In a significant recognition of exemplary service and dedication to national development, Dr. Damulira Sslengonzi, the Undersecretary of the Ministry of Finance, Planning and Economic Development, has been awarded the prestigious Uganda Public Finance Management Champion title by Public Opinions. This accolade is part of the esteemed Responsible Investment Global Award, an initiative spearheaded by Public Opinions to celebrate individuals whose work contributes significantly to the socio-economic transformation of Uganda.
Dr. Damulira’s recognition stems from his multifaceted contributions to the integrity and efficiency of the country’s financial landscape. As a key figure within the Ministry, he has been instrumental in maintaining a robust system of financial management and internal audit. His leadership has ensured that the ministry operates with transparency, fostering an environment where public resources are managed with the highest level of accountability.
Speaking on the achievement, Ms Vivian Nakimuli, the Public Relations Director of Public Opinions, emphasized that “Dr. Sengonzi Damulira has done a lot to fight corruption in districts. This sentiment is echoed by Buyinza ADAM Luzindana, the Team Leader of Public Opinions, who described Dr. Damulira as “a man who is committed to achieve the national development agenda and a man loyal to President Museveni.
Dr. Damulira is a dedicated Civil Servant who is not just in the Office to earn a salary but to support private sector development and ensure that government programs are implemented as per plan.Through his steadfast leadership, Dr. Ddamulira has promoted Public Finance accountability and transparency,hence significantly reducing corruption—as stated by Agatha Buyinza Nalubwama, a Senior Executive at the Public Opinions think tank.
The business community, especially the coffee sector, warmly congratulates Dr. Damulira upon scooping the Uganda Public Finance Management Champion Award from Public Opinions, a major milestone further noted by Agatha Nalubwama, a prominent coffee trader and Processor.
Central to his mandate has been a steadfast commitment to combating corruption at all levels,particularly at the district level, where the impact on service delivery is most profound. By diligently monitoring financial usage across districts and ensuring timely warranting and commitment of funds, Dr. Damulira has played a pivotal role in curbing mismanagement and ensuring that public resources directly benefit the citizens.
Buyinza Adam Luzindana who is so passionate about Diplomacy and national development noted that Beyond fiscal oversight, Dr Damulira role encompasses the strategic management of the Ministry’s assets, as well as overseeing internal administrative,procurement, and human resource operations where he has excelled.
His efforts have been central to promoting budget transparency and advancing financial inclusion,ensuring that national financial strategies remain aligned with the broader goals of sustainable economic growth.

In his acceptance speech, Dr.Damulira Sengonzi thanked President Museveni for creating a conducive environment for the private sector to thrive. He went further to thank the top management of the Ministry of Finance, Planning and Economic Development for implementing a robust Public Finance Management System that ensures money is delivered effectively to districts and to other government entities.
Dr.Damulira also commended the Electricity Regulatory Authority Board and Management for being effective in promoting electricity affordability and accessibility to boost industrial development.
