open to all Ugandan SMEs operating across various sectors, including construction, logistics, hospitality, information technology, and more. Participants are encouraged to register online through CNOOC Uganda’s website before Friday, 25th October 2024.

    CNOOC Uganda Limited conducts handover ceremony for Buhuka Gravity Water Flow Scheme

    Kikuube; Today, CNOOC Uganda Limited, an oil and gas company conducted a handover ceremony for the Buhuka Gravity Water Flow Scheme.

    The event was attended by district leaders of Kikuube district including the LCV chairman, the RDC, CAO, LCIII and the local council chairmen of the beneficiary villages.

    The LCV Kikuube district Mr. Peter Banura was the chief guest at the ceremony.The Buhuka Gravity flow scheme rehabilitation project is a community water and sanitation project implemented by CNOOC Uganda Limited in Buhuka flats.

    This project is aimed at providing safe and clean water to the 5 villages of over 13,000 residents in Buhuka flats which is the host community for the Kingfisher Development area where CNOOC Uganda Limited operates.

    The project was started in February 2022 and the rehabilitation contract was awarded to SAMKA a fully Ugandan company.

    Substantial completion of the project was achieved on 6th July 2022. This project included the making a detailed design of a new distribution network that incorporates some of the old scheme.

    This distribution network is made up of 14km of HDPE pipes that supply water to Nsunzu A, Nsunzu B, Kyakapere, Nsonga A, and Nsonga B which are the 5 villages in the area of operation.

    The other part of the design includes a water treatment plant, a power/chemical house and the water treatment system which includes the intake unit, aerator tank, coagulator tank, sedimentation tank, sand filter and the clear water tank that is treated using chlorine to make it safe and then pumped off for distribution to the stand taps constructed in the villages and the community market water supply system.

    The water is abstracted from river Masika for which the National Environment Management Authority granted a license for abstraction of 180m3 an equivalent of 9000 twenty liter jerry cans of water per day for treatment and supply to the community.

    For sustainability and ease of making the project fully community run and owned in future, the electronic equipment of the facility are run on renewable energy which is solar that is abundant in the area.

    The facility has an array of 38 solar panels. In his description for the project, Enoth Tukamushaba the project engineer described the project as a very big contribution to the community that will improve the livelihoods of the user community, he also said that 3 local residents from Kyakapere, Nsunzu and Nsonga have been trained in operation and maintenance of the facilities.

    This is to ensure that even when the SAMKA engineers handover and leave the project to the community, the community can fully and ably run it.

    Residents that have used the water from the new system have described the water as a very considerable improvement from previous water sources that were unreliable and whose water safety was not guaranteed. They are happy to be able to have clean water taps near their homes.

    When talking to local leaders, the LCI chairman of Nsonga A village, Babihemaiso Dismus also expressed the same views as the community saying that the livelihoods of the community members has greatly benefitted from the project.

    They stressed the benefit of prevention of various water borne diseases that had pledged the villages in Buhuka flats like typhoid, dysentery and other skin diseases.

    This therefore makes the community better. On the issue of sustainability and being able to run the project as a community, the chairman said they have set up water user committees that will be in charge of monitoring the water distribution system and maintenance of good working condition of the taps in the different villages.

    In his speech at the handover ceremony, Mr. Chen Zhuobiao, President, CNOOC Uganda Limited said that CNOOC Uganda Limited will remain a dependable partner in improving the livelihoods of the host communities and this is a continuation of the different projects undertaken by CNOOC Uganda Limited in that regard.

    He urged the community to take good care of the facilities to ensure that the project runs for many years to come. He thanked the local leaders that have rendered support for the different projects aimed at improving the standards of living of the area and for the continued support to CNOOC Uganda Limited in its operations. He reaffirmed CNOOC Uganda Limited’s commitment to being a good neighbor and always striving to create Win-Win relationships with the local community.

    Mr. Chen concluded his speech saying that ‘CNOOC Uganda Limited is commitment to the efficient and effective development of the Kingfisher Development Area in a health, safe, environmentally friendly and sustainable manner.’

    The Chief Guest at the ceremony, Peter Banura LCV Kikuube District commended CNOOC Uganda Limited for always paying attention to the community needs and lending a hand, especially in things that improve the wellbeing of the community.

    Mr. Banura also lauded CNOOC Uganda Limited for strictly following the laws of the country and international best practices while implementing the project.

    He further assured CNOOC Uganda Limited of his government’s support of the development of the Kingfisher project and said the government is always open to partnering with the company and render support to carry out development projects in the area.

    CNOOC Uganda Limited Announces PC1 Contractor for the Kingfisher Development Project

    Kikuube, Uganda; CNOOC Uganda Limited, an oil and gas company, today announced the PC1 contractor for the Kingfisher Development Project. Excel Construction Limited, a Ugandan company, has been contracted to construct the well pads, access roads, and water intake points. On 7th February 2022, Excel Construction Limited mobilized their equipment and machinery to ensure that work programs are delivered by the end of 2022

    Following the official announcement of the final investment decision by H.E YK Museveni on 1st February 2022, the sector is transitioning into the development phase in preparation for the sustainable production of these resources. As a responsible company, CNOOC Uganda Limited ensures that all its contractors adhere to national content regulations and that their operations are in strict compliance with the relevant laws and regulations, to live up to the industry’s best practices.

    “Having Excel construction Limited as the PC1 contactor reflects CNOOC Uganda Limited adherence to the national content principles and we shall continue doing so to ensure that more Ugandans have the opportunities to be involved to and benefit from the oil industry.” Stated Mr. Chen Zhuobiao, President of CNOOC Uganda Limited.

    On 8th February 2022, CNOOC Uganda Limited awarded the EPC-3 contracts and the integrated drilling services contracts. With these newly awarded contracts and others to come, we expect to enhance employment of Ugandans through direct, indirect and induced jobs, training of workforce and procurement of locally available goods and services. Priority shall be given to local suppliers on the national supplier database as guided by Petroleum Authority of Uganda, enhancement of knowledge and technology transfer in Uganda.

     

    I commend CNOOC Uganda Limited for their efforts towards national content enhancement which is key to the social and economic development of Uganda and Ugandans. I urge you to continue working closely with the government of Uganda to ensure that we have sustainable exploitation of the oil and gas. We look forward to first oil in early 2025 now that FID was announced on 1st February 2022.” Said Hon. Ruth Nankabirwa, Minister of Energy and Mineral Development.

    To further enhance national content participation, we have engaged in enterprise development and training programs for capacity development and regular supplier development engagements, support to universities and higher institutions of learning like UPIK and the Albertine VTIs, strategic partnerships with local agencies and associations to support national content initiatives. These include the Stanbic Business Incubator, Uganda Chamber of Mines and Petroleum, Association of Oil and Gas Suppliers, Uganda Manufacturers Association, among others.

    All the land needed for the project facilities has been acquired according to international best practices. We have attained 99% of land acquisition for all the project required land. Currently, 57 resettlement houses are being constructed for the affected persons in the 3 sub-counties of Kyangwali, Kabwoya & Buseruka. As part of good practice and alignment with IFC performance standards, we also implemented livelihood restoration programs under the different RAP phases; completed RAP1 phase 1 and currently the RAP phase 2 livelihood restoration projects are ongoing for agriculture and livestock projects supported by CNOOC Uganda Limited for the affected people in the area of operation. The company has further implemented corporate social responsibility projects in the fields of education, health, sports and during disaster times. Thus, this has contributed to the social wellbeing of the communities.

    CNOOC Livelihood Restoration Program Changing Lives

    CNOOC Uganda Limited is undertaking a livelihood program, that is targeting displaced people that have been affected by the oil pipeline project works in the Albertine region. This program whose overall goal is to restore agricultural  livelihood , re-establish or exceed pre-Project levels of crop and livestock production and productivity will enable farmers affected by the project works have access to alternative farming land and better farming systems so as to improve their way of life.

    Speaking at the handover ceremony of 3,000 chicks to 6 farmers in Kikuube district, Peter Banura, LCV Chairman Kikuube district commended CNOOC Uganda Limited and its partners for the good job they are doing in changing the lives of the people in the community. He added that“What we need to survive are practical skills and I’m pleased to learn that the farmers have received the practical knowledge which will help them take care of their livestock, poultry and agricultural produce even after the project has ended“. The project components are to fully equip the Project Affected Persons(PAPs) with information and practical knowledge which will be beneficial in maximising good quality yields from both their crops and livestock.

    The main objectives of this particular program are; improvingAgricultural and livestock practices for the beneficiaries, providing agricultural training and extension assistance to farmers to farmers and lastly, provision of inputs and veterinary services for the households affected by land acquisition. Aminah Bukenya, Media and Publicity Manger, CNOOC Uganda Limited said that, “This program shall not only restore but alsoimprove the livelihoods of the PAPs because they will soon startto earn a living from their livestock and poultry in form of beef and eggs respectively, as well as agricultural foods“.

    A total of 680 PAPs will benefit from the livelihood programwhich is going to be implemented in Kabwoya, Kyangwali and Buseruka sub counties. So far 291 have received inputs and livestock in Kyangwali which is the pilot sub county. 5000 chicks have been given to 10 groups, 18 goats have been given to 18 host farmers, 9 boran bulls have been given to 9 host farmers and 45 pigs to 9 groups. “The reception of the program in this district has been good and the farmers are adopting well. We are optimistic that they are going to use the knowledge they’ve acquired to teach other farmers who were not part of the program“, Aminah added.

    Twinobusingye Bosco one of the beneficiaries of the program in Kyangwali sub county in Kikuube district said, “We are very happy with this project. We thank CNOOC for the good work and for delivering as they promised. I have learnt a lot from these trainings and I’m confident that I will take good care for my livestock and poultry with the knowledge that I have acquired“.

    This program shall take 3 to 5 years and CNOOC along with the district leadership shall undertake the monitoring to ensure sustainability of the program. The program is a linkage to the ongoing government programs like Operation Wealth Creation, Women empowerment programs, Emyooga among others.

    CNOOC boosts Hoima security with police beat

    CNOOC Uganda Limited today handed over the Ikamiiro Police Beat to the Uganda Police Force, Hoima District.

    As a good neighbor and in a bid to enhance the win-win relationship with the communities, CNOOC Uganda Limited constructed the police beat with the intention to boost security efforts in the area.

    The land was donated by residents of Hoima district to the Uganda Police Force for the construction of a Police Beat.

    CNOOC Uganda Limited through its Corporate Social Responsibility (CSR) programs supported the initiative and constructed the police beat.

    The police beat consists of a partitioned container with a holding cell and a reception area. Also constructed at the Police Beat is a VIP latrine with a bath shelter which will be used by the police officers stationed at the Police Beat.

    “Supporting the Uganda Police is part of CNOOC Uganda Limited’s policy as a good neighbor to the local community. We hope that the police beat shall go a long way to guarantee security for the residents”, said Aminah Bukenya, the Public Relations Supervisor, CNOOC Uganda Limited during the Police beat handover ceremony.

    “CNOOC Uganda Limited has done many CSR programs and we are happy that this is also one of their accomplishments. We thank you for this initiative and we pledge our continued support as your host communities,” commented the Resident District representative, Hoima District, Ekoom John Stephen.

    Emphasizing CNOOC Uganda Limited’s dedication to various efforts, Aminah Bukenya noted that the company has supported the education and health sectors both in Hoima and the rest of the country.

    “Thank you CNOOC Uganda Limited for supporting the communities in education, sports, security, and road safety among other sectors. We as the people of Ikamiiro are very grateful for this support and for the Police Beat which will boost the security of the area,” said Mr. Bigirwa the LCI Chairperson for Ikamiiro.

    The District Police Commander appreciated CNOOC Uganda Limited’s contribution as it will go a long way in boosting the security of the area.
