Government issues tough measures for Public Transport to operate again
The Minister for Kampala capital City and Metropolitan Affairs Hon. Amongi Betty Ongom has issued tough guidelines that the public transport will follow in this post-COVID-19 lockdown operations.
President Yoweri Kaguta Museveni directed that Public transport should resume on 4th June with half the capacity and must follow the guides set up by the government as below;
As you are aware, H.E the President announced that Public transport shall start operations on 4th.6.2020. Ministry of Kampala Capital city and Metropolitan Affairs has therefore been tasked to develop guidelines for the safe opening of public transport in compliance with the Standard Operating Procedures (SOP) developed in consultations with Ministry of Health.
Subsequently, Ministry of Kampala Capital City and Metropolitan Affairs presented a detailed plan for the safe operations of Public Transport during the COVID 19 period which was approved byCabinet on Monday 25th May 2020.
As you are aware, Kampala’s day population isabout 5 million and 2 million by night. This implies that about 3 million people come in and out the city on a daily basis.
Subsequently, we have developed guidelines for the safe opening of Public transport as follows:
5. Get the detailed SOPs from KCCA stipulating the number of passengers and other measures related to protective equipment for operating a PSV within the GKMA beginning 29th May 2020.

Boda Bodas
The Boda Bodas play a critical role in transporting a good number of people in the city but they need to be regulated to enhance the safety of the public. Government is in the process of finalizing the extent of a boda boda freezone and the gazetting of boda boda stages in the City. Future Boda boda operations will also be subjected to Standard Operating Procedures. Gazetting of stages and their return to the city will be communicated in due course.
At the moment, boda bodas will continue to carry luggage and maintain the curfew time as per the Presidential Directive.
We are working with different developers to digitalized public transport management including developing booking applications.
