Several local leaders in Nebbi District especially chairmen LC III, Chief Administrative Officer (CAO) and Resident District Commissioner (RDC) and NRM District Chairman are having sleepless nights with the pending visit of Local Government Minister Hon. Balaam Barugahara next week. The visit is aimed at monitoring how government programs in the region are running including issues to do with the accountability.

Sources say that most of the local leaders have been misusing government resources especially grader which is at times taken beyond Uganda’s border to do work in DR. Congo.

The source told this website that people listen and fear more the District NRM chairperson, KG Adubango (also known as George Adubango) than the Resident District Commissioner (RDC), Mr. Robert Abak, because of the laters political influence. Now people are asking themselves how does an NRM District Chairman usurp power of the RDC. There is also an accusation that for one to get service done, you must part with something to get access to the supposed to be free service. Nebbi people want Hon. Balaam Barugahara to tame powers of KG who they say is even not a true son of Nebbi as he originally hails from Pakwach.

While the Resident District Commissioner (RDC) is responsible for monitoring government programs, ensuring security, and addressing public concerns within the district, it is different in Nebbi as the people listen to NRM District Chairperson instead. This has delayed service delivery in the district because of such conflicts.

Nebbi people have also urged Hon. Balaam Barugahara to tackle the issue of one Metre bridges in the district. On these bridges, only one car can pass at a go and this narrowness has caused many fatal accidents which have claimed many lives of innocent Ugandans.
