2026 Updates: Police Officer wants Buliisa District LC V seat

Senior Police officer Afande Byabagambe Wamara Julius is set to contest for the Chairman LC V for Buliisa District.

The 38-year old has made it clear that come 2026, he wants to try a political career.

He attained PLE from Biiso Primary School and UCE from Biiso War Memorial S.S, UACE from Masindi Academy and holds a bachelor degree in Arts Education from Gulu University.

The slogan of Julius’ leadership is Quality and youthful transformative leadership based on quick, steady and reliable service delivery.

He also wants to awaken Buliisa hopes, increasing quality and quantity of social infrastructures like schools, health units, roads.

He wants to encourage and pressurise the government to erect electric fences along national parks in order to mitigate wild animal-human conflict.

He wants to encourage and invest in village SACCOs to improve people’s livehood and household income.

Afande Julius wants to build market stalls in major markets.

Linking of local government with central government

He also wants to see Talent development through sports and games at its peak.

Since Buliisa District share Lake Albert, he would encourage fishermen and others stake holders to using good fishing gears,
Lobby for low interest loans and grants to small traders, youth fishermen and farmers.

“Buliisa District is the seat of the oil and gas industry I would pressurise stakeholders to give employment to local residents,” he said.

He also wants to liase with NEMA or NFA to plant trees in all public spaces like schools, health units.

He wants corruption zero tolerance on bribes and general corruption.
