Surveillance Concerns Arise Following Uganda’s Anti-Homosexuality Act

Twaibu Wamala, the executive director of Harm Reduction Network Uganda, has raised alarm over incidents of surveillance since the implementation of Uganda’s Anti-Homosexuality Act. The legislation, which criminalizes homosexuality and restricts assistance to gay individuals, has prompted concerns regarding the safety of activists like Wamala.

Wamala, who has been actively involved in supporting gay drug users and providing public health information, suspects a connection between these incidents and his organization’s work. The surveillance instances have primarily occurred in Makindye, where the Harm Reduction Network Uganda is located. Unidentified individuals have allegedly followed Wamala home, and on several occasions, individuals claiming to be security operatives have visited the organization’s office seeking his whereabouts.

In response to the unsettling situation, Wamala has filed a report with the Kawempe Police, under SD ref: 19/30/05/2023, seeking protective measures. However, as of yet, no tangible response or assistance has been provided, leaving Wamala feeling vulnerable and unprotected.

The enactment of the Anti Homosexuality Act has raised concerns about the safety and rights of activists advocating for LGBTQ+ rights in Uganda. The law not only criminalizes homosexuality but also threatens imprisonment for activists supporting LGBTQ+ rights. This atmosphere of fear and oppression poses significant challenges for organizations such as Harm Reduction Network Uganda and puts activists at risk of intimidation and threats.

Wamala’s experiences highlight the broader issues faced by the LGBTQ+ community in Uganda, including discrimination and social stigma. Overcoming these challenges remains a significant hurdle in the quest for a more inclusive society. Despite the inherent risks, Wamala remains steadfast in his commitment to promoting equality and justice.
